Report Prepared - April 14, 1997
PROJECT:
Grade and pave MYSTIC STREET from Burlington Road to 400' south of
Burlington Road. Also construct water and sanitary sewer connechons if
requested by the property owner. (See aitached map).
INITIATING ACTION:
This project was initiated by a petit�on signed by 6 of the 9 abutting property
owners.
PROPOSEI? IMPROVEMENT:
The street will be constructed 24' wide with bituminous surface. The street
will be paved similar to an alley, and will have no curbs. The boulevards will
be regraded and sodded.
Sanitary sewer connections would be stubbed to the property line as necessary.
Water connections would be stubbed from the existing water main to the
property line as necessary.
EXISTING CONDITIONS:
The existing street is an unimproved dirt street. The street is served by public
sanitary sewer and water mains. Most of the parcels which abut this section
of Mystic Street are developed.
HISTORY: �
The improvement of Mystic Sireet was last considered in the early 1980's.
Under that proposal, the northern 400' of Mystic Street would be paved as a
24' wide street with no curbs, and the southerly 200' would be graded and
graveled. ' The northeriy 400' of the street drains to Burlington Road, and the
southerly 200' drains to the south, down the bluff.
If the southerly 200' was paved with an impervious surface, the quantity of
overland storm drainage down the bluffwould increase, passibly causing
erosion. It would be necessary to construct storm sewer along the entire
length of Mystic Street, to prevent the erosion, which would substantially
increase the cost of the project.
The petition circulated to the property owners is for the same proposal as
developed in the early 1980's. None of the property owners on the south

portion of Mystic Street signed the petition, so the proposal has been modified
to include only grading and paving of the northem 400' of Mystic Street.

Regarding: Proposed Paving of Mystic Street
My wife and I own the house which is second from the end on
Mystic Street. We have opposed paving. We like the rural nature
of the street. The occasional potholes are a bother, but even
they have a positive effect, which is to slow down the cars and
make it safer for our children. However, we do understand the
concerns of our neighbors and are willing to go along with the
majority opinion under the following conditions. I discussed
these conditions with Mr. St. Martin at the neighborhood meetinq
last week, and he tentatively indicated that they would be
acceptable. I believe these conditions would be acceptable to
the other neighbors as well.
1) the paving should be about 20 feet wide, not 24, and
should follow the lines of the aurrent road;
2) raising the grade of the road should be kept to a
minimum, hopefully less than a foot, to minimize impact on
adjoining yards;
3j if the street is paved, the paving should continue an
extra 20 feet to include the section in front of our paved
driveway.
We have two lots that front on Mystic - 50 feet in Lot 43 and 18
feet in Lot 42. our driveway is on Lot 42. As the proposal is
currently drafted, the pavinq would include Lot 43, but not Lot
42. This would create an odd-looking situation of a small patch
of dirt road between a paved street and a paved driveway. The
current proposal would charge us the full assessment on Lot 43.
If the paving were extended to include Lot 42, we would be
willing to pay the full assessment for both lots.
Yf these conditions are not acceptable, we would respectfully
oppose this project.

Dear City Council Members:
We would have liked to attend this meeting, but oar previously scheduled vacation conflicts with the
date chosen. We would appreciate your consideration of this letter in our absence, as this expresses
our thoughts on the proposal to pave Mystic Street.
We have lived on the corner of Burlington and Mystic for 8 1!2 years. We highly recommend the
proposal to pave the north half of Mystic. As we see it, improving the street in this way will benefit
all involved. First of all, our current paved streets, with no sidewalks, are high traffic areas and are
unsafe for children to ride bicycles and rollerblade on. Therefore, paving Mystic Street will provide a
somewhat safe azea for our children to use, as Mystic is a dead-end street, with only cunent residents
using it. Secondly, paving Mystic Street will be much easier to take care of in terms of city
maintenance. Each yeaz, we need to call repeatedlv to have the street oiled and maintzined through the
summer, only to have the oil sink in or evaporate in a short time, leaving us once again with a dust-
bowl outside our doors Thirdly, we all realize we live in the city, not the counhy, and therefore
should have a paved street. This should not have been an o�tion yeazs ago, but rather something
automaticaily done.

