6 provide protection for the youth using our Parks and Recreation Centers; now therefore be it
7 RESOLVED, that the CSty of Saint Paul City Council commends the Division of Parks and Recreation for its
8 commihnent to the safety of our youth; and be it
a FURTHER RESOLVED, that the Saint Paul City Council requests that the Division of Parks and Recreation report
10 on the policy at the City Council on October 13, 1999.

POLICY REGARDING THE HIRING OF OFFENDERS OR THE USE OF
OFFENDERS ASVOLUNTEERS
BACKGROUND: The Division of Parks and Recreation makes reasonable efforts
to ensure that individuals who work or volunteer in its pzograms, especially those
programs that serve youth, are not a risk to program participants.
It is understood that not all persons who have been convicted of a crune are a risk to
the public and that State law prohibits disqualifying an individual from public
employment unless the conviction of a crime directly relates to the position of
employment sought. Equitable and consistent criteria should be used when reviewing
the background of potenCial or current employees and/or volunteers.
OFFENSES WHICH MAY DISQUALIBY AN INDIVID[JAL FROM
EMPLOYMENT OR VOLUNTEERING WITH THE DIVISION: An
individual who has any recent conviction of the following type of offenses on his/her
criminal record may be disqualified from being employed or used as a volunteer in any
Parks and Recreation program which serves youth participants unless the individual can
show that he/she has been rehabilitated.
1) Violent Crimes, including but not limited to Assault, Malicious Punishment of
a Child, Aggravated Robbery, or any offense committed with a weapon.
2) Convictions for drug offenses, except those which have been treated as a petty
znisdemeanor.
3) Criminal Sexual Conduct, Solicitation of Children for Sex or other related
offenses.
The list above is not inclusive, and other categories or types of offenses may also make
an individuai ineligible to work or volunteer in the Parks and Recreation Division,
depending upon the nature of the offense and the type of job involved.
BACKGROUND CHECKS: Background criminal history checks are required for
hiring employees in specific titles. Background checks may be conducted on volunteers
if the type of position for which the individual is volunteering indicates the need.
