The problem "defective sidewalk" was created because of tree roots, deleterious subgrade material, aflernating freefthaw cycles,
service lifa limits, chemical additives, eMreme tempecature variations, etc. These problems occur on a citywide levef and must be
addressed and crorrected on an annual basis. Left uncorrecled, the sidewalk condition woufd worsen to a state where it woutd be
rendered unusable and subjed to increased pedestrian injuries from fails and possible litigations.
The community wi{I benefit Srom this project because it wilf provide saTe detect free sidewaiks for its many citizens. The sidewalk
wntracts are executed by private contractors, so fl follows that private sector jobs are created as a result ofi this activity.
HisWrically, the sidewalk reconstructions have created negative feedback in the area of construction procedure and assessment.
Simply stated, property owners detesi assessments, and despite the fact up to one-half the assessment is City subsidized, it still
remains controversial.
ADVANTAGES IF NOT APPflOVE:
This option would allow the infrastructure of sidewalk stxk to deteriorate, which in turn, will generate more persoaal injury suits,
uRimately resulting in the expenditure of larger dollar amounts in eventual repairs andlor replacement, as well as claim payouts.
