The Council of the City of Saint Paul has conducted a public hearing upon the
above improvement, due notice thereof having been given as prescribed by the City
Charter; and
WHEREAS, The Council has heard a11 persons, objectians and recommendations
pertaining to said proposed improvement and has fully considered the same; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City
officers shall calculate all e�enses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 0£ the City Charter.

This project is being compieted under the Residential Street Paving Program. This is one of Five RSP projects sefected by
the Department of Public Works, approved by the Long Range Capita( lmprovement Budget Committee, and the City
Council (Council Resolution 97-216).
ADVANTAGESIF
A newly rebuilt roadway, with curb and gutter, will restore the drivability of this street and continue our efforts to improve the
street system in Saint Paui. The new street lighting wiii also improve safety in the area.
IF APPROVED:
Normal problems associated with construction, such as noise, dust and general disruption will occur.

PUSLIC HEARING DECEMBER 10, 1997
PROJECT:
Construction of concrete curb and gutter, a new bifuminous surfaced roadway,
concrete driveway aprons and outwafks, boulevard sodding, tree planting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
fantern styie iighting system in an area referred to as Raiiroad Island RSP (Area 29),
bounded by Bush to the north, Payne to the east, E. Seventh to the south, and
Railroad right-ofi-way to ihe west.
EXISTING CONDITIONS:
The ailed streets, some of which have intermittent sections of curb, or no curb, are in
generaliy poor condition. The majority of the street lighting in the project area is NSP
wood pole lighting.
The foilowing are oiled streets with intermittent sections ot concrete curb:
RIVOLI - Minnehaha to approximately 700' south
CLARK - Minnehaha to approximately 280' north
BRADLEY - Minnehaha to Bush
REANEY - Edgerton to approximately 250' east of Payne
FRED - Desoto to Bedford
HOPKINS - Payne to approximatefy 150' east
PETlT - Desoto to Payne
DESOTO - Hopkins to Kenny
KENNY - Desoto to Brunson
BRUNSON - Kenny to Woodward
WOODWARD - Brunson to approximately 180' east of Payne
PROPOSED IMPROVEMENTS:
New bituminous roadways with concrete curb and gutter are being proposed. All
driveways will be reconstructed with concrete, and new concrete outwalks will be
constructed for each home. Boulevards will be regraded and sodded. A lantern style
lighting system wiA be constructed to replace the wood pole lighting. The bent straw
style lighting in this area wiU remain unchanged. This construction will be to the
indicated widths at the following locations:
RfVOLI - Minnehaha to approximately 700'
CLARK - Minnehaha to approximately 280'
BRADLEY - Minnehaha fo Bush (30'-32')
REANEY - Edgerton to approximately 250'
south (30'-32')
north (34'-32')

A lantern style lighting system only, will be constructed at the foilowing locations:

Street widths will be selected to correspond to the varying right-of-way widths in the
area and to minimize interference with boulevard trees. New curb will be hand formed,
if necessary, to avoid damaging trees and/or tree roots. Tree trimming may be
necessary to facilitate construction.
ALTERNATES:
To do nothing would be inconsisient with the city's commitment to improve existing
oiled streets.
POSITfVE BENEFiTS:
Genera{ improvement of the public right-of-way wi{I enhance and add qua{ity to the
neighborhood . Street oi4ing will be eliminated. Lantern sty{e {ighting wiil enhance
neighborhood safety and esthet+cs.
ADVERSE EFFECTS:
Normal problems associated with construction such as noise, dust, reduced access to
property and general disruption will be present.
EFFECT ON TREES:�
Street widths will be selected to minimize the loss of trees. New trees will be planted
as part of the boulevard restoration.

TIME SCHEDULE:
The project wiif begin in the spring of 1998 and wiii be compieted by late fali of 1998.
There will be further resirictions on the amount of time aliowed to work on individual
segments of sireets.

YOUR ASSESSMENT WILL BE COLLECTED ACCORDING TO THE FOLLOWING PROCEDURE:
PAYMENT When the construction, which will begin some time after approval of the project, has
INFORMATION been completed or substantially completed, you will be notified of another public
heazing, which will occur either in the same yeaz as the construction or the year
following the construction. This public hearing is called "RATIFICATION OF
ASSESSMEN'TS", at which time the City Council will consider the approval of the
assessments for the project.
You will receive more information at the time of the Ratification of Assessmenu
public hearing concerning the number of years the assessment will run and the
interest rate.
A few days after the Ratification of Assessments, you will receive an invoice. You
will then have the opportunity to pay all or part of your assessment within 30 days
without interest. Any remaining balances will be collected with your property taxes
over a period of 1 to 20 yeazs. Partial payments of $40.00 or more will be accepted
at any time.
DEFERRED Persons 65 and older or retired by virtue of a permanent and total clisability may
PAYMENTS qualify for defened payment of special assessments. If it would be a hazdship and
you homestead the property, you may apply for deferred payment foIlowiag approval
of the Ratification of Assessments by the City Council.
This plan will defer payment, it will not forgive the payment. During the deferral
period interest will conYinue to accrue.
For more information on deferments, please call 266-8858.
CONNECTIONS If the project is for a storm sewer and/or street paving, you may request new
connections for storm sewer, sanitary sewer or water main. As installation at a later
date will be more eacpensive, we suggest you consider installation of these connections
at this time for vacant properties.
Aiso, if you have a connection that is faulty, broken or deteriorated, you may have it
repaired during construction of the project. The Public Works Department will notify
you if your connection needs repair.
New connections and repaired connections vsrill be assessed.
INFORMATION For the benefit of ihose who will be unable to attend the hearings, Cablevision will
carry the program live on Channel 18 at the scheduled time shown on the reverse
side of this notice.

