The Council of the City of Saint Paul has conducted a pub 'c hearing upon the
above improvement, due notice thereof having been given as prescribed by the City
Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations
pertaining to said proposed improvement and has fully considered the same; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City
officers shall calculate all expenses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

addressed and corrected on an annual basis. Left uncorrected, the sidewalk condition wouid worsen to a state where ii would be
rendered unusable and subjed to increased pedastrian in}uries Trom falls and possible litigations.
ADVANTAGESIFAPPROVEO:
Tha communfty wi{I benefit from this project because It wil! provide safe detect free sidewalks for its many citizens. The sidewalk
contracts are executed by private contractors, so it follows that private sector jobs are crested as a resuit of this activity.
OISADVANTAGES IF APPftOVFA:
Hisiorically, tMe sidewalk reconstructions have created negative feedback in the area of construction procedure and assessment.
Simply stated, property owners detest assessments, and despBe ihe fact up to one-half ihe assessment is City subsidized, it still

walk. All other widths will be prorated accordingly. New construction
(where no walk existed) - 1000 of the actual cost estimated to be
approximately 53.42 per square foot.
All corner residential properties wi11 receive a credit up to the first 15�
feet of new or reconstructed sidewalk along and abutting the "long side" of
the praperty.

For new and reconstructed sidewalk; 1000 of actual cost estimated to be
approximately $4.62 per square foot.
The Council of the City of Saint Paul having received the report of the Mayor upon
the above improvement, and having considered said report, hereby resolves:

That the said seport and the same is hereby approved with no alternatives,
and that the estimated cost thereof is *SEE ABOVE £or estimated construction
rates, financed by assessments and 1998 Public Improvement Aid.
That a public hearing be had on said improvement on the 24th day o �n . 199R
at 5:30 o'clock P.M., in the Council Chambers of the City Hall and Court House
Buildinq in the City of Saint Pau1.
That notice of said public hearinq be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.
