RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City
officers shall calculate all e�enses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

Construct public improvements in the Phalen Village Area. Public improvements to include
construction of sanitary sewer, storm sewer, water maui, concrete curb and gutter, a new
bituminous surfaced roadways, concrete driveway aprons, sidewa]ks, boulevazd sodding, tree
planting, street lighting, traffic signal, wetiands and water and sewer service connections.
Also, obtain the right-of-way and easements necessary for th3s project.
Il�'TTIATING ACTION:
For the past several years, the area around the Phalen Shopping Center has been the subject of the
development of the Phalen Village Small Area Plan, which has been approved by the City Council.
A major component of the Phalen Village Small Area Plan is the realignment of Prosperity
Avenue between Johnson Pazkway and Maryland Avenue. In 1995, the first phase was
completed, the construction of a realigned Prosperity Avenue between Rose Avenue and
Maryland.
In June of 1997 the City of St. Paal and Jerry's Enterprises finalized a purchase agreement for the
Phalen Center Shopping Center site. As part of the redevelopment of the site, the City agreed to
construct the remainder of a realigned Prosperity Avenue between Johnson Parkway and Rose
Avenue. The City also agreed to construct a wetland on part of the site as shown on the attached
drawing.
The Prosperity Avenue and the Phalen Wetland Construction aze inc]uded in the proposed 1998
Capital Improvement Program Budget.
EXISTING CONDTTIONS:
The realignbd Prosperity Avenue will go through the Phalen Center parking lot. The section of
Johnson Parkway which will be reconstructed is a paved street with bent straw style sueet
lighting. The existing Prosperity Avenue/Johnson Parkway intersection is a channelized
intersection with a number of traffic islands, which promote high speed tuming movements. The
existing railroad bridge over Johnson Parkway restricts the width of Johnson Pazkway and also
reduces sight distance for vehicles tuming onto Johnson Parkway from Prosperity and Magnolia
I.ane.
PROPOSED IMPROVEA4ENTS:
Prosperity will be aligned to match the new Prosperity north of Rose Avenue and will match into
Johnson Parkway where the proposed Phalen Boulevazd intersects with Johnson Pazkway.

Prosperity Avenue will include a nxdian, one traffic lane in each direction, bike lanes and parldng
lanes, sidewalk, and boulevazd trees. The desian will facilitate the projected traffic for the area. If
and when Phalen Boulevazd is constructed, and if uaffic volume waz�rants, it is possible to ban
pazldng and institute an additional traffic lane on the roadway. In accordance with the City
Lighting Policy, which requires bent straw lighting for a street wider than 52 ; a bent straw
lighting system is proposed for Prosperity Avenue. The Johnson Parkway/Prosperity intersection
will be a standard intersection design, with a new traffic signaL
Johnson Pazkway from 800' south of Johnson Parkway to 600' north of Johnson Parkway will be
realigned and reconstructed to facilitate the Prosperity alignment. 7ohnson Parkway will be
constructed to a 36' width which will accommodate one traffic lane and a bike lane in each
direction. Johnson Pazkway will be widened in the vicinity of the Prosperity intersection to
accommodate a left turn lane. It is proposed to salvage and reinstall the existing bent suaw
Hghting system on 3ohnson Parkway.
As result of the realignment of Prosperity Avenue, Clarence Street will be extended southerly to
connect to new Prosperity Avenue, Geranium Avenue will be extended easterly to connect to the
Clarence Street extension, and existing Prosperity Avenue will be removed between Johnson
Parkway and Clazence Street.
It is proposed to remove the Burlington Northern railroad berm which is now nnder che
ownership of the Ramsey County Regional Railroad Authority, between Maryland and south of
Johnson Pazkway. The existing bridge will be removed. It is planned to use the fill from the
berm for the Prosperity Avenue construction. The Phalen Creek Trail will be relocated as shown
in the attached drawing.
Wetlands will be constructed in the ]ocations shown in the attached drawin;. In order to
maxinvze the wetland azea, it is proposed to remove part of the Magnolia Avenue roadway
between Johnson Parkway and Bazclay.
Public Works is also investigating the possibility of constructing additional wetlands/water
features in the area bounded by Johnson Pazkway, Maryland Avenue, Clarence Street and
realigned Prosperity Avenue.
ALTERN.ATES:
To do nothing would be inconsistent with the city's commitment to fulfill the intent of the Phalen
Village Small Area Plan.
POSITIVE BENEFITS:
Improvement of Phalen Village Area will dramatically improve the neighborhood.
ADVERSE EFFECTS:
Normal problems associated with construction such as noise, dust and general disruption will be
present.

