Chestnut Street between Exchange Street and West Seventh Street will also be reconstructed. These streets will have {eft and right turn lanes where appropriate, and a section of center median on Eagle Parkway north of the railroad tracks. Any right of way required for this project as proposed is being acquired as part of a separate process. The reconstruction work will include a bituminous surfaced street with concrete curb and gutter, street lighting, a combined bike and pedestrian path on the east side, a standard width sidewaik on the west side following Chestnut Street, and boulevards landscaped with trees. INITIATING ACTION This project is initiated by the construction of the new Science Museum of Minnesota in the area east of Eagie Parkway and south of Exchange Street. These new streets wili be used as a major new gateway into Saint Paul for visitors to the Science Museum, and also for those to RiverCentre and on into downtown. EXfSTING CONDfTiONS Part of Eagle Parkway, running from Kellogg Boulevard to Exchange Street, was reconstructed a year early, in 1997, to coordinate with RiverCentre improvements. Currently, the part of what will be Eagle Parkway between Exchange Street and Chesinut Street runs through a parking lot that wilf be removed. (That removal, other than the new right of way area, wili be done under a different project.) Another existing section of Eagle Street, from Ryan to Shepard Road, was lost to the Science Museum site construction. The roadway alignments shown on the attached drawing were the result of discussions with the Science Museum and their architect, taking into account the projected traffic flows and volumes expected once the developments are complete. Existing roadways to be reconstructed have a bituminous pavement. This pavement and the existing concrete curbs are in poor condition. There is granite curb along a.Y "� °� some of the streets to be removed. Much of this granite will be sa4vaged and reinstalled on the west side of Chestnut Street, from Exchange to the railroad tracks. The excess granite curb will be salvaged and stockpiled by the City for future use, Parking is currently allowed only on Chestnut Street during off peak times. Any existing lighting on these streets, mounted on NSP wood poles, will be replaced with a new street lighting system. PROPOSED IMPROVEMENTS It is proposed to construct Eagle Parkway and Chestnut Street with a bituminous roadway with concrete curb and gutter. Parkway style curb and gutter, with a 12" wide top of curb, will be instalied on Eagie Parkway. Chestnut Street will have the standard style, with a 6" wide top of curb, installed. The west side of the branch of Chestnut that heads directly toward the river (from Exchange Street to the railroad tracks) wiil have the existing granite curb re+nstalled. A roadway storm drainage system wil{ also be built as part of the project. Parking will be allowed on the west side of the branch of Chestnut Street that continues straight toward the river, between Exchange Street and Ryan Avenue. Pedestrian handicap ramps meeting ADA standards will be constructed at ail intersections in the project area. Special crosswalk treatments are also being considered, to improve the visibility of crossing pedestrians, besides adding to the aesthetics of the area. Possibilities being discussed include colored and/or stamped concrete, concrete pavers, or a colored sealcoat aggregate in the bituminous mixture used in the crosswa{ks. The street Iighting system is being designed in conjunction with the overall area lighting plan in mind. Additional amenities, such as extra benches and trash receptacles, and additiona! trees, are being planned with design help and funding from the Parks and Recreation Division. Boulevards will be sodded. Public Works proposes to construct traffic signa�s at three locations. A signal will be constructed at the new intersection of Eagle Parkway and Chestnut Street. The existing signal at Exchange Street and Chestnut Street wiil be reconstructed. The intersection of Exchange Street and Eagle Parkway wil{ be the location of a new signal. These signals are necessary to keep vehicles in the area flowing smoothly, efficiently, and safely, and to make the area more pedestrian friendly. Ali of these signals will be linked via interconnect equipment, so they will become part of the integrated downtown signa! system. Street widths vary depending on the need for turn lanes and volumes ofi iraffic expected. General widths are listed below. Eagle Parkway -- Exchange to Chestnut: 36' Eagle Parkway -- Chestnut to Shepard Road: 56' / 48' + 6' median Chestnut Street -- Exchange to Eagie Parkway: 43' / 46' Chestnut Street -- Exchange to West Seventh: 40' (matching existing) Average Daily Traffic counts expected after the completion