RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

west of McKnight Road. Also, construct a sanitary sewer in an easement from 700 feet west of McKnight
Road to Point Douglas Road. Remove existing oiled street surface and replace the street surface wlth 4 inches
of Class V and a 2-inch bituminous material. The street width will remain the same.
Alternative
To do nothing would require the property owners to repair or replace their existing septic systems.
Positive Benefits
Public sewer and city water will be available to properties currently served by individual systems.
Adverse Effects
Normal problems associated with construction such as noise, dust and general disruption, will be present.

resolves:
1. That the said report and the same is hereby approve with no
alternatives, and that the estimated cost thereo£ is $304,000.00, financed by
assessments and City Aid.
2. That a public hearing be had on said improvement on the 22nd day of
Julv, 1998, at 5:30 o'clock p.m., in the Council Chambers of the City Ha11
and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the
manner provided by the Charter, stating the time and place of hearing, the
nature of the improvement and the total cost thereof as estimated.

First, we thank you for coming to the informational meeting held at the Conway Recreation Center on
June 2 regarding the proposal to bring city sanitary sewer and water to the residents of Mariliac Lane. We
very much appreciated the time you took to spend with us that evening.
As you're aware, many of the sepric systems on Marillac Lane have been condemned. It is clear that
replacement septic systems will not be approved repeatedly, and with good reason. Many of the
properties do not haue sufficient space to site replacement systems, but beyond this, such systems could
only be temporary. For the long term, the only solution that makes any sense is city sanitary sewer.
In addition, it would be foolish to dig up the street to put the sanitary sewer line in without n'nnina city
water lines at the same time. There will be major costs associated with excavating for the sewer lines that
can serve the double pwlwse of running both sewer and water at the same 6me.
Please note that we are strongly in favor of installing both sewer and water and we will almost certainly
connect to both systems just as soon as they are available to us.
Qne of the neighborhood residents suggested that we should install curbs and gutters at the same time.
We are strongly opposed to this proposal. These are not needed, though it is clear that something must be
done to prevent water runoff from eroding the properiy of one of the residents. However, Mr. Joe Mueller
indicated that this was a relarively simple engineering problem and could be resolved as a part of the
project. The rustic setting of the area would be seriously affected by upgrading the street to include cwbs
and gutters with associated storm sewers and the eapense associated with this upgrade would be a waste
of time and money.
We have received the norice of the July 22 hearing and plan to attend.

E�sting Conditions
The project area is presently served by individual wells and septic tauks. Problems with septic tanks have
been reported.
Proposed Improvements
Construct a sanitary sewer, water and sezvice connections in Marillac Lane from McKnight Road to 700 feet
west of McKnight Road. Also, construct a sanitary sewer in an easement from 700 feet west of McKnight
Road to Point Douglas Road. Remove existing oiled street surface and replace the street surface wlth 4 inches
of Class V and a 2-inch bituminous material. The street width will remain the same.
Alternative
To do nothing would require the property owners to repair or replace their existing septic systems.
Positive Benefits
Public sewer and city water will be available to properties currently served by individual systems.
Adverse Effects
Normal problems associated with construction such as noise, dust and general disruption, will be present.

In the matter of constructing sanitary sewer, water main and service
connections in Marillac Lane from McKnight Road to approximately 700 feet
west of McKnight Road. Also, remove existing oiled street surface. Replace
the surface with four (4)inches of Class V and two (2) inches of bituminous
material. The current street width will remain the same.
The Council of the City of Saint Paul having received the report of the
Mayor upon the above improvement, and having considered said report, hereby
resolves:
1. That the said report and the same is hereby approve with no
alternatives, and that the estimated cost thereo£ is $304,000.00, financed by
assessments and City Aid.
2. That a public hearing be had on said improvement on the 22nd day of
Julv, 1998, at 5:30 o'clock p.m., in the Council Chambers of the City Ha11
and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the
manner provided by the Charter, stating the time and place of hearing, the
nature of the improvement and the total cost thereof as estimated.

First, we thank you for coming to the informational meeting held at the Conway Recreation Center on
June 2 regarding the proposal to bring city sanitary sewer and water to the residents of Mariliac Lane. We
very much appreciated the time you took to spend with us that evening.
As you're aware, many of the sepric systems on Marillac Lane have been condemned. It is clear that
replacement septic systems will not be approved repeatedly, and with good reason. Many of the
properties do not haue sufficient space to site replacement systems, but beyond this, such systems could
only be temporary. For the long term, the only solution that makes any sense is city sanitary sewer.
In addition, it would be foolish to dig up the street to put the sanitary sewer line in without n'nnina city
water lines at the same time. There will be major costs associated with excavating for the sewer lines that
can serve the double pwlwse of running both sewer and water at the same 6me.
Please note that we are strongly in favor of installing both sewer and water and we will almost certainly
connect to both systems just as soon as they are available to us.
Qne of the neighborhood residents suggested that we should install curbs and gutters at the same time.
We are strongly opposed to this proposal. These are not needed, though it is clear that something must be
done to prevent water runoff from eroding the properiy of one of the residents. However, Mr. Joe Mueller
indicated that this was a relarively simple engineering problem and could be resolved as a part of the
project. The rustic setting of the area would be seriously affected by upgrading the street to include cwbs
and gutters with associated storm sewers and the eapense associated with this upgrade would be a waste
of time and money.
We have received the norice of the July 22 hearing and plan to attend.
