RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City
officers shall calculate all e�enses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

This project is being completed under the Residential Street Paving Program. This is one of Five RSP projects selected by
the Department of Pubiic Works, approved by 1he Long Range Capital improvement 8udget Committee, and the City
Council (Council Resolution 97-216).
ADVANTAGESIFAPPROVED.
A newly rebuilt roadway, with curb and gutter, will restore the drivability of this street and continue our efforts to improve the
street system in Saint Paul. The new street lighting will also improve safety in the area.

PROJECT:
Construction of concrete curb and gutter, a new bituminous surtaced roadway,
concrefe driveway aprons and outwalks, boulevard sodding, tree planting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
lantern sty{e 4ighting system in an area referred to as Rai{road Island RSP (Area 29),
bounded by Bush to the north, Payne to the east, E. Seventh to the south, and
Railroad right-of-way to the west.
EXISTING CONDITIONS:
The oiled streets, some of which have intermittent sections of curb, or no curb, are in
generally poor condition. The majority of the street lighting in the project area is NSP
wood pole lighting.
The following are oiled streets with intermittent sections of concrete curb:
RIVOLI - Minnehaha to approximately 700' south
CLARK - Minnehaha to approximately 280' north
BRADLEY - Minnehaha to Bush
REANEY - Edgerton to approximately 25�' east of Payne
FRED - Desoto to Bedford
HOPKINS - Payne to approximately 150' east
PETIT - Desoto to Payne
DESOTO - Hopkins to Kenny
KENNY - Desoto to Srunson
BRUNSON - Kenny to Woodward
WOODWARD - Brunson to approximately 18�' east of Payne
PROPOSED IMPROVEMEN7S:
New bituminous roadways with concrete curb and gutter are being proposed. Ail
driveways will be reconstructed with concrete, and new concrete outwafks wilf be
constsucted for each home. Boulevards will be regraded and sodded. A{antern sty4e
lighting system will be constructed to rep(ace the wood po(e lighting. The bent straw
style lighting in this area will remain unchanged. This construction will be to the
indicated widths at the following locations:

Street widths will be selected to correspond to the varying right-of-way widths in the
area and to minimize interference with boulevard trees. New curb wili be hand formed,
if necessary, to avoid damaging trees and/or tree roots. Tree trimming may be
necessary to facilitate construction.
ALTERNATES:
To do noth+ng would be inconsistent with the city's commitment to improve existing
oiled streets.
POSITIVE BENEFITS:
General improvement of the public right-of-way will enhance and add quality to the
neighborhood . Sireet oiling will be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.
ADVERSE EFFECTS:
Normal probiems associated with construction such as noise, dust, reduced access to
property and general disruption will be present.
EFFECT ON TREES:
Street widths wili be sefected to minimize the loss of trees. New trees wi11 be planted
as part of the bou{evard restoration.

INITIATING PROBLEM, ISSUE, OPPORTUNITY (WHO, WHAT, WHEN, WHERE, WHY).
This project is being completed under the Residential Street Paving Program. This is one of Five RSP projects selected by
the Department of Pubiic Works, approved by 1he Long Range Capital improvement 8udget Committee, and the City
Council (Council Resolution 97-216).
ADVANTAGESIFAPPROVED.
A newly rebuilt roadway, with curb and gutter, will restore the drivability of this street and continue our efforts to improve the
street system in Saint Paul. The new street lighting will also improve safety in the area.

PUBLIC HEARING DECEMSER 10, 1997
PROJECT:
Construction of concrete curb and gutter, a new bituminous surtaced roadway,
concrefe driveway aprons and outwalks, boulevard sodding, tree planting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
lantern sty{e 4ighting system in an area referred to as Rai{road Island RSP (Area 29),
bounded by Bush to the north, Payne to the east, E. Seventh to the south, and
Railroad right-of-way to the west.
EXISTING CONDITIONS:
The oiled streets, some of which have intermittent sections of curb, or no curb, are in
generally poor condition. The majority of the street lighting in the project area is NSP
wood pole lighting.
The following are oiled streets with intermittent sections of concrete curb:
RIVOLI - Minnehaha to approximately 700' south
CLARK - Minnehaha to approximately 280' north
BRADLEY - Minnehaha to Bush
REANEY - Edgerton to approximately 25�' east of Payne
FRED - Desoto to Bedford
HOPKINS - Payne to approximately 150' east
PETIT - Desoto to Payne
DESOTO - Hopkins to Kenny
KENNY - Desoto to Srunson
BRUNSON - Kenny to Woodward
WOODWARD - Brunson to approximately 18�' east of Payne
PROPOSED IMPROVEMEN7S:
New bituminous roadways with concrete curb and gutter are being proposed. Ail
driveways will be reconstructed with concrete, and new concrete outwafks wilf be
constsucted for each home. Boulevards will be regraded and sodded. A{antern sty4e
lighting system will be constructed to rep(ace the wood po(e lighting. The bent straw
style lighting in this area will remain unchanged. This construction will be to the
indicated widths at the following locations:

A lantern style lighting system only, will be constructed at the following locations:
ARKWRIGHT - Minnehaha to approximaiely 170' north
DESOTO - Tedesco to Minnehaha
KENNY - Payne to approx+mately 170' east
Street widths will be selected to correspond to the varying right-of-way widths in the
area and to minimize interference with boulevard trees. New curb wili be hand formed,
if necessary, to avoid damaging trees and/or tree roots. Tree trimming may be
necessary to facilitate construction.
ALTERNATES:
To do noth+ng would be inconsistent with the city's commitment to improve existing
oiled streets.
POSITIVE BENEFITS:
General improvement of the public right-of-way will enhance and add quality to the
neighborhood . Sireet oiling will be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.
ADVERSE EFFECTS:
Normal probiems associated with construction such as noise, dust, reduced access to
property and general disruption will be present.
EFFECT ON TREES:
Street widths wili be sefected to minimize the loss of trees. New trees wi11 be planted
as part of the bou{evard restoration.

There will be fiurther resirictions on the amount of time aflowed to work on individual
segments of streets.

House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.