of the deve{opment in this 2 area are listed below. The general alignment of these proposed streets was included in the Development Agreement. In addition, it is a fact that the existing streets wou{d not serve the volume of traific that is expected with the new development going on in the area. POSITIVE BENEFiTS The new roadway system created by this project will be another new grand entrance into downtown Saint Paul. It will connect from the (soon to be) newly reconstructed Shepard Road to several new and redeveloped locations: the Science Museum and its parking ramp, and the RiverCentre and its parking ramp. lt will also allow people to reach West Seventh Street by continuing up Chestnut Street, or allow them to enter downtown by coming up through the Exchange Street tunnel on to Kellogg Boulevard. ADVERSE EFFECTS Normaf problems associated with construction, such as noise, dust, and generaf disruption will occur. The most directiy affected property owners will be those in Irvine Park. They will have little access to the neighborhood via Chestnut Street during the work. There are a couple of parking lots for residentiaf buildings facing Irvine Park that enter off of Chestnut. The access to those will be limited at various times during the construction. Temporary connections will be required to provide access to the Science Museum and RiverCentre park+ng ramps at all times. Temporary access wifl aiso be required, aithough done as part of the Shepard Road project, to District Energy and the lower entrance to the Ramsey County Government Center West building. And access will need to be maintained through either this project or the Shepard Road project to the Science Museum construction site, TIME SCHEDl1LE The project may begin in late summer of 1998, with construction of the section of Eagle Parkway between Exchange Street and existing Ryan Avenue. This block may be delayed so that the entire project wou{d be constructed in 1999. If this is the case, access to the Science Museum construction site and parking ramp (scheduled to open 8-98) will be provided with a temporary road between Exchange and Ryan east of the planned location for Eagle Parkway. Chestnut Street between Exchange Street and West Seventh Street will also be reconstructed. These streets will have {eft and right turn lanes where appropriate, and a section of center median on Eagle Parkway north of the railroad tracks. Any right of way required for this project as proposed is being acquired as part of a separate process. The reconstruction work will include a bituminous surfaced street with concrete curb and gutter, street lighting, a combined bike and pedestrian path on the east side, a standard width sidewaik on the west side following Chestnut Street, and boulevards landscaped with trees. INITIATING ACTION This project is initiated by the construction of the new Science Museum of Minnesota in the area east of Eagie Parkway and south of Exchange Street. These new streets wili be used as a major new gateway into Saint Paul for visitors to the Science Museum, and also for those to RiverCentre and on into downtown. EXfSTING CONDfTiONS Part of Eagle Parkway, running from Kellogg Boulevard to Exchange Street, was reconstructed a year early, in 1997, to coordinate with RiverCentre improvements. Currently, the part of what will be Eagle Parkway between Exchange Street and Chesinut Street runs through a parking lot that wilf be removed. (That removal, other than the new right of way area, wili be done under a different project.) Another existing section of Eagle Street, from Ryan to Shepard Road, was lost to the Science Museum site construction. The roadway alignments shown on the attached drawing were the result of discussions with the Science Museum and their architect, taking into account the projected traffic flows and volumes expected once the developments are complete. Existing roadways to be reconstructed have a bituminous pavement. This pavement and the existing concrete curbs are in poor condition. There is granite curb along a.Y "� °� some of the streets to be removed. Much of this granite will be sa4vaged and reinstalled on the west side of Chestnut Street, from Exchange to the railroad tracks. The excess granite curb will be salvaged and stockpiled by the City for future use, Parking is currently allowed only on Chestnut Street during off peak times. Any existing lighting on these streets, mounted on NSP wood poles, will be replaced with a new street lighting system. PROPOSED IMPROVEMENTS It is proposed to construct Eagle Parkway and Chestnut Street with a bituminous roadway with concrete curb and gutter. Parkway style curb and gutter, with a 12" wide top of curb, will be instalied on Eagie Parkway. Chestnut Street will have the standard style, with a 6" wide top of