The Council of the City of Saint Paul has conducted a public hearing upon the
above improvement, due notice thereof having been given as prescribed by the City
Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations
pertaining to said proposed improvement and has fully considered the same; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City
officers shall calculate all expenses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

PROJECT:
Construction of concrete curb and gutter, a new bituminous surfaced road�,vay,
concrete driveway aprons, boulevard sodding, tree planting, water and sewer service
connections and reconnections, sanitary sewer repairs and construct a lantern style lighting
system in the area called Chatsworth / Hoyt RSVP (Area 54).
EXISTING CONDiT10NS:
The Iocal streeis in the project area inciude newer paved, oiled and older paved streets.
Some of the oiled streets have sections of concrete curb. The oiled street surfaces are in
fair to poor condition. The oiled streets have NSP wood pole lighting.
PROPOSEDIMPROVEMENTS
Improve the following oiled and older paved local residential streets by the construction of
concrete curb and gutter, new bituminous surfaced roadway, concrete driveway aprons and
boulevard sodding and a lantern style street lighting system.

Victoria Street is a Municipal State Aid route. In order to use M.S.A. funding the street has to
be constructed to M.S.A. width standards. The standard for Victoria Street is 32' wide with
side parking or 38' evide with two side parking. Public Works wiii work with the neighborhood to
determine the width for Victoria Street.
ALTERNATES:
To do nothing would be inconsistent with the City's commitment to improve existing oiled and
older paved residentiai streets.
POSITIVE BENEFITS:
General improvem�nt of the public right-of-way will enhance and add quality to the
neighborhood. Street oiling would be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.

that the estimated cost thereof is $3,628,480 financed by Capital Improvement
Bonds $2,180,800, MSA $672,000 and Assessments $775,680.
That a public hearing be had on said improvement on the 2nd dav of December,
1998.at 5:30 o'clock P.M.. in the Council Chambers of the City Ha11 and Court
House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:

That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is $3,628,480 financed by Capital Improvement
Bonds $2,180,800, MSA $672,000 and Assessments $775,680.
That a public hearing be had on said improvement on the 2nd dav of December,
1998.at 5:30 o'clock P.M.. in the Council Chambers of the City Ha11 and Court
House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

The Council of the City of Saint Paul has conducted a public hearing upon the
above improvement, due notice thereof having been given as prescribed by the City
Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations
pertaining to said proposed improvement and has fully considered the same; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City
officers shall calculate all expenses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

PROJECT:
Construction of concrete curb and gutter, a new bituminous surfaced road�,vay,
concrete driveway aprons, boulevard sodding, tree planting, water and sewer service
connections and reconnections, sanitary sewer repairs and construct a lantern style lighting
system in the area called Chatsworth / Hoyt RSVP (Area 54).
EXISTING CONDiT10NS:
The Iocal streeis in the project area inciude newer paved, oiled and older paved streets.
Some of the oiled streets have sections of concrete curb. The oiled street surfaces are in
fair to poor condition. The oiled streets have NSP wood pole lighting.
PROPOSEDIMPROVEMENTS
Improve the following oiled and older paved local residential streets by the construction of
concrete curb and gutter, new bituminous surfaced roadway, concrete driveway aprons and
boulevard sodding and a lantern style street lighting system.

Victoria Street is a Municipal State Aid route. In order to use M.S.A. funding the street has to
be constructed to M.S.A. width standards. The standard for Victoria Street is 32' wide with
side parking or 38' evide with two side parking. Public Works wiii work with the neighborhood to
determine the width for Victoria Street.
ALTERNATES:
To do nothing would be inconsistent with the City's commitment to improve existing oiled and
older paved residentiai streets.
POSITIVE BENEFITS:
General improvem�nt of the public right-of-way will enhance and add quality to the
neighborhood. Street oiling would be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.
