The Council of the City of Saint Paul has conducted a public hearing upon the
above improvement, due notice thereof having been given as prescribed by the City
Charter; and
WAEREAS, The Council has heard all persons, objections and recommendations
pertaining to said proposed improvement and has fully considered the same; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Pau1 does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City
officers shall calculate all expenses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

This project is being compieted under the Residential Street Paving Program. This is one of five RSP projects selected by
the Department of Public Works, approved by the Long Range Capital Improvement Budget Committee and the City
Council (Council Resolution 97-216).
ADVANTAGESIF
A newly rebuilt roadway, with new curb and gutter, will restore the drivability of this street and continue our efforts to
improve the street system in Saint Paul. The new street fighting will also improve safety in the area.
DISADVAMAGES IF APPROVED:
Normai problems associated with construction, such as noise, dust and general disruption wili occur.

PROJECT:
Construction of concrete curb and gutter, a new bituminous surfaced roadway,
concrete driveway aprons and outwalks, boulevard sodding, tree planting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
lantern style lighting system in an area referred to as Thomas / Mackubin RSP
(Area 41), bounded by Minnehaha to the north, Western to the east, University to the
south, and Dale to ihe wesi.
EXISTING CONDITIONS:
The oiled streets, some of which have intermittent seciions ofi curb, or no curb, are in
generaliy poor condition. The majority of the street lighting in the project area is NSP
wood pole lighting.
The fioilowing are oiled sireets with intermiitent sections ofi concrete curb:
BLAIR - Dale to Mackubin
LAFOND - Dale to Mackubin
EDMUND - Daie to Arundel
CHAR�ES -Dale to Mackubin
SHERBURNE - Dale to Western
KENT - University to Minnehaha

The foilowing are oider residential paved streets:
BLAIR - Arundel to Western
LAFOND - Arundel to Westem
PROPOSED 1MPROVEMENTS:
New bituminous roadways with concrete curb and gutter are proposed to be
constructed to a width of 9.8 meters, or approximately 32 feet. All driveways will be
reconstructed with concrete, and new concrete outwafks wi11 be construcied for each

home. Boulevards wili be regraded and sodded. A lantern style lighting system wi�l be
constructed with the newly paved streets.
Street widths will be selected to minimize interference with boulevard trees. New curb
will be hand formed, if necessary, to avoid damaging trees and/or tree roots. Tree
trimming may be necessary to facilitate construction.
ALTERNATES:
To do nothing would be inconsistent with the city's commitment to improve existing
oiled streets.
POSITIVE BENEFtTS:
General improvement of the public right-of-way will enhance and add quality to the
neighborhood . Street oiling will be eliminated. Lantern style lighting wiil enhance
neighborhood safety and esthetics.
ADVERSE EFFECTS:
Normal problems associated with construction such as noise, dust, reduced access to
property and general disruption wifl be present.
EFFECT ON TREES:
Street widths will be selected to minimize the loss ofi trees. New trees wili be planted
as part of the boulevard restoration.
TIME SCHEDULE:
The project will begin in the spring of 1998 and will be completed by late fali of 1998.
There wiil be further restrictions on the amount of time ailowed to work on +ndividual
segments of streets.

1997,at 4:30 o'clock P.M., in the Council Chambers of the City Hall and Court
House Building in the City of Saint Paul.
3. That notice o£ said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

that the estimated cost thereof is $1,532,837 financed by Capital Improvement
Bonds $1,135,224 and Assessments $397,613.
2. That a public hearing be had on said improvement on the 26th day of November,
1997,at 4:30 o'clock P.M., in the Council Chambers of the City Hall and Court
House Building in the City of Saint Paul.
3. That notice o£ said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.

above improvement, due notice thereof having been given as prescribed by the City
Charter; and
WAEREAS, The Council has heard all persons, objections and recommendations
pertaining to said proposed improvement and has fully considered the same; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Pau1 does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City
officers shall calculate all expenses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

This project is being compieted under the Residential Street Paving Program. This is one of five RSP projects selected by
the Department of Public Works, approved by the Long Range Capital Improvement Budget Committee and the City
Council (Council Resolution 97-216).
ADVANTAGESIF
A newly rebuilt roadway, with new curb and gutter, will restore the drivability of this street and continue our efforts to
improve the street system in Saint Paul. The new street fighting will also improve safety in the area.
DISADVAMAGES IF APPROVED:
Normai problems associated with construction, such as noise, dust and general disruption wili occur.

PROJECT:
Construction of concrete curb and gutter, a new bituminous surfaced roadway,
concrete driveway aprons and outwalks, boulevard sodding, tree planting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
lantern style lighting system in an area referred to as Thomas / Mackubin RSP
(Area 41), bounded by Minnehaha to the north, Western to the east, University to the
south, and Dale to ihe wesi.
EXISTING CONDITIONS:
The oiled streets, some of which have intermittent seciions ofi curb, or no curb, are in
generaliy poor condition. The majority of the street lighting in the project area is NSP
wood pole lighting.
The fioilowing are oiled sireets with intermiitent sections ofi concrete curb:
BLAIR - Dale to Mackubin
LAFOND - Dale to Mackubin
EDMUND - Daie to Arundel
CHAR�ES -Dale to Mackubin
SHERBURNE - Dale to Western
KENT - University to Minnehaha
MACKUBIN - University to Thomas
ARUNDEL - University to Sherburne
The foilowing are oider residential paved streets:
BLAIR - Arundel to Western
LAFOND - Arundel to Westem
PROPOSED 1MPROVEMENTS:
New bituminous roadways with concrete curb and gutter are proposed to be
constructed to a width of 9.8 meters, or approximately 32 feet. All driveways will be
reconstructed with concrete, and new concrete outwafks wi11 be construcied for each

home. Boulevards wili be regraded and sodded. A lantern style lighting system wi�l be
constructed with the newly paved streets.
Street widths will be selected to minimize interference with boulevard trees. New curb
will be hand formed, if necessary, to avoid damaging trees and/or tree roots. Tree
trimming may be necessary to facilitate construction.
ALTERNATES:
To do nothing would be inconsistent with the city's commitment to improve existing
oiled streets.
POSITIVE BENEFtTS:
General improvement of the public right-of-way will enhance and add quality to the
neighborhood . Street oiling will be eliminated. Lantern style lighting wiil enhance
neighborhood safety and esthetics.
ADVERSE EFFECTS:
Normal problems associated with construction such as noise, dust, reduced access to
property and general disruption wifl be present.
EFFECT ON TREES:
Street widths will be selected to minimize the loss ofi trees. New trees wili be planted
as part of the boulevard restoration.
TIME SCHEDULE:
The project will begin in the spring of 1998 and will be completed by late fali of 1998.
There wiil be further restrictions on the amount of time ailowed to work on +ndividual
segments of streets.

street paving and fighting is:
$23.83 per ASSESSABLE FOOT for the street paving on residential streefs.
$4.21 per ASSESSABLE FOOT for lantern style street lighting on residentia! streets.
