The Council of the City of Saint Paul has conducted a public hearing upon the
above improvement, due notice thereof having been given as prescribed by the City
Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations
pertaining to said proposed improvement and has fully considerecl the same; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTFIER RESQLVED, That upon the completion of said improvement, the proper City
officers shall calculate all expenses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

PROJECT:
Construction of concrete curb and gutter, a new bituminous surfaced roadway, concrete driveway
aprons, boulevard sodding, tree planting, water and sewer service connections and reconnections,
sanitary sewer repairs, and construct a lantern style lighting system in the area called
BidweU/Congress RSVP (Area 17).
EXISTING CONDITIONS:
The local streets in the project area include newer paved, oiled and older paved streets. Some of
the oiled streets have sections of concrete curb. The oiled street surfaces are in fair to poor
condition. Prospect Bivd. between Bidwell and Hall is an old paved street which was consuvcted
in 1437, and is in poor condition. The newer paved streets and Prospect Bivd. between Bidwell
and Hall have existing bent straw street lightin;. The oiled streets have r SP wood pole lighting.
PROPOSEDIMPROVEMENTS
Improve the following oiled and older paved ]ocal residential streets by the construction of
concrete curb and gutter, new bituminous surfaced roadway, concrete driveway aprons, and
boulevard sodding and a lantern style street lighting system.

ALTERNATES:
To do nothing would be inconsistent with che city's commitment to improve existing oiled and
older paved residential streets.
POSITIVE BENEFITS:
General improvement of the public right-of-way �vill enhance and add quality to the
neighborhood. Street oiling would be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.
ADVERSE EFFECTS:
Normal problems associated with construction such as noise, dust and general disrup2ion will be
present.
EFFECTS ON TREES:
The alignment of the curbs will be selected to nvninvze the loss of trees. New trees will be
planted as pazt of the boulevazd restoration
TIME SCHEDULE:
The project will begin in the spring of 1998 and will be completed by late fall of 1998. There will
be funher restrictions on the amount of time work is done on individual segments of streets.

That a public hearing be had on said improvement on the 3rd day of December,
1997,at 4:30 o'clock P.M., in the Council Chambers of the City Hall and Court
Aouse Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

ALTERNATES:
To do nothing would be inconsistent with che city's commitment to improve existing oiled and
older paved residential streets.
POSITIVE BENEFITS:
General improvement of the public right-of-way �vill enhance and add quality to the
neighborhood. Street oiling would be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.
ADVERSE EFFECTS:
Normal problems associated with construction such as noise, dust and general disrup2ion will be
present.
EFFECTS ON TREES:
The alignment of the curbs will be selected to nvninvze the loss of trees. New trees will be
planted as pazt of the boulevazd restoration
TIME SCHEDULE:
The project will begin in the spring of 1998 and will be completed by late fall of 1998. There will
be funher restrictions on the amount of time work is done on individual segments of streets.

that the estimated cost thereof is $1,756,762 financed by 1998 Capital
Improvement Bonds $1,300,090 and Assessments $456,672.
That a public hearing be had on said improvement on the 3rd day of December,
1997,at 4:30 o'clock P.M., in the Council Chambers of the City Hall and Court
Aouse Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

above improvement, due notice thereof having been given as prescribed by the City

WHEREAS, The Council has heard all persons, objections and recommendations
pertaining to said proposed improvement and has fully considerecl the same; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTFIER RESQLVED, That upon the completion of said improvement, the proper City
officers shall calculate all expenses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

PROJECT:
Construction of concrete curb and gutter, a new bituminous surfaced roadway, concrete driveway
aprons, boulevard sodding, tree planting, water and sewer service connections and reconnections,
sanitary sewer repairs, and construct a lantern style lighting system in the area called
BidweU/Congress RSVP (Area 17).
EXISTING CONDITIONS:
The local streets in the project area include newer paved, oiled and older paved streets. Some of
the oiled streets have sections of concrete curb. The oiled street surfaces are in fair to poor
condition. Prospect Bivd. between Bidwell and Hall is an old paved street which was consuvcted
in 1437, and is in poor condition. The newer paved streets and Prospect Bivd. between Bidwell
and Hall have existing bent straw street lightin;. The oiled streets have r SP wood pole lighting.
PROPOSEDIMPROVEMENTS
Improve the following oiled and older paved ]ocal residential streets by the construction of
concrete curb and gutter, new bituminous surfaced roadway, concrete driveway aprons, and
boulevard sodding and a lantern style street lighting system.
