Dear Council Members:
We are writing to express ow opposition to the alley improvement project proposed for Block 3,
Lake Park Addition. The file number for the project is 18873-5. The estimated project cost is
$23,160.00, with an average assessment of $770.25.
We oppose the project for several reasons:
The first reason is cost. We have a double wide lot resulting in a proposed assessment of
$1,540.50. This is more than our property taYes for the year.
The second reason is the cause of the damage. We believe that the central cause of the
deterioration of the west end of the alley is the use of the alley by large trucks servicing the
Shalom Home. The Shalom Home property does not border the alley so it is not being assessed
for the project. We think this would be unfair to the property owners being assessed for the
project.
The third reason is that we think the project is overkill. Simple maintenance of the alley would
suffice. Two-thirds of the a11ey is in good shape. The majority of the houses on the east end of
the a11ey oppose the project.
We hope that you reject the proposal for this year.

The Council of the City of Saint Paul having received the report of the Mayor upon the above improvement, and having
considered said report, hereby resolves:

That the said report and the same is hereby approved with no altematives, and that the estimated cost thereof is
$23,160.00 financed 100% by Assessments.
That a public heazing be had on said improvementon the 27th day of Mav. 1998. at 5:30 o'clock �m in the Council
Chambers of the City Hall and Court House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating the time
and place of heazing, the nature of the improvement and the total cost thereof as estimated.

Dear Council Members:
We are writing to express ow opposition to the alley improvement project proposed for Block 3,
Lake Park Addition. The file number for the project is 18873-5. The estimated project cost is
$23,160.00, with an average assessment of $770.25.
We oppose the project for several reasons:
The first reason is cost. We have a double wide lot resulting in a proposed assessment of
$1,540.50. This is more than our property taYes for the year.
The second reason is the cause of the damage. We believe that the central cause of the
deterioration of the west end of the alley is the use of the alley by large trucks servicing the
Shalom Home. The Shalom Home property does not border the alley so it is not being assessed
for the project. We think this would be unfair to the property owners being assessed for the
project.
The third reason is that we think the project is overkill. Simple maintenance of the alley would
suffice. Two-thirds of the a11ey is in good shape. The majority of the houses on the east end of
the a11ey oppose the project.
We hope that you reject the proposal for this year.