curb, installed. The west side of the branch of Chestnut that heads directly toward the river (from Exchange Street to the railroad tracks) wiil have the existing granite curb re+nstalled. A roadway storm drainage system wil{ also be built as part of the project. Parking will be allowed on the west side of the branch of Chestnut Street that continues straight toward the river, between Exchange Street and Ryan Avenue. Pedestrian handicap ramps meeting ADA standards will be constructed at ail intersections in the project area. Special crosswalk treatments are also being considered, to improve the visibility of crossing pedestrians, besides adding to the aesthetics of the area. Possibilities being discussed include colored and/or stamped concrete, concrete pavers, or a colored sealcoat aggregate in the bituminous mixture used in the crosswa{ks. The street Iighting system is being designed in conjunction with the overall area lighting plan in mind. Additional amenities, such as extra benches and trash receptacles, and additiona! trees, are being planned with design help and funding from the Parks and Recreation Division. Boulevards will be sodded. Public Works proposes to construct traffic signa�s at three locations. A signal will be constructed at the new intersection of Eagle Parkway and Chestnut Street. The existing signal at Exchange Street and Chestnut Street wiil be reconstructed. The intersection of Exchange Street and Eagle Parkway wil{ be the location of a new signal. These signals are necessary to keep vehicles in the area flowing smoothly, efficiently, and safely, and to make the area more pedestrian friendly. Ali of these signals will be linked via interconnect equipment, so they will become part of the integrated downtown signa! system. Street widths vary depending on the need for turn lanes and volumes ofi iraffic expected. General widths are listed below. Eagle Parkway -- Exchange to Chestnut: 36' Eagle Parkway -- Chestnut to Shepard Road: 56' / 48' + 6' median Chestnut Street -- Exchange to Eagie Parkway: 43' / 46' Chestnut Street -- Exchange to West Seventh: 40' (matching existing) Average Daily Traffic counts expected after the completion of the deve{opment in this 2 area are listed below. (Traffic counts projected to year2015) � _ � O f Eagle Parkway -- Exchange to Chestnut: 8,900 Eagle Parkway -- Chestnut to Shepard Road: 10,600 Chestnut Street -- Exchange to Eagle Parkway: estimated at approximately 7,000 Chestnut Street -- Exchange to West Seventh: 7,100 ALTERNATIVES Do Nothing Alternative: As part of the Development Agreement that the City has entered into with the Science Museum, the Do Nothing Alternative is not an option. The general alignment of these proposed streets was included in the Development Agreement. In addition, it is a fact that the existing streets wou{d not serve the volume of traific that is expected with the new development going on in the area. POSITIVE BENEFiTS The new roadway system created by this project will be another new grand entrance into downtown Saint Paul. It will connect from the (soon to be) newly reconstructed Shepard Road to several new and redeveloped locations: the Science Museum and its parking ramp, and the RiverCentre and its parking ramp. lt will also allow people to reach West Seventh Street by continuing up Chestnut Street, or allow them to enter downtown by coming up through the Exchange Street tunnel on to Kellogg Boulevard. ADVERSE EFFECTS Normaf problems associated with construction, such as noise, dust, and generaf disruption will occur. The most directiy affected property owners will be those in Irvine Park. They will have little access to the neighborhood via Chestnut Street during the work. There are a couple of parking lots for residentiaf buildings facing Irvine Park that enter off of Chestnut. The access to those will be limited at various times during the construction. Temporary connections will be required to provide access to the Science Museum and RiverCentre park+ng ramps at all times. Temporary access wifl aiso be required, aithough done as part of the Shepard Road project, to District Energy and the lower entrance to the Ramsey County Government Center West building. And access will need to be maintained through either this project or the Shepard Road project to the Science Museum construction site, TIME SCHEDl1LE The project may begin in late summer of 1998, with construction of the section of Eagle Parkway between Exchange Street and existing Ryan Avenue. This block may be delayed so that the entire project wou{d be constructed in 1999. If this is the case, access to the Science Museum construction site and parking ramp (scheduled to open 8-98) will be provided with a temporary road between Exchange and Ryan east of the planned location for Eagle Parkway.
