This project is being completed underthe Residential Street Paving Program. This is one of five RSP projects selected by
the Department of Public Works, approved by the Long Range Capital improvement Budget Committee, and the City
Council (Council Resolution 97-216).
ADVANTAGESIF APPROVED.
Anewly rebuilt roadway, with new curb and gutter, will restore the drivability of this street and continue our efforts to
the street system in Saint Paut. The �ew street Iighting wiii also improve safety in the area.

The City Council will be holding a public hearing on December 10, 1997 conceming the 1998
Margaret/Arcade street paving project. As part of that project, the Department of Public Works has
received a petition from property owners requesting removal of the existing brick paving from a
portion of Margazet Street between Arcade and Mendota streets.
Although this block is not located within an historic district, the Heritage Preservafion Commission
reviewed the proposal to remove the brick paving, at its October 23, 1997 meeting because of the
historic nature of the paving material. After discussing the proposai with one of the block residents,
the commission passed a motion, by a 7-0 vote, to make no recommendation on the removal of brick
paving while adding that a) it is regrettable to remove the brick, b) the commission understands the
desire of residents to remove the brick, and c) the brick to be removed should absolutely be salvaged
and stockpiled for reuse (which Public Works routinely does with historic paving and curbing
materials).
I would like to add that the brick paving on Mazgaret Street appeus to be in reasonably good
condition and it appeazs that Public Works and block residents have not considered leaving the
existing brick pavement in place or leaving it in place and replacing the handful of asphalt patches
with brick.

PROJECT:
Construction of concrete curb and gutter, a new bituminous surfaced roadway,
concrete driveway aprons and outwalks, boulevard sodding, tree planting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
lantern style lighting system in an area referred to as Margaret / Arcade RSP
(Area21), bounded by Reaney to the north, Earl to the east, Hudson Rd. to the south
and Swede Hollow to the west.
EXISTING CONDITIONS:
The oiled streets, some of which have intermittent sections of curb, or no curb, are in
generaily poor condition. One oiled street has granite curb. Granite curb appears in
intermiftent sections at various other locations. One street has approximately 3�0' of
brick paving with concrete curb. The majority of the street lighting in the project area is
NSP wood pole lighting.

The extent of granite curb to be reset has not been finalized.
Brick pavement with concrete curb is proposed to be constructed to a width of 9.8
meiers, or approximately 32 feet. All driveways will be reconstructed with concrete,
and new concrete outwalks will be constructed for each

ALTERNATES:
To do nothing would be inconsistent with the city's commitment to improve existing
oiled streets.
POSITIVE BENEFITS:
General improvement of the public right-of-way will enhance and add quality to the
neighborhood . Street oiling will be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.

Normal probiems associated with construction such as noise, dust, reduced access to
property and general disruption will be present.
EFFECT ON TREES:
Street widths will be selected to minimize the loss of trees. New trees will be planted
as part of the boulevard restoration.
TIME SCHEDULE:
The project will begin in the spring of 1998 and will be completed by laie fall of 1998.
There will be further restrictions on the amount of time allowed to work on individual
segments of streets.

that the estimated cost thereof is $2,443,848 financed by Capital Improvement
Bonds $1,810,816 and Assessments $633,032.

House Building in the City of Saint Paul.

This project is being completed underthe Residential Street Paving Program. This is one of five RSP projects selected by
the Department of Public Works, approved by the Long Range Capital improvement Budget Committee, and the City
Council (Council Resolution 97-216).

The City Council will be holding a public hearing on December 10, 1997 conceming the 1998
Margaret/Arcade street paving project. As part of that project, the Department of Public Works has
received a petition from property owners requesting removal of the existing brick paving from a
portion of Margazet Street between Arcade and Mendota streets.
Although this block is not located within an historic district, the Heritage Preservafion Commission
reviewed the proposal to remove the brick paving, at its October 23, 1997 meeting because of the
historic nature of the paving material. After discussing the proposai with one of the block residents,
the commission passed a motion, by a 7-0 vote, to make no recommendation on the removal of brick
paving while adding that a) it is regrettable to remove the brick, b) the commission understands the
desire of residents to remove the brick, and c) the brick to be removed should absolutely be salvaged
and stockpiled for reuse (which Public Works routinely does with historic paving and curbing
materials).
I would like to add that the brick paving on Mazgaret Street appeus to be in reasonably good
condition and it appeazs that Public Works and block residents have not considered leaving the
existing brick pavement in place or leaving it in place and replacing the handful of asphalt patches
with brick.

