Since 1996, Tri Area members have grappled with the Trillium site issue. While advocating for development compatible with the neazby residential neighborhood, members feel strongly that the solution of choice would be to restore the area to iu natural setting and create an environmental learning preserve. Such a preserve would afford a unique educational opportunity for inner-ciry youth. For those utilizing the Munger Trail or newly connecdng Trout Brook Trail to the north, this would be a beautifui as well as educational rest azea in.an otherwise urban setting. The Munger Trail is a valuable asset in the community, which could be further entianced by such a preserve. The Trillium site has acted as a natural buffer for the residential neighborhood west of I35 E and the Burlington Northem tracks. Many senior residenu remember the "pond" that was Trout Brook. The peat soil and high water table are a result of that brook, and many would like it brought to the surface once again. Presendy, there are proposals that recognize the importance of restoring the azea to a naturai corridor. These include: * The Oakland Village Revitalization Project Proposal (PED N.W. area team) * The Transportaaon Comdor Project (Mary Vogel) * St. Paul Land Use Opportunides, August 199� (PED and Neighborhood Planning and Land Use Committee of the St. Paul Planning Commission) * St. Paul on the Mississippi Development Framework * Watershed Management plans * University of Minnesota College of Architecture and Landscape Architecture, Design Center for the American Urban Landscape: "Tracing the Community Connecdons of Phalen Creek and Trout Brook" 1993 and "The Falls Canyon Reach: Reinvesting and Connecting" 1995. Past history involving this land raised the question of the compatibility of certain industries with an urban setting. In 1996, Comfort 3chool Bus Company's plan to develop the site would have resulted in excessive uaffic, noise, and pollution."I'his culminated in a public"hearing before the City Planning Commission. In 1997, CleanSoils Inc., a contaminated soils recycling business, submitted a site plan. Past perfortnance in St. Paul and South St. Paul suggested that this operation was not conducive to any urban setting. Collaborauon with the city attorney, LIEP, the state attorney generai's office, and the MPCA halted that development. Next was an attempt to utilize the site for storage of heavy construction equipment without submitting a site plan. Again, LIEP intervened. In 1998, this site was a possible choice for the new East Metro Transit Facility. Due to strong opposition and the geology of the land, this site was not chosen. Rumored potential development itnciudes a mini storage facility, a waste management uansfer/dumping station, and a site to store heavy construction equipment and trucks. None of these options offer jobs to the neighborhood or a valuable use of land. Tri Area members have invested long hours attending public hearings, wridng letters, making phone calls, and circulating petitions to protect their neighborhood and the Trillium site. Currendy, vehiculaz access to the property is limited. The abandonment of the Canadian Pacific rail spur on the west would remove that obstacle and result in immediate development. Tilsner Carton Co. is contesting the abandonment and if maintained, is agreeable to allowing an access to the preserve azea. Additional Canadian Pacific land west of the spur may also be available. Natural spaces do have social and economic value. The educational and recreational opportunities affored, as well as increases in the value of surrounding properties, may offset any economic gain through development. Since 1996, Tri Area members have grappled with the Trillium site issue. While advocating for development compatible with the neazby residential neighborhood, members feel strongly that the solution of choice would be to restore the area to iu natural setting and create an environmental learning preserve. Such a preserve would afford a unique educational opportunity for inner-ciry youth. For those utilizing the Munger Trail or newly connecdng Trout Brook Trail to the north, this would be a beautifui as well as educational rest azea in.an otherwise urban setting. The Munger Trail is a valuable asset in the community, which could be further entianced by such a preserve. The Trillium site has acted as a natural buffer for the residential neighborhood west of I35 E and the Burlington Northem tracks. Many senior residenu remember the "pond" that was Trout Brook. The peat soil and high water table are a result of that brook, and many would like it brought to the surface once again. Presendy, there are proposals that recognize the importance of restoring the azea to a naturai corridor. These include: * The Oakland Village Revitalization Project Proposal (PED N.W. area team) * The Transportaaon Comdor Project (Mary Vogel) * St. Paul Land Use Opportunides, August 199� (PED and Neighborhood Planning and Land Use Committee of the St. Paul Planning Commission) * St. Paul on the Mississippi Development Framework * Watershed Management plans * University of Minnesota College of Architecture and Landscape Architecture, Design Center for the American Urban Landscape: "Tracing the Community Connecdons of Phalen Creek and Trout Brook" 1993 and "The Falls Canyon Reach: Reinvesting and Connecting" 1995. Past history involving this land raised the question of the compatibility of certain industries with an urban setting. In 1996, Comfort 3chool Bus Company's plan to develop the site would have resulted in excessive uaffic, noise, and pollution."I'his culminated in a public"hearing before the City Planning Commission. In 1997, CleanSoils Inc., a contaminated soils recycling business, submitted a site plan. Past perfortnance in St. Paul and South St. Paul suggested that this operation was not conducive to any urban setting. Collaborauon with the city attorney, LIEP, the state attorney generai's office, and the MPCA halted that development. Next was an attempt to utilize the site for storage of heavy construction equipment without submitting a site plan. Again, LIEP intervened. In 1998, this site was a possible choice for the new East Metro Transit Facility. Due to strong opposition and the geology of the land, this site was not chosen. Rumored potential development itnciudes a mini storage facility, a waste management uansfer/dumping station, and a site to store heavy construction equipment and trucks. None of these options offer jobs to the neighborhood or a valuable use of land. Tri Area members have invested long hours attending public hearings, wridng letters, making phone calls, and circulating petitions to protect their neighborhood and the Trillium site. Currendy, vehiculaz access to the property is limited. The abandonment of the Canadian Pacific rail spur on the west would remove that obstacle and result in immediate development. Tilsner