This project is being completed under the Residential Street Paving Program. This is one of five RSP projects selected by
the Department of Public Works, approved by the Long Range Capital Improvement Budget Committee, and the City
Council (Council Resolution 97-216).
Anewly rebuilt roadway, with new curb and gutter, will restore the drivability of this street and continue our efforts to
the street system in Saint Paul. The new street lighting will also improve safety in the area.

Construction of concreie curb and gutter, a new bituminous surfaced roadway,
concrete driveway aprons and outwa{ks, boulevard sodding, tree pfanting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
lantern style lighting system in an area referred to as Margaret / Arcade RSP
(Area21), bounded by Reaney to the north, Earl to the east, Hudson Rd. to the south

The oiled streets, some of which have intermittent sections of curb, or no curb, are in
generally poor condition. One oiled street has graniie curb. Granite curb appears in
intermittent sections at various other locations. One street has approximately 300' of
brick paving with concrete curb. The majority of the street lighting in the project area is
NSP wood pole lighting.

constructed for each home. Boulevards will be regraded and sodded. A lantern styfe
lighting system will be constructed with the newly paved streets at the following

The extent of granite curb to be reset has not been finalized.

The extent of brick street pavinq on Margaret has not been tina{ized.
Street widths will be selected to minimize interference with boulevard trees. New curb
wiil be hand formed, if necessary, to avoid damaging trees and/or tree roots. Tree
trimming may be necessary to facilitate construction.
ALTERN�TES:
To do nothing would be inconsistent with the city's commitment to improve existing
oiled streets.
POSITIVE BENEFITS:
Generai improvement of the public right-of-way will enhance and add quality to the
neighborhood . Street oiling will be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.
ADVERSE EFFECTS:

Normal problems associated with construction such as noise, dust, reduced access to
property and general disruption will be present.
EFFEC7 ON TREES:
Street widths wil{ be selected to minimize the loss of trees. New trees wiil be planted
as part of the boulevard restoration.
TIME SCHEDULE:
The project wilf begin in the spring of 1998 and wiil be completed by late faff of 1998.
There will be further restrictions on the amount of time allowed to work on individual
segments of streets.

In the Matter of The construction and/or repair of sanitary sewer, storm sewer and/or
water service connections, if requested by the property owner, in conjunction with
the Margaret/Arcade Area Street Paving and Lighting Project.
The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is assessed at the rate in effect at the time
of installation.
2. That a public hearing be had on said improvement on the lOth day of December,
1997,at 4:30 o'clock P.M., in the Council Chambers of the City Hall and Court
House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

The Council of the City o� Saint Paul has conducted a public hearing upon the
above improvement, due notice thereof having been given as prescribed by the City
Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations
pertaining to said proposed improvement and has fully considered the same; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City
officers sha11 calculate all expenses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter_

This project is being completed under the Residential Street Paving Program. This is one of five RSP projects selected by
the Department of Public Works, approved by the Long Range Capital Improvement Budget Committee, and the City
Council (Council Resolution 97-216).
Anewly rebuilt roadway, with new curb and gutter, will restore the drivability of this street and continue our efforts to
the street system in Saint Paul. The new street lighting will also improve safety in the area.

PROJECT:
Construction of concreie curb and gutter, a new bituminous surfaced roadway,
concrete driveway aprons and outwa{ks, boulevard sodding, tree pfanting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
lantern style lighting system in an area referred to as Margaret / Arcade RSP
(Area21), bounded by Reaney to the north, Earl to the east, Hudson Rd. to the south
and Swede Hollow to the west.
EXISTtNG CQNDIT(ONS:
The oiled streets, some of which have intermittent sections of curb, or no curb, are in
generally poor condition. One oiled street has graniie curb. Granite curb appears in
intermittent sections at various other locations. One street has approximately 300' of
brick paving with concrete curb. The majority of the street lighting in the project area is
NSP wood pole lighting.

PROPOSED IMPROVEMENTS:
New bituminous roadways with concrete curb and gutter are proposed to be
constructed to a width of 92 to 9.8 mefers, or approximately 30 to 32 feet. All
driveways wil{ be reconstructed with concrete, and new concrete outwalks will be
constructed for each home. Boulevards will be regraded and sodded. A lantern styfe
lighting system will be constructed with the newly paved streets at the following
locations:

constructed as described above except to a width of 6 meters or
approximately 20 fieet in each direction, with a sodded
center island.
New bituminous roadways with reset granite curb are proposed to be constructed to a
widih ofi 9.8 meters, or approximately 32 feet. Afl driveways wiil be reconstructed with
concrete, and new concrete outwa4ks wiN be constructed for each home. Bou{evards
wiil be regraded and sodded. A lantem style lighting system will be constructed with
the newly paved streets at the following locations:
BATES - E. Seventh to Hudson Rd.
BATES - E. Seventh to Maury
The extent of granite curb to be reset has not been finalized.
Brick pavement with concrete curb is proposed to be constructed to a width of 9.8
meters, or approximately 32 feet. All driveways will be reconstructed with concrete,
and new concrete outwalks will be constructed for each home. Boulevards will be
regraded and sodded. A{antern styfe lighting system wili be constructed with the
newiy paved street at the following location:
MARGARET - Arcade to 300' east
The extent of brick street pavinq on Margaret has not been tina{ized.
Street widths will be selected to minimize interference with boulevard trees. New curb
wiil be hand formed, if necessary, to avoid damaging trees and/or tree roots. Tree
trimming may be necessary to facilitate construction.
ALTERN�TES:
To do nothing would be inconsistent with the city's commitment to improve existing
oiled streets.
POSITIVE BENEFITS:
Generai improvement of the public right-of-way will enhance and add quality to the
neighborhood . Street oiling will be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.
ADVERSE EFFECTS:

Normal problems associated with construction such as noise, dust, reduced access to
property and general disruption will be present.
EFFEC7 ON TREES:
Street widths wil{ be selected to minimize the loss of trees. New trees wiil be planted
as part of the boulevard restoration.
TIME SCHEDULE:
The project wilf begin in the spring of 1998 and wiil be completed by late faff of 1998.
There will be further restrictions on the amount of time allowed to work on individual
segments of streets.

The 1998 assessment rates for the street paving and lighting are:
$24.47 per ASSESSABLE FOOT for the bituminous street paving and concrete curb
on residentiai streets.
�4.32 per ASSESSABLE FOOT for lantern style street lighting on residentia4 streets.
An ESTIMATED assessment rate of :
$22.47 per ASSESSABLE FOOT for bituminous paving plus an additional
ESTIMATED assessment of $20.00 per ASSESSABLE FOOT to reset granite
curbing on residentiaf streets.
An ESTIMATED assessment rate of :
$60.00 per ASSESSABLE FOOT for brick paving and concrete curb on residential
streets.
Estimated assessment rates will be finalized after contract award. �� —� y��
