Summary of Engineering Recommendations
for
Dunning Park Street Safety and Entrance improvements
Report Prepared Oct 1, 1996; by MEK
Project Purpose
The purpose of this project is to enhance pedestrian safety at the entrances to
Dunning Field and to enhance the entrance as a recognizable gateway into the
park. To accomplish these objectives several improvements are proposed as
described herein.
Initiating Action
This project was proposed by the Lexington/Hamline Community Council and
was approved as part of the 1996 Capital Improvement Budget. The project
details have been defined and approved by the Dunning Field Task Force. This
task force was staffed by members of the Lexington/Hamline Community
Council, Lexington/Hamline residents, as well as by representatives of the
Department of Public Works and the Department of Parks and Recreation.
Existing Conditions
Marshall Avenue is currently a 52 foot wide roadway consisting of 2 lanes in
each direction with parking allowed on both sides. The speed limit on Marshall
Avenue is 35 miles per hour. Marshall Avenue carries 5,450 vehicles per day.
Dunning Field hosts innumerable sporting events through out the spring,
summer and fall. Central High School generates high levels of pedestrian and
vehicular traffic year round. Several pedestrian accidents have occurred in
recent years on Marshall Avenue adjacent to Dunning Fieid.
Proposed Improvements
A traffic signal is proposed at the intersection of Marshall Avenue and Griggs
Street. Street lights will be installed at the signalized pedestrian crossing as
part of the traffic signal system.
The north leg ofi the Marshall/Griggs intersection would be closed. The exist)ng
roadway serves as an access to a parking lot utilized for events at Dunning
Field as welf as for events at Central High School. A new driveway would be
constructed for access to this parking lot approximately 270 feet to the east of
the existing entrance.
Pedestrian curb and boulevard bump outs would be constructed at Marshall
and Griggs. These bump outs will result in a reduction in width at the
intersection from 52 feet to 38 feet. Relocation of the driveway and construction
of the pedestrian bump outs on the north side of Marshall at Griggs necessitates
the reconstruction of the north curb line of Marshall from Griggs to Dunlap.

Pedestrian bump outs would be also be constructed on the south side of
Concordia at it's intersection with Griggs. The existing street would be reduced
in width by 8 feet.
Construct pedestrian bump outs at the intersection of Marshall Avenue and
Syndicate Street. (This improvement may be deleted from the project
dependent on final cost estimates and funding limitations)
Restripe Marshali Avenue firom Lexington Parkway to Snelling as a three lane
roadway with parking allowed on both sides.
A steel frame bridge portal, salvaged from the oid Se�by Avenue Bridge, would
be refurbished and erected over the entrance to Dunning Field near the
intersection of Griggs Street to create a gateway into the park. (Another
entrance portal is being considered for installation on the northern edge of
Dunning Field to at Griggs and Concordia or at Griggs and Carroll.)
Positive Benefits
The proposed changes will enhance pedestrian safety for the users of Dunning
Field as well as students and staff of Central High School. The traffic signal will
be pedestrian actuated to provide safe oppoKunities for crossing Marshall
Avenue at Griggs as well as create gaps in traffic on Marshafl aflowing for safer
crossings at other non-signalized intersections. The pedestrian crosswalks will
be shorter, reducing the amount of time a pedestrian is exposed to vehicular
conflicts. The pedestrian bump outs allow a pedestrian to have improved sight
lines to approaching vehicles as well as providing drivers with a better view of
pedestrians waiting to cross.
Reduced widths on Marshall Avenue and on Concordia may have a calming
effect on vehicular traffic.
Restriping Marshall Avenue from 4 lanes (2 each way) to 3 lanes (1 through
fane each way plus a continuous left tum lane) wilf result in operation of the
roadway which will be consistent with the lane striping on Marshall east of
Lexington as well as west of Snelling. (Roadway striping changes wi{I be
performed by Public Works in conjunction with this project but will be done as
maintenance work from our Traffic Operations budget.)
The bridge portals will visually enhance the entrance to Dunning Field creating
a focal point for pedestrian crossings at designated crosswalks.
The salvaged bridge portal(s) have historical significance to the community and
would be put back in service.

Adverse Effects
A smali amouni (approximately 100 fieet) of on street parking will be lost on the
north side of Marshall between Griggs and Dunlap due to the relocation of the
parking lot driveway. Approximateiy 260 feet of parking will be retained. This
parking area is occasionally used by school busses serving Central High
School.
Sfightly higher noise fevefs may be observed by neighboring residents due to
the starting and stopping of vehicles at the traffic signal.
The City (Public Works) will need to maintain and operate the traffic signal at a
cost of appraximately $2,500 per year.
The City (Parks andlor Public Works) will need to ma+ntain the bridge portal
(approximately $1,000 every ten years).