PROJECT:
Construction of concrete curb and gutter, a new bituminous surfaced roadway,
concrete driveway aprons and outwalks, boulevard sodding, tree planting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
lantern style lighting system in an area referred to as Margaret / Arcade RSP
(Area21), bounded by Reaney to the north, Earl to the east, Hudson Rd. to the south
and Swede Hollow to the west.
EXISTING CONDITIONS:
The oiled streets, some of which have intermittent sections of curb, or no curb, are in
generaily poor condition. One oiled street has granite curb. Granite curb appears in
intermiftent sections at various other locations. One street has approximately 3�0' of
brick paving with concrete curb. The majority of the street lighting in the project area is
NSP wood pole lighting.

To do nothing would be inconsistent with the city's commitment to improve existing
oiled streets.
POSITIVE BENEFITS:
General improvement of the public right-of-way will enhance and add quality to the
neighborhood . Street oiling will be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.

Normal probiems associated with construction such as noise, dust, reduced access to
property and general disruption will be present.
EFFECT ON TREES:
Street widths will be selected to minimize the loss of trees. New trees will be planted
as part of the boulevard restoration.
TIME SCHEDULE:
The project will begin in the spring of 1998 and will be completed by laie fall of 1998.
There will be further restrictions on the amount of time allowed to work on individual
segments of streets.

This project is being completed underthe Residential Street Paving Program. This is one of five RSP projects selected by
the Department of Public Works, approved by the Long Range Capital improvement Budget Committee, and the City
Council (Council Resolution 97-216).

The City Council will be holding a public hearing on December 10, 1997 conceming the 1998
Margaret/Arcade street paving project. As part of that project, the Department of Public Works has
received a petition from property owners requesting removal of the existing brick paving from a
portion of Margazet Street between Arcade and Mendota streets.
Although this block is not located within an historic district, the Heritage Preservafion Commission
reviewed the proposal to remove the brick paving, at its October 23, 1997 meeting because of the
historic nature of the paving material. After discussing the proposai with one of the block residents,
the commission passed a motion, by a 7-0 vote, to make no recommendation on the removal of brick
paving while adding that a) it is regrettable to remove the brick, b) the commission understands the
desire of residents to remove the brick, and c) the brick to be removed should absolutely be salvaged
and stockpiled for reuse (which Public Works routinely does with historic paving and curbing
materials).
I would like to add that the brick paving on Mazgaret Street appeus to be in reasonably good
condition and it appeazs that Public Works and block residents have not considered leaving the
existing brick pavement in place or leaving it in place and replacing the handful of asphalt patches
with brick.

Construction of concrete curb and gutter, a new bituminous surfaced roadway,
concrete driveway aprons and outwalks, boulevard sodding, tree planting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
lantern style lighting system in an area referred to as Margaret / Arcade RSP
(Area21), bounded by Reaney to the north, Earl to the east, Hudson Rd. to the south
and Swede Hollow to the west.
EXISTING CONDITIONS:
The oiled streets, some of which have intermittent sections of curb, or no curb, are in
generaily poor condition. One oiled street has granite curb. Granite curb appears in
intermiftent sections at various other locations. One street has approximately 3�0' of
brick paving with concrete curb. The majority of the street lighting in the project area is
NSP wood pole lighting.

POSITIVE BENEFITS:
General improvement of the public right-of-way will enhance and add quality to the
neighborhood . Street oiling will be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.

Normal probiems associated with construction such as noise, dust, reduced access to
property and general disruption will be present.
EFFECT ON TREES:
Street widths will be selected to minimize the loss of trees. New trees will be planted
as part of the boulevard restoration.

The project will begin in the spring of 1998 and will be completed by laie fall of 1998.

The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:

That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is $2,443,848 financed by Capital Improvement
Bonds $1,810,816 and Assessments $633,032.
That a public hearing be had on said improvement on the lOth day of December,
1997,at 4:30 o'clock P.M., in the Council Chambers of the City Hall and Court
House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.