the Department of Public Works, approved by the Long Range Capita( lmprovement Budget Committee, and the City

ADVANTAGESIF
A newly rebuilt roadway, with curb and gutter, will restore the drivability of this street and continue our efforts to improve the
street system in Saint Paui. The new street lighting wiii also improve safety in the area.

PUSLIC HEARING DECEMBER 10, 1997
PROJECT:
Construction of concrete curb and gutter, a new bifuminous surfaced roadway,
concrete driveway aprons and outwafks, boulevard sodding, tree planting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
fantern styie iighting system in an area referred to as Raiiroad Island RSP (Area 29),
bounded by Bush to the north, Payne to the east, E. Seventh to the south, and
Railroad right-ofi-way to ihe west.
EXISTING CONDITIONS:
The ailed streets, some of which have intermittent sections of curb, or no curb, are in
generaliy poor condition. The majority of the street lighting in the project area is NSP
wood pole lighting.
The foilowing are oiled streets with intermittent sections ot concrete curb:
RIVOLI - Minnehaha to approximately 700' south
CLARK - Minnehaha to approximately 280' north
BRADLEY - Minnehaha to Bush
REANEY - Edgerton to approximately 250' east of Payne
FRED - Desoto to Bedford
HOPKINS - Payne to approximatefy 150' east
PETlT - Desoto to Payne
DESOTO - Hopkins to Kenny
KENNY - Desoto to Brunson
BRUNSON - Kenny to Woodward
WOODWARD - Brunson to approximately 180' east of Payne
PROPOSED IMPROVEMENTS:
New bituminous roadways with concrete curb and gutter are being proposed. All
driveways will be reconstructed with concrete, and new concrete outwalks will be
constructed for each home. Boulevards will be regraded and sodded. A lantern style
lighting system wiA be constructed to replace the wood pole lighting. The bent straw
style lighting in this area wiU remain unchanged. This construction will be to the
indicated widths at the following locations:

CLARK - Minnehaha to approximately 280'
BRADLEY - Minnehaha fo Bush (30'-32')
REANEY - Edgerton to approximately 250'

Street widths will be selected to correspond to the varying right-of-way widths in the
area and to minimize interference with boulevard trees. New curb will be hand formed,
if necessary, to avoid damaging trees and/or tree roots. Tree trimming may be
necessary to facilitate construction.
ALTERNATES:
To do nothing would be inconsisient with the city's commitment to improve existing
oiled streets.
POSITfVE BENEFiTS:
Genera{ improvement of the public right-of-way wi{I enhance and add qua{ity to the
neighborhood . Street oi4ing will be eliminated. Lantern sty{e {ighting wiil enhance
neighborhood safety and esthet+cs.
ADVERSE EFFECTS:
Normal problems associated with construction such as noise, dust, reduced access to
property and general disruption will be present.
EFFECT ON TREES:�
Street widths will be selected to minimize the loss of trees. New trees will be planted
as part of the boulevard restoration.

PAYMENT When the construction, which will begin some time after approval of the project, has

heazing, which will occur either in the same yeaz as the construction or the year
following the construction. This public hearing is called "RATIFICATION OF
ASSESSMEN'TS", at which time the City Council will consider the approval of the
assessments for the project.
You will receive more information at the time of the Ratification of Assessmenu
public hearing concerning the number of years the assessment will run and the
interest rate.
A few days after the Ratification of Assessments, you will receive an invoice. You
will then have the opportunity to pay all or part of your assessment within 30 days
without interest. Any remaining balances will be collected with your property taxes
over a period of 1 to 20 yeazs. Partial payments of $40.00 or more will be accepted
at any time.
DEFERRED Persons 65 and older or retired by virtue of a permanent and total clisability may
PAYMENTS qualify for defened payment of special assessments. If it would be a hazdship and
you homestead the property, you may apply for deferred payment foIlowiag approval
of the Ratification of Assessments by the City Council.
This plan will defer payment, it will not forgive the payment. During the deferral
period interest will conYinue to accrue.

