Council approved the above standard lighting system (CF 96-141) fromUniversity to Minnehaha. ciq -i'sD Summary of Engineering Recommendations Report Prepared August 28, 1995 Public Hearing - PROJECT Improve and widen DALE STREET between University Avenue and Minnehaha Avenue (City Project No. 96-P-1046) by grading and paving, constructing curb and gutter, new catch basins, new driveways, new sidewalk, a bent straw styfe Iighting system, traffic signal improvements, storm and sanitary sewer and water service connections, and doing a(I other work necessary and incidental to said project. Also widen the east side of DALE STREET from St. Anthony Avenue to Central Avenue by constructing curb and gutter, new pavement, new sidewaik, and doing all other work necessary and incidental to said project. INITIATING ACTION This project was initiated by the Department of Public Works and approved by the Capital improvement Budget (CIB) process. EXISTING CONDITIONS Dale - University to Minnehaha Between Interstate 94 and Sherburne, and Van Buren and Como, Dale Street is a 4 lane divided roadway with left turn lanes and some on street parking. Beiween Sherburne and Van Buren, Dale Street is a 44' wide undivided street with one through lane in each direction,with parking on both sides in a 66' wide right of way. Dale @ St. Anthony tJorthbound Dale Street at St. Anthony Avenue is currently 21' wide for two lanes. As semi-trai{ers make a right hand turn oH of westbound St. Anthony Avenue (exit ramp irom I-94) onto northbound Dale Street, they commonly run up on the center median or cut across the boulevard area. PROPOSEDIMPROVEMENTS Dale - University to Minnehaha It is proposed to reconstruct and widen Dale Street between University and Minnehaha. The roadway wiil be widened �asterly onto the right of way purchased for the widening. The proposed roadway wiN include four 11' wide thru lanes, and left turn lanes at selected 4ocations. 7he remain+ng design elements of the roadway wiil be determined by a design committee which has been working with Public Works on the design of the project. The proposed widths will meet MSA Standards. The right of qa -8�° way acquisition and the funding for the right way has been approved by tfie City Council. Bent straw style street lighting will be instal4ed as part of the project. The City lighting poiicy siates tfiat bent straw iighting is the standard for streets which are more than 50' wide. The existing traffic signals at the University, Thomas and Minnehaha intersections will be improved. Dale @ St. Anthony it is proposed to widen northbound Dale Street between St. Anthony and Centra{ to 35' to provided for truck turning movemenis. This wiii require acquisition of right of way on the easterly side Dafe Street. Yhe right of way acquisition and the funding for the right way has been approved by the City Councii. RiGHT OF WAY The City Council has approved a Finai Order for the permanent right of way needed for the work on both sections of Dale Street project. A Final Order for slope and construction easements will be processed after the finai design of the roadway is compieted. POSITIVE BENEFITS Dale -University to Minnehaha A widened raadway w+th 4 lanes and left turn lanes will improve capacity and reduce accidents. The new bituminous surfacing and concrete curb and gutter will improve drainage and the riding surface. Maintenance costs wiil be reduced and the appearance of the street wiil be greatiy improved. The new bent straw street lighting will improve the appearance and safety of the neighborhood. Dale @ St. Arithony This widening would provide for safer right turn movements, and be a safer environment for southbound cars stopped at the intersection. ADVERSE EFFECTS Dafe Street wilf be reduced 10 one lane of through traffic in each direction during construction but local and emergency vehicle access wiil be maintained at all times. Dust and noise in the area wiil be higher than normal. Council approved the above standard lighting system (CF 96-141) fromUniversity to Minnehaha. ciq -i'sD Summary of Engineering Recommendations Report Prepared August 28, 1995 Public Hearing - PROJECT Improve and widen DALE STREET between University Avenue and Minnehaha Avenue (City Project No. 96-P-1046) by grading and paving, constructing curb and gutter, new catch basins, new driveways, new sidewalk, a bent straw styfe Iighting system, traffic signal improvements, storm and sanitary sewer and water service connections, and doing a(I other work necessary and incidental to said project. Also widen the east side of DALE STREET from St. Anthony Avenue to Central Avenue by constructing curb and gutter, new pavement, new sidewaik, and doing all other work necessary and incidental to said project. INITIATING ACTION This project was initiated by the Department of Public Works and approved by the Capital improvement Budget (CIB) process. EXISTING CONDITIONS Dale - University to Minnehaha Between Interstate 94 and Sherburne, and Van Buren and Como, Dale Street is a 4 lane divided roadway with left turn lanes and some on street parking. Beiween Sherburne and Van Buren, Dale Street is a 44' wide undivided street with one through lane in each direction,with parking on both sides in a 66' wide right of way. Dale @ St. Anthony tJorthbound Dale Street at St. Anthony Avenue is currently 21' wide for two lanes. As semi-trai{ers make a right hand turn oH of westbound St. Anthony Avenue (exit ramp irom I-94) onto northbound Dale Street, they commonly run up on the center median or cut across the boulevard area. PROPOSEDIMPROVEMENTS Dale - University to Minnehaha It is proposed to reconstruct and widen Dale Street between University and Minnehaha. The roadway wiil be widened �asterly onto the right of way purchased for the widening. The proposed roadway wiN include four 11' wide thru lanes, and left turn lanes at selected 4ocations. 7he remain+ng design elements of the roadway wiil be determined by a design committee which has been working with Public Works on the design of the project. The proposed widths will meet MSA Standards. The right of qa -8�° way acquisition and the funding for the right way has been approved by tfie City Council. Bent straw style street lighting will be instal4ed as part of the project. The City lighting poiicy siates tfiat bent straw iighting is the standard for streets which are more than 50' wide. The existing traffic signals at the University, Thomas and Minnehaha intersections will be improved. Dale @ St. Anthony it is proposed to widen northbound Dale Street between St. Anthony and Centra{ to 35' to provided for truck turning movemenis. This wiii require acquisition of right of way on the easterly side Dafe Street. Yhe right of way acquisition and the funding for the right way has been approved by the City Councii. RiGHT OF WAY The City Council has approved a Finai Order for the permanent right of way needed for the work on both sections of Dale Street project. A Final Order for slope and construction easements will be processed after the finai design of the roadway is compieted. POSITIVE BENEFITS Dale -University to Minnehaha A widened raadway w+th 4 lanes and left turn lanes will improve capacity and reduce accidents. The new bituminous surfacing and concrete curb and gutter will improve drainage and the riding surface. Maintenance costs wiil be reduced and the appearance of the street wiil be greatiy improved. The new bent straw street lighting will improve the appearance and safety of the neighborhood. Dale @ St. Arithony This widening would provide for safer right turn movements, and be a safer environment for southbound cars stopped at the intersection. ADVERSE EFFECTS Dafe Street wilf be reduced 10 one lane of through traffic in each direction during construction but local and emergency vehicle access wiil be maintained at all times. Dust and noise in the area wiil be higher than normal.
