EXISTING CONDITIONS All the streets in the project area are oiled streets. Some of them have entire blocks or sections of concrete curb. The street surfaces are in fair to poor condition. Any existing street lighting within the project area is on 1VSP wood poles. ADVERSE EFFECTS Normal problems associated with construction such as noise, dust and general disruption will be present. EFFECTS ON TREES The alignment of the curbs will be selected to minimize the loss of trees. New trees wiil be planted as part of the boulevard restoration. TIME SCHEIIULE The project will begin in the spring of 1998 and will be completed by late fall of 1998. There wili be further restrictions on the amount of time work is done on individual segments of streets. I came to St. Paul as a new member of the faculty in landscape architecture. I bought our family's house, in part, because it was located on a short, narrow street, Hythe Street, just a block and a half from a park. I had grown up in a small village in Illinois. I knew when I saw this house for sale on this street that it was an opportunity to invest in a unique neighborhood in the city. I only found out later that the neighborhood had been designed by H. W. S. Cleveland, the nineteenth-ceniury landscape architect of many Twin Cities parks including Como. Cleveland became the subject of an important facet of my research. St. Anthony Park has always been an attractive place in which to live. This long term attractiveness has been sustained by its residents. They have created a social environment that is intimately connected to the village-like scale of our neighborhood. Our streets are our primary public landscape. Their beautiful, intimate character has created this attractive village environment. They provide the fundamental structure that underpins all of the values of ous community--social and economic. The character of the cosnmunity was conceived in the original landscape design of the neighborhood which envisioned a park like atmosphere and an emphasis on pedestrian traffic. Despite its close proximity to a largely commuter U of M campus, this atmosphere has surv+ved for lOQ years. lt is the reason thaf our family and most of our neighbors chaose fo live in St. Anthony Park and the city of St. Paul. 1 believe the city of St. Pa�al sta�f desenres a great deal of credit for their hard uvork and wiilingness to work with local citizens. In addition, the committee that formed last spring has spent hundreds of hQUrs listening and ccansidering the neecls af the loca! citizens. This is how government should and can work. The end result is a pfan that meets the needs of the city and has very broad support within the St. Anthony Park community, as evidenced by recent public meetings. I came to St. Paul as a new member of the faculty in landscape architecture. I bought our family's house, in part, because it was located on a short, narrow street, Hythe Street, just a block and a half from a park. I had grown up in a small village in Illinois. I knew when I saw this house for sale on this street that it was an opportunity to invest in a unique neighborhood in the city. I only found out later that the neighborhood had been designed by H. W. S. Cleveland, the nineteenth-ceniury landscape architect of many Twin Cities parks including Como. Cleveland became the subject of an important facet of my research. St. Anthony Park has always been an attractive place in which to live. This long term attractiveness has been sustained by its residents. They have created a social environment that is intimately connected to the village-like scale of our neighborhood. Our streets are our primary public landscape. Their beautiful, intimate character has created this attractive village environment. They provide the fundamental structure that underpins all of the values of ous community--social and economic. The character of the cosnmunity was conceived in the original landscape design of the neighborhood which envisioned a park like atmosphere and an emphasis on pedestrian traffic. Despite its close proximity to a largely commuter U of M campus, this atmosphere has surv+ved for lOQ years. lt is the reason thaf our family and most of our neighbors chaose fo live in St. Anthony Park and the city of St. Paul. 1 believe the city of St. Pa�al sta�f desenres a great deal of credit for their hard uvork and wiilingness to work with local citizens. In addition, the committee that formed last spring has spent hundreds of hQUrs listening and ccansidering the neecls af the loca! citizens. This is how government should and can work. The end result is a pfan that meets the needs of the city and has very broad support within the St. Anthony Park community, as evidenced by recent public meetings. EXISTING CONDITIONS All the streets in the project area are oiled streets. Some of them have entire blocks or sections of concrete curb. The street surfaces are in fair to poor condition. EFFECTS ON TREES The alignment of the curbs will be selected to minimize the loss of trees. New trees wiil be planted as part of the boulevard restoration. TIME SCHEIIULE The project will begin in the spring of 1998 and will be completed by late fall of 1998. I came to St. Paul as a new member of the faculty in landscape architecture. I bought our family's house, in part, because it was located on a short, narrow street, Hythe Street, just a block and a half from a park. I had grown up in a small village in Illinois. I knew when I saw this house for sale on this street that it was an opportunity to invest in a unique neighborhood in the city. I only found out later that the neighborhood had been designed by H. W. S. Cleveland, the nineteenth-ceniury landscape architect of many Twin Cities parks including Como. Cleveland became the subject of an important facet of my research. St. Anthony Park has always been an attractive place in which to live. This long term attractiveness has been sustained by its residents. They have created a social environment that is intimately connected to the village-like scale of our neighborhood. Our streets are our primary public landscape. Their beautiful, intimate character has created this attractive village environment. They provide the fundamental structure that underpins all of the values of ous community--social and economic. The character of the cosnmunity was conceived in the original landscape design of the neighborhood which envisioned a park like atmosphere and an emphasis on pedestrian traffic. Despite its close proximity to a largely commuter U of M campus, this atmosphere has surv+ved for lOQ years. lt is the reason thaf our family and most of our neighbors chaose fo live in St. Anthony Park and the city of St. Paul. 1 believe the city of St. Pa�al sta�f desenres a great deal of credit for their hard uvork and wiilingness to work with local citizens. In addition, the committee that formed last spring has spent hundreds of hQUrs listening and ccansidering the neecls af the loca! citizens. This is how government should and can work. The end result is a pfan that meets the needs of the city and has very broad support within the St. Anthony Park community, as evidenced by recent public meetings.
