Hello! In early October, I sent around the papers for the Prelizninary Order and the Fina1
Order for the Knapp/Hillside Paving and Lighting Project, our File #18930. These
papers were traveling with Green Sheet #104761, and the requested date far the Public
Hearing on this matter is November 15, 2000. It has come to my attention that the list of
st�eets affected by the project needs two changes made to it. These changes are:
Add "FIf�TELD STREET from Brewster to Como" for lighting improvements
only.
2. Remove the asterisk to change "RAI.EIGH STREET from Brewster to Comd'
from lighting improvements only to improvements for both paving AND lighting.
These changes are reflected on the attached, corrected fust page of the Final Order. I
have also enclosed a conected page where the changes are underlined, in case you like
this sryle better! The affected property owners all know about this correction.

PROJECT
This project is to improve the area referred to as the Knapp-Hi{Iside Residential
Street Vitality Program Project (Area 66), by constructing new bituminous surfaced
streets with concrete curb and gutter, concrete driveway aprons and outwalks,
boulevards landscaped with sod and trees, and a new lantern style street lighting
system. In addition, appropriate sanitary sewer repairs wili be made, lead water
services in the right of way will be replaced, and storm sewer and sanitary sewer
reconneciions will be made at the request of property owners. This project area is
general(y bounded by Como Avenue on the north, Carter Avenue on the northwest,
Fifield Street on the east, and the railroad track on the south (see attached map).
EXISTING CONDITIONS
All of the residentiai streets in the project area are oiled. Some of the streets have
concrete curb; the rest have no curb at ai4. The street widths vary greatly in this area;
some are as wide as 44', while others are as narrow as 23'. The street surfaces are
generally in fair condition, with the worst problem being the severe crown on many of
the streets.
Some of the existing street lighting within the project area is the oid lanterns. The rest
of the lighting in the area is on NSP's wood poles.
PROPOSEDIMPROVEMENTS
It is proposed to improve the following oi4ed streets with the construction of new
bituminous surfaced streets with concrete curb and gutter, concrete driveway aprons
and outwalks, and boulevards landscaped with sod and trees. In addition, appropriate
sanitary sewer repairs wili be made, lead water sesvices in the right of way wi41 be
replaced, and storm sewer and sanitary sewer connections will be made at the request
of property owners.

Decisions regarding the street widths will be made keeping in mind the right-of-way and ,
existing street widths, any relevant neighborhood issues, and the impact on boulevard
trees. New curb may be hand formed to avoid damaging boulevard trees or their roots.
Tree trimming may be necessary to facilitate construction.
All the streets to be paved (listed above) wili also have a lantern style street lighting
system installed as part of this project. In addition, the streets listed below, which are
not being paved, will aiso have a lantern style street lighting system installed as part of
the project.

ALTERNATES
To do nothing would be inconsistent with the City's commitment to improve existing
oiled streets.
POSITIVE BENEFITS
General improvement of the public right-of-way will enhance and add quality to the
neighborhood. The newfy rebuilt roadways will improve drivability of the neighborhood,
and continue the City's efforts to improve the street system in Saint Paul. Street oiling
in this neighborhood will be eliminated. Lantern style lighting will enhance

neighborhood safety and esthetics.
ADVERSE EFFECTS
Normal problems associated with construction such as noise, dust, reduced access to
the neighborhood, and general disruption will be present.
EFFECTS ON TREES
Street widths will be selected to minimize the impact on trees. New trees will be
planted as part of the boulevard restoration.
TIME SCHEDULE
The project will begin in the spring of 2001 and wili be completed by late fall of 2001.
There will be further restrictions on the amount of time work is done on individual
segments of streets.

2000, at 5:30 o'clock P.M., in the Council Chambers of the City Hall and Court
House Building in the City of Saint Paul.

Hello! In early October, I sent around the papers for the Prelizninary Order and the Fina1
Order for the Knapp/Hillside Paving and Lighting Project, our File #18930. These
papers were traveling with Green Sheet #104761, and the requested date far the Public
Hearing on this matter is November 15, 2000. It has come to my attention that the list of
st�eets affected by the project needs two changes made to it. These changes are:
Add "FIf�TELD STREET from Brewster to Como" for lighting improvements
only.
2. Remove the asterisk to change "RAI.EIGH STREET from Brewster to Comd'
from lighting improvements only to improvements for both paving AND lighting.
These changes are reflected on the attached, corrected fust page of the Final Order. I
have also enclosed a conected page where the changes are underlined, in case you like

PROJECT
This project is to improve the area referred to as the Knapp-Hi{Iside Residential
Street Vitality Program Project (Area 66), by constructing new bituminous surfaced
streets with concrete curb and gutter, concrete driveway aprons and outwalks,
boulevards landscaped with sod and trees, and a new lantern style street lighting
system. In addition, appropriate sanitary sewer repairs wili be made, lead water
services in the right of way will be replaced, and storm sewer and sanitary sewer
reconneciions will be made at the request of property owners. This project area is
general(y bounded by Como Avenue on the north, Carter Avenue on the northwest,
Fifield Street on the east, and the railroad track on the south (see attached map).
EXISTING CONDITIONS
All of the residentiai streets in the project area are oiled. Some of the streets have
concrete curb; the rest have no curb at ai4. The street widths vary greatly in this area;
some are as wide as 44', while others are as narrow as 23'. The street surfaces are
generally in fair condition, with the worst problem being the severe crown on many of
the streets.
Some of the existing street lighting within the project area is the oid lanterns. The rest
of the lighting in the area is on NSP's wood poles.
PROPOSEDIMPROVEMENTS
It is proposed to improve the following oi4ed streets with the construction of new
bituminous surfaced streets with concrete curb and gutter, concrete driveway aprons
and outwalks, and boulevards landscaped with sod and trees. In addition, appropriate
sanitary sewer repairs wili be made, lead water sesvices in the right of way wi41 be
replaced, and storm sewer and sanitary sewer connections will be made at the request
of property owners.

