considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

SUMMARY OF ENGINEERING RECOMNIENDATIONS

Project
Installation of an above standazd, twin lantern street lighting system on E. Seventh St. between
Mounds Boulevazd and Sinnen St. This system will replace the existing deteriorating standard
overhead lighting system.
Initiating Action
This project is part of a lighting and streetscaping project submitted by the community and
funded for 1997. The lighting portion has been sepazated from the streetscape portion; they will
be done in sepazate contracts.
Existing Conditions
Seventh Street in this area is a 52 foot wide State Highway in the project azea. The present
standazd lighting system for this width is an overhead, "bent straw", type fixture. There is
currently a deteriorating system of overhead lights in place that must be replaced soon. Aue to
rusting, several poles have been removed. The City's lighting policy is that any type of
ornamental lantern system built on such a wide street is to be considered "above standard" and
subject to assessments to finance all costs above the cost of a standard system.
Proposed Improvements
Installation of 45 twin lantern fixtures.
Positive Bene�ts
This will be an attractive street lighting system that will provide adequate light for a street of this
nature, while addressing both the City's need to replace the existing system and the community's
need to change the look of this heavily traveled street.
Adverse Effects
Assessments against abutting property owners are proposed for both construction costs and the
increased yeazly maintenance costs created by the use of a non-standard system.
Time Schedule
This project is proposed for construction in 1999.

The Council of the City of Saint Paul has conducted a public hearing
upan the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

SUMMARY OF ENGINEERING RECOMNIENDATIONS

Project
Installation of an above standazd, twin lantern street lighting system on E. Seventh St. between
Mounds Boulevazd and Sinnen St. This system will replace the existing deteriorating standard
overhead lighting system.
Initiating Action
This project is part of a lighting and streetscaping project submitted by the community and
funded for 1997. The lighting portion has been sepazated from the streetscape portion; they will
be done in sepazate contracts.
Existing Conditions
Seventh Street in this area is a 52 foot wide State Highway in the project azea. The present
standazd lighting system for this width is an overhead, "bent straw", type fixture. There is
currently a deteriorating system of overhead lights in place that must be replaced soon. Aue to
rusting, several poles have been removed. The City's lighting policy is that any type of
ornamental lantern system built on such a wide street is to be considered "above standard" and
subject to assessments to finance all costs above the cost of a standard system.
Proposed Improvements
Installation of 45 twin lantern fixtures.
Positive Bene�ts
This will be an attractive street lighting system that will provide adequate light for a street of this
nature, while addressing both the City's need to replace the existing system and the community's
need to change the look of this heavily traveled street.
Adverse Effects
Assessments against abutting property owners are proposed for both construction costs and the
increased yeazly maintenance costs created by the use of a non-standard system.
Time Schedule
This project is proposed for construction in 1999.

Construction $225,000.00
Engineering 41,000.00
Total: $266,000.00
