PROJECT
Improve the six-legged infersection at West 7th Street, Munster Avenue and Wheeler
Street (City Project 97-P-1161) by constructing a cul-de-sac on Wheeler Street to
the south of West 7th Street, and by closing off access to and from the north side of
West 7ih Street at Wheeler Street and Munster Avenue, by consiruciing concrete curb
and gutter, concrete sidewalk, bituminous pavement, storm water drainage facilities,
reconstruction of block retaining walf, sod and doing all other work necessary and
+ncidental to complete said project.
Also, obtain the right-of-way necessary for this project, as described in the
attachment.
INITIATING ACTION
This project was proposed by the Transportation Committee of District Councif 15.
A key factor in this projects proposal was a fatal accident that occurred at this focation
on August 3, 1996 and the past accident history at this intersection.
EXISTING CONDITIONS
Currentiy Munster Avenue and Wheeler Street ailow traffic to access and egress
West 7th Street. At this focation, 1Nest 7th Street ends and State Highway 5 begins.
Regulatory speeds change at this location from 55 mph on Highway 5 to 35 mph
within City limits on West 7th Street. Sight distance for vehicles attempting to cross
or merge onto West 7th Street from Munster Street or Wheeler Avenue is very poor.
Vehicle speeds at this location are high.
TRAFFIC COUNTS
Currentiy, West 7th Street carries 26,050 vehic{e per day.
POSITIVE lMPROVEMENTS
Area residents and the traveling pubiic wili have +ncreased driving safety. From the
time period of 6-29-1989 to 1-23-1997, there have been 49 recorded accidenis at
this location, with 20 injuries and 1 fatality. Of the 49 accidents, 22 of these have been
right angle accidents. With the new design, these right angle accidents wouid be
eliminated.

An informational meeting was held on January 30, 1997 with area residents and
businesses notified. All of the area residents in attendance (approximately 30) were
very much in favor of the project. Several area business owners attended. The main
concem was in regard to vehicles exiting the barber shop on the north side of W. 7th
St. just west of Wordsworth Ave. The business owners feeling was that now vehicles
would have to take a left out of his fot, and that this movement was not safe. City
Engineers and MNDOT staff both investigated this concem. It was agreed by the City
and MNDOT that adequate sight distance, reduced vehicle speeds and a center turn
lane on W. 7th provided for reasonabie driver safety at this location.
Residents living on Munster Avenue and on Wheeler Street to the north and south of
West 7th Street will have less cut through traffic, lower vehicle speed on residential
roads, less vehicle noise and safer streets for pedestrians.
ADVERSE EFFECTS
Minor construction disruptions due to the limited scope of the construction project.
Existing traffic flow patterns for area circulation may be altered siightly.

The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is $145,269.10 financed by 1997 Municipal
Agreement (MNDOT) $70,000 and 1997 Signal Enhancement Channelization
$75,269.10.

That a public hearing be had on said improvement on the lst day of April,
1998,at 5:30 o'clock P.M., in the Council Chambers o£ the City Hall and Court
House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

concrete curb and gutter, concrete walk, bituminous pavement, storm water drainage,

The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is $145,269.10 financed by 1997 Municipal
Agreement (MNDOT) $70,000 and 1997 Signal Enhancement Channelization
$75,269.10.

That a public hearing be had on said improvement on the lst day of April,
1998,at 5:30 o'clock P.M., in the Council Chambers o£ the City Hall and Court
House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

Summary of Engineering Recommendations
Report Prepared - February 18, 1997
PROJECT
Improve the six-legged infersection at West 7th Street, Munster Avenue and Wheeler
Street (City Project 97-P-1161) by constructing a cul-de-sac on Wheeler Street to
the south of West 7th Street, and by closing off access to and from the north side of
West 7ih Street at Wheeler Street and Munster Avenue, by consiruciing concrete curb
and gutter, concrete sidewalk, bituminous pavement, storm water drainage facilities,
reconstruction of block retaining walf, sod and doing all other work necessary and
+ncidental to complete said project.
Also, obtain the right-of-way necessary for this project, as described in the
attachment.
INITIATING ACTION
This project was proposed by the Transportation Committee of District Councif 15.
A key factor in this projects proposal was a fatal accident that occurred at this focation
on August 3, 1996 and the past accident history at this intersection.
EXISTING CONDITIONS
Currentiy Munster Avenue and Wheeler Street ailow traffic to access and egress
West 7th Street. At this focation, 1Nest 7th Street ends and State Highway 5 begins.
Regulatory speeds change at this location from 55 mph on Highway 5 to 35 mph
within City limits on West 7th Street. Sight distance for vehicles attempting to cross
or merge onto West 7th Street from Munster Street or Wheeler Avenue is very poor.
Vehicle speeds at this location are high.
TRAFFIC COUNTS
Currentiy, West 7th Street carries 26,050 vehic{e per day.
POSITIVE lMPROVEMENTS
Area residents and the traveling pubiic wili have +ncreased driving safety. From the
time period of 6-29-1989 to 1-23-1997, there have been 49 recorded accidenis at
this location, with 20 injuries and 1 fatality. Of the 49 accidents, 22 of these have been
right angle accidents. With the new design, these right angle accidents wouid be
eliminated.

An informational meeting was held on January 30, 1997 with area residents and
businesses notified. All of the area residents in attendance (approximately 30) were
very much in favor of the project. Several area business owners attended. The main
concem was in regard to vehicles exiting the barber shop on the north side of W. 7th
St. just west of Wordsworth Ave. The business owners feeling was that now vehicles
would have to take a left out of his fot, and that this movement was not safe. City
Engineers and MNDOT staff both investigated this concem. It was agreed by the City
and MNDOT that adequate sight distance, reduced vehicle speeds and a center turn
lane on W. 7th provided for reasonabie driver safety at this location.
Residents living on Munster Avenue and on Wheeler Street to the north and south of
West 7th Street will have less cut through traffic, lower vehicle speed on residential
roads, less vehicle noise and safer streets for pedestrians.
ADVERSE EFFECTS
Minor construction disruptions due to the limited scope of the construction project.
Existing traffic flow patterns for area circulation may be altered siightly.