Decisions regarding the street widths will be made keeping in mind the right-of-way and ,
existing street widths, any relevant neighborhood issues, and the impact on boulevard
trees. New curb may be hand formed to avoid damaging boulevard trees or their roots.
Tree trimming may be necessary to facilitate construction.
All the streets to be paved (listed above) wili also have a lantern style street lighting
system installed as part of this project. In addition, the streets listed below, which are
not being paved, will aiso have a lantern style street lighting system installed as part of
the project.

ALTERNATES
To do nothing would be inconsistent with the City's commitment to improve existing
oiled streets.
POSITIVE BENEFITS
General improvement of the public right-of-way will enhance and add quality to the
neighborhood. The newfy rebuilt roadways will improve drivability of the neighborhood,
and continue the City's efforts to improve the street system in Saint Paul. Street oiling
in this neighborhood will be eliminated. Lantern style lighting will enhance

neighborhood safety and esthetics.
ADVERSE EFFECTS
Normal problems associated with construction such as noise, dust, reduced access to
the neighborhood, and general disruption will be present.
EFFECTS ON TREES
Street widths will be selected to minimize the impact on trees. New trees will be
planted as part of the boulevard restoration.
TIME SCHEDULE
The project will begin in the spring of 2001 and wili be completed by late fall of 2001.
There will be further restrictions on the amount of time work is done on individual
segments of streets.

Hello! In early October, I sent around the papers for the Prelizninary Order and the Fina1
Order for the Knapp/Hillside Paving and Lighting Project, our File #18930. These
papers were traveling with Green Sheet #104761, and the requested date far the Public
Hearing on this matter is November 15, 2000. It has come to my attention that the list of
st�eets affected by the project needs two changes made to it. These changes are:
Add "FIf�TELD STREET from Brewster to Como" for lighting improvements
only.
2. Remove the asterisk to change "RAI.EIGH STREET from Brewster to Comd'
from lighting improvements only to improvements for both paving AND lighting.
These changes are reflected on the attached, corrected fust page of the Final Order. I
have also enclosed a conected page where the changes are underlined, in case you like
this sryle better! The affected property owners all know about this correction.

PROJECT
This project is to improve the area referred to as the Knapp-Hi{Iside Residential
Street Vitality Program Project (Area 66), by constructing new bituminous surfaced
streets with concrete curb and gutter, concrete driveway aprons and outwalks,
boulevards landscaped with sod and trees, and a new lantern style street lighting
system. In addition, appropriate sanitary sewer repairs wili be made, lead water
services in the right of way will be replaced, and storm sewer and sanitary sewer
reconneciions will be made at the request of property owners. This project area is
general(y bounded by Como Avenue on the north, Carter Avenue on the northwest,
Fifield Street on the east, and the railroad track on the south (see attached map).
EXISTING CONDITIONS
All of the residentiai streets in the project area are oiled. Some of the streets have
concrete curb; the rest have no curb at ai4. The street widths vary greatly in this area;
some are as wide as 44', while others are as narrow as 23'. The street surfaces are
generally in fair condition, with the worst problem being the severe crown on many of
the streets.
Some of the existing street lighting within the project area is the oid lanterns. The rest
of the lighting in the area is on NSP's wood poles.
PROPOSEDIMPROVEMENTS
It is proposed to improve the following oi4ed streets with the construction of new
bituminous surfaced streets with concrete curb and gutter, concrete driveway aprons
and outwalks, and boulevards landscaped with sod and trees. In addition, appropriate
sanitary sewer repairs wili be made, lead water sesvices in the right of way wi41 be
replaced, and storm sewer and sanitary sewer connections will be made at the request
of property owners.

Decisions regarding the street widths will be made keeping in mind the right-of-way and ,
existing street widths, any relevant neighborhood issues, and the impact on boulevard
trees. New curb may be hand formed to avoid damaging boulevard trees or their roots.
Tree trimming may be necessary to facilitate construction.
All the streets to be paved (listed above) wili also have a lantern style street lighting
system installed as part of this project. In addition, the streets listed below, which are
not being paved, will aiso have a lantern style street lighting system installed as part of
the project.

ALTERNATES
To do nothing would be inconsistent with the City's commitment to improve existing
oiled streets.
POSITIVE BENEFITS
General improvement of the public right-of-way will enhance and add quality to the
neighborhood. The newfy rebuilt roadways will improve drivability of the neighborhood,
and continue the City's efforts to improve the street system in Saint Paul. Street oiling
in this neighborhood will be eliminated. Lantern style lighting will enhance

neighborhood safety and esthetics.
ADVERSE EFFECTS
Normal problems associated with construction such as noise, dust, reduced access to
the neighborhood, and general disruption will be present.
EFFECTS ON TREES
Street widths will be selected to minimize the impact on trees. New trees will be
planted as part of the boulevard restoration.
TIME SCHEDULE
The project will begin in the spring of 2001 and wili be completed by late fall of 2001.
There will be further restrictions on the amount of time work is done on individual
segments of streets.

upon the above improvement, and having considered said report, hereby resolves:

that [he estimated cost thereof is $2,663,760 financed by 2001 Capital
Improvement Bonds $1,972,080 and Assessments $691,680.
That a public hearing be had on said improvement on the 15th dav of November,
2000, at 5:30 o'clock P.M., in the Council Chambers of the City Hall and Court
House Building in the City of Saint Paul.
