RESOLVED FURTHER, That the Council hereby determines the estate required for this project to be fee simple,
absolute as described above; and the City officers and City Attorney are hereby authorized and directed to take all actions
necessary to acquire said real estate by purchase.

HOYT - MONTANA DRY POND ACQUISITION
Project: The purpose of this project is to purchase thirty two residential properties lying in
an azea subject to flooding during episodes of excessive rainfall and demolish the
improvements to provide a dry pond, which will absorb runoff from subsequent
rain storms.
History: The azea in question has a history of flooding and ensuing property damage during
episodes of excessive rainfall. On July 1, 1997, with the ground already neaz the
saturation point, the azea was subjected to a"hundred yeazs storm", which
inundated the properties and caused extensive damage to improvements. Two of
the houses were rendered inhabitable and have been condemned.
Action: Representatives of the community approached the City with a request for relief,
specifically asking that the City purchase those properties that were most
wlnerable to flooding. A task force, after considering available options,
recommended that the City purchase the properties of owners wishing to sell and
level them to create a dry pond, which would help to alleviate subsequent flooding
for adjacent areas.
Funding: A search for available funding has produced grant money sufflcient to fund the
project from the State of Minnesota Department of Natural Resources and Hazazd
Mitigation Grant Program and from the Federal Emergency Management Agency.

A public hearing having been held on the above project, upon due notice, and the Council having heard all persons,
objections and recommendations relative thereto, and having fully considered the same; therefore, be it
RESOLVED, That the Council of the City of Saint Paul hereby orders the said project to be undertaken.
RESOLVED FURTHER, That the Council hereby determines the estate required for this project to be fee simple,
absolute as described above; and the City officers and City Attorney are hereby authorized and directed to take all actions
necessary to acquire said real estate by purchase.

HOYT - MONTANA DRY POND ACQUISITION
Project: The purpose of this project is to purchase thirty two residential properties lying in
an azea subject to flooding during episodes of excessive rainfall and demolish the
improvements to provide a dry pond, which will absorb runoff from subsequent
rain storms.
History: The azea in question has a history of flooding and ensuing property damage during
episodes of excessive rainfall. On July 1, 1997, with the ground already neaz the
saturation point, the azea was subjected to a"hundred yeazs storm", which
inundated the properties and caused extensive damage to improvements. Two of
the houses were rendered inhabitable and have been condemned.
Action: Representatives of the community approached the City with a request for relief,
specifically asking that the City purchase those properties that were most
wlnerable to flooding. A task force, after considering available options,
recommended that the City purchase the properties of owners wishing to sell and
level them to create a dry pond, which would help to alleviate subsequent flooding
for adjacent areas.
Funding: A search for available funding has produced grant money sufflcient to fund the
project from the State of Minnesota Department of Natural Resources and Hazazd
Mitigation Grant Program and from the Federal Emergency Management Agency.