Summary of Engineering Recommendations
for
Dunning Park Street Safety and Entrance improvements
Report Prepared Oct 1, 1996; by MEK
Project Purpose
The purpose of this project is to enhance pedestrian safety at the entrances to
Dunning Field and to enhance the entrance as a recognizable gateway into the
park. To accomplish these objectives several improvements are proposed as
described herein.
Initiating Action
This project was proposed by the Lexington/Hamline Community Council and
was approved as part of the 1996 Capital Improvement Budget. The project
details have been defined and approved by the Dunning Field Task Force. This
task force was staffed by members of the Lexington/Hamline Community
Council, Lexington/Hamline residents, as well as by representatives of the
Department of Public Works and the Department of Parks and Recreation.
Existing Conditions
Marshall Avenue is currently a 52 foot wide roadway consisting of 2 lanes in
each direction with parking allowed on both sides. The speed limit on Marshall
Avenue is 35 miles per hour. Marshall Avenue carries 5,450 vehicles per day.
Dunning Field hosts innumerable sporting events through out the spring,
summer and fall. Central High School generates high levels of pedestrian and
vehicular traffic year round. Several pedestrian accidents have occurred in
recent years on Marshall Avenue adjacent to Dunning Fieid.
Proposed Improvements
A traffic signal is proposed at the intersection of Marshall Avenue and Griggs
Street. Street lights will be installed at the signalized pedestrian crossing as
part of the traffic signal system.
The north leg ofi the Marshall/Griggs intersection would be closed. The exist)ng
roadway serves as an access to a parking lot utilized for events at Dunning
Field as welf as for events at Central High School. A new driveway would be
constructed for access to this parking lot approximately 270 feet to the east of
the existing entrance.
Pedestrian curb and boulevard bump outs would be constructed at Marshall
and Griggs. These bump outs will result in a reduction in width at the
intersection from 52 feet to 38 feet. Relocation of the driveway and construction
of the pedestrian bump outs on the north side of Marshall at Griggs necessitates
the reconstruction of the north curb line of Marshall from Griggs to Dunlap.

Pedestrian bump outs would be also be constructed on the south side of
Concordia at it's intersection with Griggs. The existing street would be reduced
in width by 8 feet.
Construct pedestrian bump outs at the intersection of Marshall Avenue and
Syndicate Street. (This improvement may be deleted from the project
dependent on final cost estimates and funding limitations)
Restripe Marshali Avenue firom Lexington Parkway to Snelling as a three lane
roadway with parking allowed on both sides.
A steel frame bridge portal, salvaged from the oid Se�by Avenue Bridge, would
be refurbished and erected over the entrance to Dunning Field near the
intersection of Griggs Street to create a gateway into the park. (Another
entrance portal is being considered for installation on the northern edge of
Dunning Field to at Griggs and Concordia or at Griggs and Carroll.)
Positive Benefits
The proposed changes will enhance pedestrian safety for the users of Dunning
Field as well as students and staff of Central High School. The traffic signal will
be pedestrian actuated to provide safe oppoKunities for crossing Marshall
Avenue at Griggs as well as create gaps in traffic on Marshafl aflowing for safer
crossings at other non-signalized intersections. The pedestrian crosswalks will
be shorter, reducing the amount of time a pedestrian is exposed to vehicular
conflicts. The pedestrian bump outs allow a pedestrian to have improved sight
lines to approaching vehicles as well as providing drivers with a better view of
pedestrians waiting to cross.
Reduced widths on Marshall Avenue and on Concordia may have a calming
effect on vehicular traffic.
Restriping Marshall Avenue from 4 lanes (2 each way) to 3 lanes (1 through
fane each way plus a continuous left tum lane) wilf result in operation of the
roadway which will be consistent with the lane striping on Marshall east of
Lexington as well as west of Snelling. (Roadway striping changes wi{I be
performed by Public Works in conjunction with this project but will be done as
maintenance work from our Traffic Operations budget.)
The bridge portals will visually enhance the entrance to Dunning Field creating
a focal point for pedestrian crossings at designated crosswalks.
The salvaged bridge portal(s) have historical significance to the community and
would be put back in service.

Adverse Effects
A smali amouni (approximately 100 fieet) of on street parking will be lost on the
north side of Marshall between Griggs and Dunlap due to the relocation of the
parking lot driveway. Approximateiy 260 feet of parking will be retained. This
parking area is occasionally used by school busses serving Central High
School.
Sfightly higher noise fevefs may be observed by neighboring residents due to
the starting and stopping of vehicles at the traffic signal.
The City (Public Works) will need to maintain and operate the traffic signal at a
cost of appraximately $2,500 per year.
The City (Parks andlor Public Works) will need to ma+ntain the bridge portal
(approximately $1,000 every ten years).