EFFECTS ON TREES:
A large number of rrees will be removed as a result of the berm removal and construction of the
wetland south of Magnolia Avenue. 23ew trees will be planted in the berm removal azea, in the
boulevazds adjacent to the streets and in the wetland areas.
TIME SCHEDL3LE:
The project will begin in the spring of 1998. Due to poor soiLs in the area and the need to place a
large amount of fill, the work on Prosperity east of Clarence will be compieted in two stages. The
fill and grading for the roadway will be completed in 1998 and the construction of the roadway,
sidewalks, and lighting will be completed in 1999. All of the roadway work on Prosperity and
Johnson Pazkway in the azea west of Clarence Street will be completed in 1998. The wetlands
will be substantially completed in 1998, with some planting to be done in 1999. Some of the
funding for the wetiands has a sunset date of June 1, 1999.

Prosperity Avenue and Johnson Parkway south of Prosperity are County State Aid Highways.
Funding for the Prosperity construction is not included in the 1947-1494 Ramsey County
Transportation Improvemeqt Program Ramsey County and the City are working in a a�reement
where the City will fund the County's share of the construction with MSA funds, and then be
reimbursed by the County when the pro}ect is funded through the County's Capital Bndget
Process. This reimbursement would take place no later than 2002. The estimated County share of
the project is $690,000.

P120JECT:
Construct public improvements in the Phalen Village Area. Public improvements to include
construction of sanitary sewer, storm sewer, water maui, concrete curb and gutter, a new
bituminous surfaced roadways, concrete driveway aprons, sidewa]ks, boulevazd sodding, tree
planting, street lighting, traffic signal, wetiands and water and sewer service connections.
Also, obtain the right-of-way and easements necessary for th3s project.
Il�'TTIATING ACTION:
For the past several years, the area around the Phalen Shopping Center has been the subject of the
development of the Phalen Village Small Area Plan, which has been approved by the City Council.
A major component of the Phalen Village Small Area Plan is the realignment of Prosperity
Avenue between Johnson Pazkway and Maryland Avenue. In 1995, the first phase was
completed, the construction of a realigned Prosperity Avenue between Rose Avenue and
Maryland.
In June of 1997 the City of St. Paal and Jerry's Enterprises finalized a purchase agreement for the
Phalen Center Shopping Center site. As part of the redevelopment of the site, the City agreed to
construct the remainder of a realigned Prosperity Avenue between Johnson Parkway and Rose
Avenue. The City also agreed to construct a wetland on part of the site as shown on the attached
drawing.
The Prosperity Avenue and the Phalen Wetland Construction aze inc]uded in the proposed 1998
Capital Improvement Program Budget.
EXISTING CONDTTIONS:
The realignbd Prosperity Avenue will go through the Phalen Center parking lot. The section of
Johnson Parkway which will be reconstructed is a paved street with bent straw style sueet
lighting. The existing Prosperity Avenue/Johnson Parkway intersection is a channelized
intersection with a number of traffic islands, which promote high speed tuming movements. The
existing railroad bridge over Johnson Parkway restricts the width of Johnson Pazkway and also
reduces sight distance for vehicles tuming onto Johnson Parkway from Prosperity and Magnolia
I.ane.
PROPOSED IMPROVEA4ENTS:
Prosperity will be aligned to match the new Prosperity north of Rose Avenue and will match into
Johnson Parkway where the proposed Phalen Boulevazd intersects with Johnson Pazkway.