Report Prepared - April 14, 1997
PROJECT:
Grade and pave MYSTIC STREET from Burlington Road to 400' south of
Burlington Road. Also construct water and sanitary sewer connechons if
requested by the property owner. (See aitached map).
INITIATING ACTION:
This project was initiated by a petit�on signed by 6 of the 9 abutting property
owners.
PROPOSEI? IMPROVEMENT:
The street will be constructed 24' wide with bituminous surface. The street
will be paved similar to an alley, and will have no curbs. The boulevards will
be regraded and sodded.
Sanitary sewer connections would be stubbed to the property line as necessary.
Water connections would be stubbed from the existing water main to the
property line as necessary.
EXISTING CONDITIONS:
The existing street is an unimproved dirt street. The street is served by public
sanitary sewer and water mains. Most of the parcels which abut this section
of Mystic Street are developed.
HISTORY: �
The improvement of Mystic Sireet was last considered in the early 1980's.
Under that proposal, the northern 400' of Mystic Street would be paved as a
24' wide street with no curbs, and the southerly 200' would be graded and
graveled. ' The northeriy 400' of the street drains to Burlington Road, and the
southerly 200' drains to the south, down the bluff.
If the southerly 200' was paved with an impervious surface, the quantity of
overland storm drainage down the bluffwould increase, passibly causing
erosion. It would be necessary to construct storm sewer along the entire
length of Mystic Street, to prevent the erosion, which would substantially
increase the cost of the project.
The petition circulated to the property owners is for the same proposal as
developed in the early 1980's. None of the property owners on the south

portion of Mystic Street signed the petition, so the proposal has been modified
to include only grading and paving of the northem 400' of Mystic Street.

paving of MYSIIC STREET from Burlington Road to 400' South of Burlington Road. You are
invited to an information meeting to find out about the plans, the financing and the proposed
construction schedule. Time and place for the meeting:

Regarding: Proposed Paving of Mystic Street
My wife and I own the house which is second from the end on
Mystic Street. We have opposed paving. We like the rural nature
of the street. The occasional potholes are a bother, but even
they have a positive effect, which is to slow down the cars and
make it safer for our children. However, we do understand the
concerns of our neighbors and are willing to go along with the
majority opinion under the following conditions. I discussed
these conditions with Mr. St. Martin at the neighborhood meetinq
last week, and he tentatively indicated that they would be
acceptable. I believe these conditions would be acceptable to
the other neighbors as well.
1) the paving should be about 20 feet wide, not 24, and
should follow the lines of the aurrent road;
2) raising the grade of the road should be kept to a
minimum, hopefully less than a foot, to minimize impact on
adjoining yards;
3j if the street is paved, the paving should continue an
extra 20 feet to include the section in front of our paved
driveway.
We have two lots that front on Mystic - 50 feet in Lot 43 and 18
feet in Lot 42. our driveway is on Lot 42. As the proposal is
currently drafted, the pavinq would include Lot 43, but not Lot
42. This would create an odd-looking situation of a small patch
of dirt road between a paved street and a paved driveway. The
current proposal would charge us the full assessment on Lot 43.
If the paving were extended to include Lot 42, we would be
willing to pay the full assessment for both lots.
Yf these conditions are not acceptable, we would respectfully
oppose this project.

Dear City Council Members:
We would have liked to attend this meeting, but oar previously scheduled vacation conflicts with the
date chosen. We would appreciate your consideration of this letter in our absence, as this expresses
our thoughts on the proposal to pave Mystic Street.
We have lived on the corner of Burlington and Mystic for 8 1!2 years. We highly recommend the
proposal to pave the north half of Mystic. As we see it, improving the street in this way will benefit
all involved. First of all, our current paved streets, with no sidewalks, are high traffic areas and are
unsafe for children to ride bicycles and rollerblade on. Therefore, paving Mystic Street will provide a
somewhat safe azea for our children to use, as Mystic is a dead-end street, with only cunent residents
using it. Secondly, paving Mystic Street will be much easier to take care of in terms of city
maintenance. Each yeaz, we need to call repeatedlv to have the street oiled and maintzined through the
summer, only to have the oil sink in or evaporate in a short time, leaving us once again with a dust-
bowl outside our doors Thirdly, we all realize we live in the city, not the counhy, and therefore
should have a paved street. This should not have been an o�tion yeazs ago, but rather something
automaticaily done.

