We very much appreciated the time you took to spend with us that evening. As you're aware, many of the sepric systems on Marillac Lane have been condemned. It is clear that replacement septic systems will not be approved repeatedly, and with good reason. Many of the properties do not haue sufficient space to site replacement systems, but beyond this, such systems could only be temporary. For the long term, the only solution that makes any sense is city sanitary sewer. In addition, it would be foolish to dig up the street to put the sanitary sewer line in without n'nnina city water lines at the same time. There will be major costs associated with excavating for the sewer lines that can serve the double pwlwse of running both sewer and water at the same 6me. Please note that we are strongly in favor of installing both sewer and water and we will almost certainly connect to both systems just as soon as they are available to us. Qne of the neighborhood residents suggested that we should install curbs and gutters at the same time. We are strongly opposed to this proposal. These are not needed, though it is clear that something must be done to prevent water runoff from eroding the properiy of one of the residents. However, Mr. Joe Mueller indicated that this was a relarively simple engineering problem and could be resolved as a part of the project. The rustic setting of the area would be seriously affected by upgrading the street to include cwbs and gutters with associated storm sewers and the eapense associated with this upgrade would be a waste of time and money. Also, construct a sanitary sewer in an easement from 700 feet west of McKnight Road to Point Douglas Road. Remove existing oiled street surface and replace the street surface wlth 4 inches of Class V and a 2-inch bituminous material. The street width will remain the same. Alternative To do nothing would require the property owners to repair or replace their existing septic systems. Positive Benefits Public sewer and city water will be available to properties currently served by individual systems. Adverse Effects Normal problems associated with construction such as noise, dust and general disruption, will be present. That a public hearing be had on said improvement on the 22nd day of Julv, 1998, at 5:30 o'clock p.m., in the Council Chambers of the City Ha11 and Court House Building in the City of Saint Paul. 3. We very much appreciated the time you took to spend with us that evening. As you're aware, many of the sepric systems on Marillac Lane have been condemned. It is clear that replacement septic systems will not be approved repeatedly, and with good reason. Many of the properties do not haue sufficient space to site replacement systems, but beyond this, such systems could only be temporary. For the long term, the only solution that makes any sense is city sanitary sewer. In addition, it would be foolish to dig up the street to put the sanitary sewer line in without n'nnina city water lines at the same time. There will be major costs associated with excavating for the sewer lines that can serve the double pwlwse of running both sewer and water at the same 6me. Please note that we are strongly in favor of installing both sewer and water and we will almost certainly connect to both systems just as soon as they are available to us. Qne of the neighborhood residents suggested that we should install curbs and gutters at the same time. We are strongly opposed to this proposal. These are not needed, though it is clear that something must be done to prevent water runoff from eroding the properiy of one of the residents. However, Mr. Joe Mueller indicated that this was a relarively simple engineering problem and could be resolved as a part of the project. The rustic setting of the area would be seriously affected by upgrading the street to include cwbs and gutters with associated storm sewers and the eapense associated with this upgrade would be a waste of time and money.
