The problem "defeciive sidewalk" was created because ot tree roots, deleterious subgrade material, alternating freeRhaw cycles,
service life limits, chemical additives, extreme temperature variations, etc. These problems occur on a ciiywide Ievel and must be
addressed and corrected on an annuai basis. Left uncorrected, tFie sidewalk condition wouid worsen to a State where it would be
rendered unusable and subjeet to increased pedestrian injuries from fails and possible titigations.
The community will benefit from this project because it will provide safe defect free sidewalks for its many cidzens. The sidewalk
crontracis are executed by private contractors, so it follows that private sector jobs are created as a result of this activity.

Simply stated, property owners detest assessments, and despite the fact up to one-half the assessment is City subsidized, it stiil
remains controversial.
This option wouid allow the infrastructure of sidewalk siock to deteriorate, which In tum, will generate more personal injury suits,
ultimately resulting in the expenditure of larger doliar amounis in eventual repairs and/or repiacement, as well as daim payouts.
