WHEREAS, The Council has heard all persons, objections and recommendations

therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City
officers shall calculate all e�enses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

PRO7ECT:
Construction of concrete curb and gutter, a new bituminous surfaced roadway, concrete driveway
aprons, boulevard sodding, tree planting, water and sewer service connections and reconnections,
sanitary sewer repairs, and construct a lantern style lighting system in the area called
BidwelUCongress RSVP (Area 17).
EXISTIATG CONDITIONS:
The local streets in the project area include newer paved, oiled and older paved streets. Some of
the oiled streets have sections of concrete curb. The oiled street surfaces are in fair to poor
condition. Prospect Blvd. between Bidwell and Hall is an old paved street which was consuvcted
in 1937, and is in poor condition. The newer paved streets and Prospect Blvd. between Bidwell
and Hall have existing bent straw street lighting. The oiled streets have NSP wood pole lighting.
PROPOSED IMPROVEA�fENTS
Improve the following oiled and older paved ]ocal residential streets by the construction of
concrete curb and gutter, new bituminous surfaced roadway, concrete driveway aprons, and
boulevard sodding and a lantern style street lighting system.

POSITIVE BEIvTEFITS:
General improvement of the public right-of-way will enhance and add quality to the
neighborhood. Street oiling would be eliminated. Lantem style lighting will enhance
nei;hborhood safety and esthetics.
ADVERSE EFFECTS:
Normal problems associated with construction such as noise, dust and general disruption will be
present.
EFFEC'I'S ON TREES:
The alignment of the curbs will be selected to nuninvze the ]oss of trees. New trees will be
planted as part of the boulevard restoration
TIME SCHEDULE:
The project will begin in the spring of 1998 and will be completed by late fall of 1998. There will
be funher restrictions on the amount of time work is done on individuai segments of streets.

PRO7ECT:
Construction of concrete curb and gutter, a new bituminous surfaced roadway, concrete driveway
aprons, boulevard sodding, tree planting, water and sewer service connections and reconnections,
sanitary sewer repairs, and construct a lantern style lighting system in the area called
BidwelUCongress RSVP (Area 17).
EXISTIATG CONDITIONS:
The local streets in the project area include newer paved, oiled and older paved streets. Some of
the oiled streets have sections of concrete curb. The oiled street surfaces are in fair to poor
condition. Prospect Blvd. between Bidwell and Hall is an old paved street which was consuvcted
in 1937, and is in poor condition. The newer paved streets and Prospect Blvd. between Bidwell
and Hall have existing bent straw street lighting. The oiled streets have NSP wood pole lighting.
PROPOSED IMPROVEA�fENTS
Improve the following oiled and older paved ]ocal residential streets by the construction of
concrete curb and gutter, new bituminous surfaced roadway, concrete driveway aprons, and
boulevard sodding and a lantern style street lighting system.

ALTERNATES:
To do nothing would be inconsistent with che city's commitment to irnprove existing oiled and
older paved residential streets.
POSITIVE BEIvTEFITS:
General improvement of the public right-of-way will enhance and add quality to the
neighborhood. Street oiling would be eliminated. Lantem style lighting will enhance
nei;hborhood safety and esthetics.
ADVERSE EFFECTS:
Normal problems associated with construction such as noise, dust and general disruption will be
present.
EFFEC'I'S ON TREES:
The alignment of the curbs will be selected to nuninvze the ]oss of trees. New trees will be
planted as part of the boulevard restoration
TIME SCHEDULE:
The project will begin in the spring of 1998 and will be completed by late fall of 1998. There will
be funher restrictions on the amount of time work is done on individuai segments of streets.

The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having consiclered saicl report, hereby resolves:

That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is assessed at the rate in effect at the time
of installation.
That a public hearing be had on said improvement on the 3rd day of December,
1997,at 4:30 o'clock P.M., in the Council Chambers of the City Hall and Court
House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.
