RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City

The problem "defective sidewalk" was created because ot tree roots, deleterious subgrade materiai, afternating free/tfiaw cycles,
service I'rfe iimits, chemical additives, e�ctreme temperature variations, etc. These problems occur on a ciiyvuide level and must be
addressed and corrected on an annuaf basis. Left uncorrecied, the sidewalk condflion would worsen to a state where it would be
rendered unusabie and subject io increased pedestrian injuries from falls and possible fitigations.
ADVANTAGES
The community will benetft from th+s project because it will provide safe detect free sidewalks for its many citizens. The sidewalk
contracts are ezecuted by private contractors, so it follows that private sector jobs are created as a result of this activity.
Historically, the sidewalk reconstructions have created negative feedback in the area ot construction procedure and assessment.
Simply stated, property owners detest assessme�ts, and despite the fact up to one-haif the assessment is City subsidized, it still
remains controversial.
�ISADVANTAGES IF NOT APPROVED:
This optiort wouid alfow the infrastructure of sidewalk stock to deteriorate, which in tum,yvili generat�more_personal+nj�ry suits,

RESIDENTIAL RATES (One, two or three family structures)
Reconstruction (replacement of old sidewalk) - 57.65 per £ront foot for a
five (5) foot wide walk and 59.18 per front foot £or a six (6) foot wide
walk. All other widths will be prorated accordingly. New eonstruetion
{where no walk existed} - 1000 of the actual cost estimated to be
approximately $3.42 per square foot.

A11 corner residential properties will receive a credit up to the £irst 150
£eet of new or reconstructed sidewalk along and abutting the "long side" of
the property.
MIILTI-RESIDENTIAL(MOre than three Pamily structures), NON-RESIDENTIAL RATES
For new and reconstructed sidewalk; 100% of actual cost estimated to be
approximately �4.62 per square foot.
The Council of the City of Saint Pau1 having received the report of the Mayor upon
the above improvement, and having considered said report, hereby resolves:

That the said report and the same is hereby approved with no alternatives,
and that the estimated cost thereof is *SEE ABOVE for estimated construction
rates, financed by assessments and 1998 Public Improvement Aid.
That a public hearinq be had on said improvement on the 24th dav of June. 1998
_at 5:30 o'clock P.M., in the Council Chambers of the City Hall and Court Aouse
Building in the City of Saint Paul_
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.
