PROJECT:
Construction of concrete curb and gutter, a new bituminous surfaced roadway,
concrete driveway aprons, boulevard sodding, tree planting, water and sewer service
connections and reconnections, sanitary sewer repairs and construct a lantern style lighting
system in the area called Seventh / Eleanor RSVP (Area 50). (see attached map.)
EXISTING CONDITIONS:
The local streets in the project area include newer paved, oiled and older paved streets.
Some of the oiled streets have sections of concrete curb. The oi{ed street surfaces are in
fair to poor condition. The oiled streets have NSP wood pole lighting.
PROPOSEDIMPROVEMENTS
Improve the following oiled and older paved local residential streets by the construction of
concrete curb and gutter, new bituminous surfaced roadway, concrete driveway aprons and
boulevard sodding and a lantern style street lighting system.

BAYARD AVENUE - Pleasant Avenue to Victoria Street (32')
ELEANOR AVENUE - Pleasant Avenue to West Seventh Street (32')

ALTERNATES:
To do nothing would be inconsistent with the City's commitment to improve existing oiled and
older paved residential streets.
POSITIVE BENEFITS:
GeneraV improvement of the public right-of-way wil{ enhance and add quality to the
neighborhood. Street oiling would be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.
ADVERSE EFFECTS:
Normal problems associated with construction such as noise, dust and general disruption
will be present.
EFFECTS ON TREES:
The alignment of the curbs will be selected to minimize the ioss of trees. New trees will be
planted as part of the boulevard restoration
TIME SCHEDULE:
The project wiil begin in the spring of 2000 and will be completed by late fall of 2000.
There wilf be restrictions on the amount of time work is done on individual segments of streets.

PROJECT:
Construction of concrete curb and gutter, a new bituminous surfaced roadway,
concrete driveway aprons, boulevard sodding, tree planting, water and sewer service
connections and reconnections, sanitary sewer repairs and construct a lantern style lighting
system in the area called Seventh / Eleanor RSVP (Area 50). (see attached map.)
EXISTING CONDITIONS:
The local streets in the project area include newer paved, oiled and older paved streets.
Some of the oiled streets have sections of concrete curb. The oi{ed street surfaces are in
fair to poor condition. The oiled streets have NSP wood pole lighting.
PROPOSEDIMPROVEMENTS
Improve the following oiled and older paved local residential streets by the construction of
concrete curb and gutter, new bituminous surfaced roadway, concrete driveway aprons and
boulevard sodding and a lantern style street lighting system.

BAYARD AVENUE - Pleasant Avenue to Victoria Street (32')
ELEANOR AVENUE - Pleasant Avenue to West Seventh Street (32')
MILTON STREET - Bayard Avenue to Watson Avenue (32')
PLEASANT AVENUE - Bayard Avenue to Armstrong Avenue (30-32')
SCHEFFER AVENUE - Chatsworth Street to West Seventh Street (32')
TUSCARORA AVENUE - Chatsworth Street to Victoria Street (32')
ALTERNATES:
To do nothing would be inconsistent with the City's commitment to improve existing oiled and
older paved residential streets.
POSITIVE BENEFITS:
GeneraV improvement of the public right-of-way wil{ enhance and add quality to the
neighborhood. Street oiling would be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.
ADVERSE EFFECTS:
Normal problems associated with construction such as noise, dust and general disruption
will be present.
EFFECTS ON TREES:
The alignment of the curbs will be selected to minimize the ioss of trees. New trees will be
planted as part of the boulevard restoration
TIME SCHEDULE:
The project wiil begin in the spring of 2000 and will be completed by late fall of 2000.
There wilf be restrictions on the amount of time work is done on individual segments of streets.

The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:

That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is $1,003,464 financed by 2000 Capital
Improvement Bonds $743,015 and Assessments $260,449.
That a public hearing be had on said improvement on the lOth dav of November,
1999.aC 5:30 o'clock P.M., in the Council Chambers of the City Hall and Court
House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.