Prosperity Avenue will include a nxdian, one traffic lane in each direction, bike lanes and parldng
lanes, sidewalk, and boulevazd trees. The desian will facilitate the projected traffic for the area. If
and when Phalen Boulevazd is constructed, and if uaffic volume waz�rants, it is possible to ban
pazldng and institute an additional traffic lane on the roadway. In accordance with the City
Lighting Policy, which requires bent straw lighting for a street wider than 52 ; a bent straw
lighting system is proposed for Prosperity Avenue. The Johnson Parkway/Prosperity intersection
will be a standard intersection design, with a new traffic signaL
Johnson Pazkway from 800' south of Johnson Parkway to 600' north of Johnson Parkway will be
realigned and reconstructed to facilitate the Prosperity alignment. 7ohnson Parkway will be
constructed to a 36' width which will accommodate one traffic lane and a bike lane in each
direction. Johnson Pazkway will be widened in the vicinity of the Prosperity intersection to
accommodate a left turn lane. It is proposed to salvage and reinstall the existing bent suaw
Hghting system on 3ohnson Parkway.
As result of the realignment of Prosperity Avenue, Clarence Street will be extended southerly to
connect to new Prosperity Avenue, Geranium Avenue will be extended easterly to connect to the
Clarence Street extension, and existing Prosperity Avenue will be removed between Johnson
Parkway and Clazence Street.
It is proposed to remove the Burlington Northern railroad berm which is now nnder che
ownership of the Ramsey County Regional Railroad Authority, between Maryland and south of
Johnson Pazkway. The existing bridge will be removed. It is planned to use the fill from the
berm for the Prosperity Avenue construction. The Phalen Creek Trail will be relocated as shown
in the attached drawing.
Wetlands will be constructed in the ]ocations shown in the attached drawin;. In order to
maxinvze the wetland azea, it is proposed to remove part of the Magnolia Avenue roadway
between Johnson Parkway and Bazclay.
Public Works is also investigating the possibility of constructing additional wetlands/water
features in the area bounded by Johnson Pazkway, Maryland Avenue, Clarence Street and
realigned Prosperity Avenue.
ALTERN.ATES:
To do nothing would be inconsistent with the city's commitment to fulfill the intent of the Phalen
Village Small Area Plan.
POSITIVE BENEFITS:
Improvement of Phalen Village Area will dramatically improve the neighborhood.
ADVERSE EFFECTS:
Normal problems associated with construction such as noise, dust and general disruption will be
present.

EFFECTS ON TREES:
A large number of rrees will be removed as a result of the berm removal and construction of the
wetland south of Magnolia Avenue. 23ew trees will be planted in the berm removal azea, in the
boulevazds adjacent to the streets and in the wetland areas.
TIME SCHEDL3LE:
The project will begin in the spring of 1998. Due to poor soiLs in the area and the need to place a
large amount of fill, the work on Prosperity east of Clarence will be compieted in two stages. The
fill and grading for the roadway will be completed in 1998 and the construction of the roadway,
sidewalks, and lighting will be completed in 1999. All of the roadway work on Prosperity and
Johnson Pazkway in the azea west of Clarence Street will be completed in 1998. The wetlands
will be substantially completed in 1998, with some planting to be done in 1999. Some of the
funding for the wetiands has a sunset date of June 1, 1999.
COSTS AND FUNDTI�'G:

Prosperity Avenue and Johnson Parkway south of Prosperity are County State Aid Highways.
Funding for the Prosperity construction is not included in the 1947-1494 Ramsey County
Transportation Improvemeqt Program Ramsey County and the City are working in a a�reement