Report Prepared - April 14, 1997
PROJECT:
Grade and pave MYSTIC STREET from Burlington Road to 400' south of
Burlington Road. Also construct water and sanitary sewer connechons if
requested by the property owner. (See aitached map).
INITIATING ACTION:
This project was initiated by a petit�on signed by 6 of the 9 abutting property
owners.
PROPOSEI? IMPROVEMENT:
The street will be constructed 24' wide with bituminous surface. The street
will be paved similar to an alley, and will have no curbs. The boulevards will
be regraded and sodded.
Sanitary sewer connections would be stubbed to the property line as necessary.
Water connections would be stubbed from the existing water main to the
property line as necessary.
EXISTING CONDITIONS:
The existing street is an unimproved dirt street. The street is served by public
sanitary sewer and water mains. Most of the parcels which abut this section
of Mystic Street are developed.
HISTORY: �
The improvement of Mystic Sireet was last considered in the early 1980's.
Under that proposal, the northern 400' of Mystic Street would be paved as a
24' wide street with no curbs, and the southerly 200' would be graded and
graveled. ' The northeriy 400' of the street drains to Burlington Road, and the
southerly 200' drains to the south, down the bluff.
If the southerly 200' was paved with an impervious surface, the quantity of
overland storm drainage down the bluffwould increase, passibly causing
erosion. It would be necessary to construct storm sewer along the entire
length of Mystic Street, to prevent the erosion, which would substantially
increase the cost of the project.
The petition circulated to the property owners is for the same proposal as
developed in the early 1980's. None of the property owners on the south

portion of Mystic Street signed the petition, so the proposal has been modified
to include only grading and paving of the northem 400' of Mystic Street.

paving of MYSIIC STREET from Burlington Road to 400' South of Burlington Road. You are
invited to an information meeting to find out about the plans, the financing and the proposed
construction schedule. Time and place for the meeting:

It is proposed to pave Mystic Street with asphalt to a 24' width. It is proposed to pave the street
similar to an alley, with no curbs. Total cost of the project would be approximately $23,092.00.
The majority of the project cost would be paid for through properiy assessments. The estunated
assessment is $31.00 per assessable foot. A Real Estate Division representative will be at the
infarmation meeting and can tell you what the assessment for your property would be.
Constn�ction could being in the late summer of 1997. It should he completed within about
thirty (30) days.
The meeting we are inviting you to is informational onty. Any flinal decisions on the proposed

Regarding: Proposed Paving of Mystic Street
My wife and I own the house which is second from the end on
Mystic Street. We have opposed paving. We like the rural nature
of the street. The occasional potholes are a bother, but even
they have a positive effect, which is to slow down the cars and
make it safer for our children. However, we do understand the
concerns of our neighbors and are willing to go along with the
majority opinion under the following conditions. I discussed
these conditions with Mr. St. Martin at the neighborhood meetinq
last week, and he tentatively indicated that they would be
acceptable. I believe these conditions would be acceptable to
the other neighbors as well.
1) the paving should be about 20 feet wide, not 24, and
should follow the lines of the aurrent road;
2) raising the grade of the road should be kept to a
minimum, hopefully less than a foot, to minimize impact on
adjoining yards;
3j if the street is paved, the paving should continue an
extra 20 feet to include the section in front of our paved
driveway.
We have two lots that front on Mystic - 50 feet in Lot 43 and 18
feet in Lot 42. our driveway is on Lot 42. As the proposal is
currently drafted, the pavinq would include Lot 43, but not Lot
42. This would create an odd-looking situation of a small patch
of dirt road between a paved street and a paved driveway. The
current proposal would charge us the full assessment on Lot 43.
If the paving were extended to include Lot 42, we would be
willing to pay the full assessment for both lots.
Yf these conditions are not acceptable, we would respectfully
oppose this project.

past, we have not been very happy with the grading and oiling maintenance of Mystic Street We look

Dear City Council Members:
We would have liked to attend this meeting, but oar previously scheduled vacation conflicts with the
date chosen. We would appreciate your consideration of this letter in our absence, as this expresses
our thoughts on the proposal to pave Mystic Street.
We have lived on the corner of Burlington and Mystic for 8 1!2 years. We highly recommend the
proposal to pave the north half of Mystic. As we see it, improving the street in this way will benefit
all involved. First of all, our current paved streets, with no sidewalks, are high traffic areas and are
unsafe for children to ride bicycles and rollerblade on. Therefore, paving Mystic Street will provide a
somewhat safe azea for our children to use, as Mystic is a dead-end street, with only cunent residents
using it. Secondly, paving Mystic Street will be much easier to take care of in terms of city
maintenance. Each yeaz, we need to call repeatedlv to have the street oiled and maintzined through the
summer, only to have the oil sink in or evaporate in a short time, leaving us once again with a dust-
bowl outside our doors Thirdly, we all realize we live in the city, not the counhy, and therefore
should have a paved street. This should not have been an o�tion yeazs ago, but rather something
automaticaily done.
