INITIATING ACTION: The project is being initiated by the Depar[ment of Public Works. This project ls a component of the Phalen Viliage Small Area Plan. PROPOSEDIMPROVEMENTS The proposed project will restore a wefland South of Magnolia Avenue. It will be part of a system of wedands currently under construction in the neighborhood. It will provide additional capacity in the storm sewer system and will create a more natural environment for the people and wildlife in the Phalen azea. PROPOSED: It is proposed to acquire the land as shown on the attached map and descriptions: POSITIVE BENEFITS: This is the last phase of a project restoring a system of wetlands South of Lake Phalen. The restorations aze part of a City approved plan to rejuvenate a blighted neighborhood refereed to as Phalen Village. INITIATING ACTION: The project is being initiated by the Depar[ment of Public Works. This project ls a component of the Phalen Viliage Small Area Plan. PROPOSEDIMPROVEMENTS The proposed project will restore a wefland South of Magnolia Avenue. It will be part of a system of wedands currently under construction in the neighborhood. It will provide additional capacity in the storm sewer system and will create a more natural environment for the people and wildlife in the Phalen azea. PROPOSED: It is proposed to acquire the land as shown on the attached map and descriptions: POSITIVE BENEFITS: This is the last phase of a project restoring a system of wetlands South of Lake Phalen. The restorations aze part of a City approved plan to rejuvenate a blighted neighborhood refereed to as Phalen Village. The system of wetlands will be a neighborhood amenity, restoring the site's natural stormwater cleaning function, reducing nonpoint source pollution, enhancing wildlife habitat and storm water detention, expanding our understanding of how to achieve biodiversity in restored wetlands, and providing an environmental education resource. ADVERSE EFFECTS: Property owners will have to sell some land to the City in order to restore this wetland.