CONNECTIONS If the project is for a storm sewer and/or street paving, you may request new
connections for storm sewer, sanitary sewer or water main. As installation at a later
date will be more eacpensive, we suggest you consider installation of these connections
at this time for vacant properties.
Aiso, if you have a connection that is faulty, broken or deteriorated, you may have it
repaired during construction of the project. The Public Works Department will notify
you if your connection needs repair.
New connections and repaired connections vsrill be assessed.

the Department of Public Works, approved by the Long Range Capita( lmprovement Budget Committee, and the City

ADVANTAGESIF
A newly rebuilt roadway, with curb and gutter, will restore the drivability of this street and continue our efforts to improve the
street system in Saint Paui. The new street lighting wiii also improve safety in the area.

PUSLIC HEARING DECEMBER 10, 1997
PROJECT:
Construction of concrete curb and gutter, a new bifuminous surfaced roadway,
concrete driveway aprons and outwafks, boulevard sodding, tree planting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
fantern styie iighting system in an area referred to as Raiiroad Island RSP (Area 29),
bounded by Bush to the north, Payne to the east, E. Seventh to the south, and
Railroad right-ofi-way to ihe west.
EXISTING CONDITIONS:
The ailed streets, some of which have intermittent sections of curb, or no curb, are in
generaliy poor condition. The majority of the street lighting in the project area is NSP
wood pole lighting.
The foilowing are oiled streets with intermittent sections ot concrete curb:
RIVOLI - Minnehaha to approximately 700' south
CLARK - Minnehaha to approximately 280' north
BRADLEY - Minnehaha to Bush
REANEY - Edgerton to approximately 250' east of Payne
FRED - Desoto to Bedford
HOPKINS - Payne to approximatefy 150' east
PETlT - Desoto to Payne
DESOTO - Hopkins to Kenny
KENNY - Desoto to Brunson
BRUNSON - Kenny to Woodward
WOODWARD - Brunson to approximately 180' east of Payne
PROPOSED IMPROVEMENTS:
New bituminous roadways with concrete curb and gutter are being proposed. All
driveways will be reconstructed with concrete, and new concrete outwalks will be
constructed for each home. Boulevards will be regraded and sodded. A lantern style
lighting system wiA be constructed to replace the wood pole lighting. The bent straw
style lighting in this area wiU remain unchanged. This construction will be to the
indicated widths at the following locations:

CLARK - Minnehaha to approximately 280'
BRADLEY - Minnehaha fo Bush (30'-32')
REANEY - Edgerton to approximately 250'

Street widths will be selected to correspond to the varying right-of-way widths in the
area and to minimize interference with boulevard trees. New curb will be hand formed,
if necessary, to avoid damaging trees and/or tree roots. Tree trimming may be
necessary to facilitate construction.
ALTERNATES:
To do nothing would be inconsisient with the city's commitment to improve existing
oiled streets.
POSITfVE BENEFiTS:
Genera{ improvement of the public right-of-way wi{I enhance and add qua{ity to the
neighborhood . Street oi4ing will be eliminated. Lantern sty{e {ighting wiil enhance
neighborhood safety and esthet+cs.
ADVERSE EFFECTS:
Normal problems associated with construction such as noise, dust, reduced access to
property and general disruption will be present.
EFFECT ON TREES:�
Street widths will be selected to minimize the loss of trees. New trees will be planted
as part of the boulevard restoration.

The project wiif begin in the spring of 1998 and wiii be compieted by late fali of 1998.
There will be further resirictions on the amount of time aliowed to work on individual

YOUR ASSESSMENT WILL BE COLLECTED ACCORDING TO THE FOLLOWING PROCEDURE:
PAYMENT When the construction, which will begin some time after approval of the project, has
INFORMATION been completed or substantially completed, you will be notified of another public
heazing, which will occur either in the same yeaz as the construction or the year
following the construction. This public hearing is called "RATIFICATION OF
ASSESSMEN'TS", at which time the City Council will consider the approval of the
assessments for the project.
You will receive more information at the time of the Ratification of Assessmenu
public hearing concerning the number of years the assessment will run and the
interest rate.
A few days after the Ratification of Assessments, you will receive an invoice. You
will then have the opportunity to pay all or part of your assessment within 30 days
without interest. Any remaining balances will be collected with your property taxes
over a period of 1 to 20 yeazs. Partial payments of $40.00 or more will be accepted
at any time.
DEFERRED Persons 65 and older or retired by virtue of a permanent and total clisability may
PAYMENTS qualify for defened payment of special assessments. If it would be a hazdship and
you homestead the property, you may apply for deferred payment foIlowiag approval
of the Ratification of Assessments by the City Council.
This plan will defer payment, it will not forgive the payment. During the deferral
period interest will conYinue to accrue.

CONNECTIONS If the project is for a storm sewer and/or street paving, you may request new
connections for storm sewer, sanitary sewer or water main. As installation at a later
date will be more eacpensive, we suggest you consider installation of these connections
at this time for vacant properties.
Aiso, if you have a connection that is faulty, broken or deteriorated, you may have it
repaired during construction of the project. The Public Works Department will notify
you if your connection needs repair.
New connections and repaired connections vsrill be assessed.
INFORMATION For the benefit of ihose who will be unable to attend the hearings, Cablevision will
carry the program live on Channel 18 at the scheduled time shown on the reverse
side of this notice.
