RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City
officers shall calculate all e�enses incurred therein and shall report the same to

We, the undersigned, request that the width ofAudley Avenue, from Hythe Street to
Cleveland Avenue North, be set at 28 feet. This is a reduction of two feet in the width
proposed by the city for the entire length of Dudley Avenue from Grantham Street to
Cleveland Avenue North. We agree that there would be parking pernutted only on one
side if this two-block portion were to be set at 28 feet.

"I7uwk you for taking on a near impossible job in what has to be one of the most disputative
neighborhoods in the City. I have attempted to contact all of my neighbors on Branston Street
who have houses lying north of Hendon Pazk. The following homeowners have indicated a desire
to maintain the cturent street width, (minimum 35 feet) and indicated they do not want a stzeet
less than the city standard of 32 feet.

PROJECT
Construction of concrete curb and gutter, new bituminous surfaced
roadways, concrete driveway aprons and outwalks, boulevard sodding, tree
planting, lead water service replacements, sanitary sewer repairs, and
installation of a lantern style street lighting system in the azea called
Doswell/Chelmsford RSVP Project (Area 65), generally bounded by Como
Avenue on the southwest, Hoyt Avenue on the north, Cleveland Avenue on
the east, and Carter Avenue on the south (see attached map).
EXISTING CONDITIONS
All the streets in the project area are oiled streets. Some of them have
entire blocks or sections of concrete curb. The street surfaces are in fair to
poor condition. Any existing street lighting within the project area is on
NSP wood poles.
PROPOSED IMPROVEMENTS
It is proposed to improve the following oiled streets by the construction of
concrete curb and gutter, new bituminous surfaced roadways, concrete
driveway aprons and outwalks, boulevard sodding, tree planting, and a
lantern style street lighting system. (The preliminary proposed street
widths are shown in parenthesis.)

Decisions regarding the final street widths will be made keeping in mind
the right-of-way widths, the impact on boulevard trees, and any relevant
neighborhood issues.

ALTERNATES
To do nothing would be inconsistent with the City's commitment to improve
existing oiled streets.
POSITIVE BENEFITS
General improvement of the public right-of-way will enhance and add quality
to the neighborhood. The newly rebuilt roadways will improve drivability of
the neighborhood, and continue the City's efforts to improve the street
system in Saint Paul. Street oiling in this neighborhood will be eliminated.
Lantern style lighting will enhance neighborhood safety and esthetics.
ADVERSE EFFECTS
Normal problems associated with construction such as noise, dust and
general disruption will be present.
EFFECTS ON TREES
The alignment of the curbs will be selected to minimize the loss of trees.
New trees wiil be planted as part of the boulevard restoration.
TIME SCHEDULE
The project will begin in the spring of 1998 and will be completed by late
fall of 1998. There will be further restrictions on the amount of time work
is done on individual segments of streets.

To do nothing would be inconsistent with the City's commitment to improve
existing oiled streets.
POSITIVE BENEFITS
General improvement of the public right-of-way will enhance and add quality
to the neighborhood. The newly rebuilt roadways will improve drivability of
the neighborhood, and continue the City's efforts to improve the street
system in Saint Paul. Street oiling in this neighborhood will be eliminated.
Lantern style lighting will enhance neighborhood safety and esthetics.
ADVERSE EFFECTS
Normal problems associated with construction such as noise, dust and
general disruption will be present.
EFFECTS ON TREES
The alignment of the curbs will be selected to minimize the loss of trees.
New trees wiil be planted as part of the boulevard restoration.
TIME SCHEDULE
The project will begin in the spring of 1998 and will be completed by late
fall of 1998. There will be further restrictions on the amount of time work
is done on individual segments of streets.

Paving Project
We, the undersigned, request that the width ofAudley Avenue, from Hythe Street to
Cleveland Avenue North, be set at 28 feet. This is a reduction of two feet in the width
proposed by the city for the entire length of Dudley Avenue from Grantham Street to
Cleveland Avenue North. We agree that there would be parking pernutted only on one
side if this two-block portion were to be set at 28 feet.

neighborhoods in the City. I have attempted to contact all of my neighbors on Branston Street
who have houses lying north of Hendon Pazk. The following homeowners have indicated a desire
to maintain the cturent street width, (minimum 35 feet) and indicated they do not want a stzeet
less than the city standard of 32 feet.

PROJECT
Construction of concrete curb and gutter, new bituminous surfaced
roadways, concrete driveway aprons and outwalks, boulevard sodding, tree
planting, lead water service replacements, sanitary sewer repairs, and
installation of a lantern style street lighting system in the azea called
Doswell/Chelmsford RSVP Project (Area 65), generally bounded by Como
Avenue on the southwest, Hoyt Avenue on the north, Cleveland Avenue on
the east, and Carter Avenue on the south (see attached map).
EXISTING CONDITIONS
All the streets in the project area are oiled streets. Some of them have
entire blocks or sections of concrete curb. The street surfaces are in fair to
poor condition. Any existing street lighting within the project area is on
NSP wood poles.
PROPOSED IMPROVEMENTS
It is proposed to improve the following oiled streets by the construction of
concrete curb and gutter, new bituminous surfaced roadways, concrete
driveway aprons and outwalks, boulevard sodding, tree planting, and a
lantern style street lighting system. (The preliminary proposed street
widths are shown in parenthesis.)
