recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the

addressed and corracted on an ann�al basis. Left uncorrected, the sidewalk condition would worsen to a state where it woufd be
rendered unusable and subject to increased pedestrian injuries from falls and possible litigations.

The commun@y wil{ benefit from this project because it wi{4 provide safe detect tree sidewalks for its many citizens. The sidewalk
crontracts are axecuted 6y Qrivate contractors, so R follows that private sector jobs are created as a resuft of this activity.
DISADVANTAGES IF APPAOVED:
Historically, the sidewalk reconstructions have created negative feedback in the area of construction procedure and assessment.
Simpiy stated, property owners detest assessments, and despite the fact up to one-half the assessment is City subsidized, it stili
remains comroversial.

The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
�rescribed by the City Charter; and
WHSREAS, The Council has heard all persons, objections and
� recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter_

The problem "detective sidewalk" was created because of tree roots, deleterious subgrade material, altemating freerthaw cycies,
service I'rfe limits, chemical addftives, eMreme temperature variations, etc. These problems occur on a crtywide level and must be
addressed and correctad on an annual basis. Left uncorrected, the sidewalk cond'Rion would worsen to a state whera it would be
rendered unusable and subjed to increased pedesVian injuries from falls and possible I'rtigations.
The community witt benefit from this project because it wiii provide safe detect hes sidewatks ior its many cBizens. The sidewatk
contracts are executed by private contractors, so it to(fows that private sector jobs are created as a resuft of this adivity.
Historically, the sidewalk reconstructions have created negative feedback in the area of construction procedure and assessment.
Simply stated, property owners detest assessments, and despite the fact up to one-half the assessment is City subsidized, it still
remains controversial.
This option would allow the infrastructure ot sidewalk stock to deferiorate, whkh in turn, wil! generale more personal injury sufts,