Carton Co. is contesting the abandonment and if maintained, is agreeable to allowing an access to the preserve azea. Additional Canadian Pacific land west of the spur may also be available. Natural spaces do have social and economic value. The educational and recreational opportunities affored, as well as increases in the value of surrounding properties, may offset any economic gain through development. Your endorsment would be gready appreciated and would turn this vision into a reality. Five years ago I retired and have become more involved with neighborhood activities. As a Ramsey CQUnty Master Gardener I have been involved with the estabiishment and maintenance of Wayzata Park, the boulevard planting by the North End Youth Center, and the planting and care of Lyton Park. In addition to this I have worked on many other projects that are not located in the North End area. None of the improvements would have been possible with out neighborhood involvement. The list of people that helped includes Boy Scout Troop 66, North End Teens, North End Area Revitalization, District 6, Ramsey Counry Master Gardeners, Ariington High School, American Legion Post 572, Ramsey County Juvenile Probation Office, and the service crew from Totem Town. Since 1996, Tri Area members have grappled with the Trillium site issue. While advocating for development compatible with the neazby residential neighborhood, members feel strongly that the solution of choice would be to restore the area to iu natural setting and create an environmental learning preserve. Such a preserve would afford a unique educational opportunity for inner-ciry youth. For those utilizing the Munger Trail or newly connecdng Trout Brook Trail to the north, this would be a beautifui as well as educational rest azea in.an otherwise urban setting. The Munger Trail is a valuable asset in the community, which could be further entianced by such a preserve. The Trillium site has acted as a natural buffer for the residential neighborhood west of I35 E and the Burlington Northem tracks. Many senior residenu remember the "pond" that was Trout Brook. The peat soil and high water table are a result of that brook, and many would like it brought to the surface once again. Presendy, there are proposals that recognize the importance of restoring the azea to a naturai corridor. These include: * The Oakland Village Revitalization Project Proposal (PED N.W. area team) * The Transportaaon Comdor Project (Mary Vogel) * St. Paul Land Use Opportunides, August 199� (PED and Neighborhood Planning and Land Use Committee of the St. Paul Planning Commission) * St. Paul on the Mississippi Development Framework * Watershed Management plans * University of Minnesota College of Architecture and Landscape Architecture, Design Center for the American Urban Landscape: "Tracing the Community Connecdons of Phalen Creek and Trout Brook" 1993 and "The Falls Canyon Reach: Reinvesting and Connecting" 1995. Past history involving this land raised the question of the compatibility of certain industries with an urban setting. In 1996, Comfort 3chool Bus Company's plan to develop the site would have resulted in excessive uaffic, noise, and pollution."I'his culminated in a public"hearing before the City Planning Commission. In 1997, CleanSoils Inc., a contaminated soils recycling business, submitted a site plan. Past perfortnance in St. Paul and South St. Paul suggested that this operation was not conducive to any urban setting. Collaborauon with the city attorney, LIEP, the state attorney generai's office, and the MPCA halted that development. Next was an attempt to utilize the site for storage of heavy construction equipment without submitting a site plan. Again, LIEP intervened. In 1998, this site was a possible choice for the new East Metro Transit Facility. Due to strong opposition and the geology of the land, this site was not chosen. Rumored potential development itnciudes a mini storage facility, a waste management uansfer/dumping station, and a site to store heavy construction equipment and trucks. None of these options offer jobs to the neighborhood or a valuable use of land. Tri Area members have invested long hours attending public hearings, wridng letters, making phone calls, and circulating petitions to protect their neighborhood and the Trillium site. Currendy, vehiculaz access to the property is limited. The abandonment of the Canadian Pacific rail spur on the west would remove that obstacle and result in immediate development. Tilsner Carton Co. is contesting the abandonment and if maintained, is agreeable to allowing an access to the preserve azea. Additional Canadian Pacific land west of the spur may also be available. Natural spaces do have social and economic value. The educational and recreational opportunities affored, as well as increases in the value of surrounding properties, may offset any economic gain through development. This parcel of land is located south of Maryland Ave., west of 35 E and the Burlington Northern Santa Fe Railroad, east of Agate Street, and north of Cayuga. A development of this type wili enhance the surrounding neighborhood, preserve green space, and be an attractive access to the Munger Trail. There are currentiy five schoois within waiking distance of this site. A preserve of this type could be used as an educational tool and give inner city youth the opportunity to learn about the natural environment. The North End is a community in transition and we applaud the efforts of the Tri-Area Block Club in their attempt to stabilize and strengthen their neighborhood by being proactive. As neighbors to the Trillium Site we have attended meeting along side the Tri-Area Block Club and fully support the efforts that have been made by them to make the Trillium Site into a preserve. The two of us have been working together to make this happen. For the past four years the neighbors adjacent to this site have helped to stop what we feel wouldn't be good for this neighborhood. We wouid like to see the preserve happen. This would help to enhance the neighborhood appearance and also help to act as a barrier between us and 35E and also the railroad. Five years ago I retired and have become more involved with neighborhood activities. As a Ramsey CQUnty Master Gardener I have been involved with the estabiishment and maintenance of Wayzata Park, the boulevard planting by the North End Youth Center, and the planting and care of Lyton Park. In addition to this I have worked on many other projects that are not located in the North End area. None of the improvements would have been possible with out neighborhood involvement. The list of people that helped includes Boy Scout Troop 66, North End Teens, North End Area Revitalization, District 6, Ramsey Counry Master Gardeners, Ariington High School, American Legion Post 572, Ramsey County Juvenile Probation Office, and the service crew from Totem Town.
