above improvement, due notice thereof having been given as prescribed by the City
Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations
pertaining to said proposed improvement and has fully considered the same; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City
officers shall calculate all expenses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

PROJECT:
Construction of concrete curb and gutter, a new bituminous surfaced roadway,
concrete driveway aprons and outwalks, boulevard sodding, tree planting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
lantern style lighting system in an area referred to as Thomas / Mackubin RSP
(Area 41), bounded by Minnehaha to the norih, Western to the east, University to the
south, and Dale to the west.
EXiSTING CONDITIONS:
The oiled streets, some of which have intermittent sections of curb, or no curb, are in
generally poor condition. The majority of the street lighting in the pro}act area is NSP
wood pole lighting.
The following are oiled streets with intermittent sections of concrete curb:
BLAIR - Dale to Mackubin
LAFOND - Dale to Mackubin
EDMUND - Dale to Arundel
CHARLES -Dale to Mackubin
SHERBURNE - Dale to Western
KENT - University to Minnehaha
MACKUBIN - University to Thomas
. ARUNDEL - University to Sherburne
The following are o4der residential paved streets:
BLAIR - Arundel to Western
LAFOND - Arundel to Western
PROPOSED IMPROVEMENTS:
New bituminous roadways with concrete curb and gutter are proposed to be
constructed to a width of 9.8 meters, or approximatefy 32 feet. AIi driveways will be
reconstructed with concrete, and new concrete outwaiks will be constructed for each

home. Boulevards wili be regraded and sodded. A lantern style (ighting system will be
constructed with the newly paved streets.
Street widths will be selected to minimize interference with boulevard trees. New curb
will be hand formed, if necessary, to avoid damaging trees and/or tree roots. Tree
trimming may be necessary to facilitate construction.
ALTERNATES:
To do nothing would be inconsistent with the city's commitment to improve existing
oiled streets.
POSITIVE BENEFITS:
General improvement of the public right-of-way will enhance and add quality to the
neighborhood . Street oiling wiil be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.
ADVERSE EFFECTS:
Normal problems associaied with construction such as noise, dust, reduced access to
property and general disruption wiA be present.
EFFECT ON TREES:
Street widths will be selected to minimize the loss of trees. New trees will be planted
as part of the boulevard restoration.
TIME SCHEDULE:
The project will begin in the spring of 1998 and will be compieted by late fall of 1998.
There will be further restrictions on the amount of time aflowed to work on individual
segments of streets.

PUBLIC HEARING NOVEMBER 26, 1997
PROJECT:
Construction of concrete curb and gutter, a new bituminous surfaced roadway,
concrete driveway aprons and outwalks, boulevard sodding, tree planting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
lantern style lighting system in an area referred to as Thomas / Mackubin RSP
(Area 41), bounded by Minnehaha to the norih, Western to the east, University to the
south, and Dale to the west.
EXiSTING CONDITIONS:
The oiled streets, some of which have intermittent sections of curb, or no curb, are in
generally poor condition. The majority of the street lighting in the pro}act area is NSP
wood pole lighting.
The following are oiled streets with intermittent sections of concrete curb:
BLAIR - Dale to Mackubin
LAFOND - Dale to Mackubin
EDMUND - Dale to Arundel
CHARLES -Dale to Mackubin
SHERBURNE - Dale to Western
KENT - University to Minnehaha
MACKUBIN - University to Thomas
. ARUNDEL - University to Sherburne
The following are o4der residential paved streets:
BLAIR - Arundel to Western
LAFOND - Arundel to Western
PROPOSED IMPROVEMENTS:
New bituminous roadways with concrete curb and gutter are proposed to be
constructed to a width of 9.8 meters, or approximatefy 32 feet. AIi driveways will be
reconstructed with concrete, and new concrete outwaiks will be constructed for each

home. Boulevards wili be regraded and sodded. A lantern style (ighting system will be
constructed with the newly paved streets.
Street widths will be selected to minimize interference with boulevard trees. New curb
will be hand formed, if necessary, to avoid damaging trees and/or tree roots. Tree
trimming may be necessary to facilitate construction.
ALTERNATES:
To do nothing would be inconsistent with the city's commitment to improve existing
oiled streets.
POSITIVE BENEFITS:
General improvement of the public right-of-way will enhance and add quality to the
neighborhood . Street oiling wiil be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.
ADVERSE EFFECTS:
Normal problems associaied with construction such as noise, dust, reduced access to
property and general disruption wiA be present.
EFFECT ON TREES:
Street widths will be selected to minimize the loss of trees. New trees will be planted
as part of the boulevard restoration.
TIME SCHEDULE:
The project will begin in the spring of 1998 and will be compieted by late fall of 1998.
There will be further restrictions on the amount of time aflowed to work on individual
segments of streets.

The i 997 assessment rate (1998 assessment rates have yet to be determined) for the
street paving and lighting is:
$23.83 per ASSESSABLE FOOT for the street paving on residential streets.
$4.21 per ASSESSABLE FOOT for lantern style street lighting on residential streets.

In the Matter of The construction and/or repair of sanitary sewer, storm sewer and/or
water service connections, if requested by the property owner, in conjunction with
the Thomas/Mackubin Area Street Paving and Lighting Project. �
The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is assessed at the rate in effect at the time
of installation.
2. That a public hearing be had on said improvement on the 26th day of November,
1997,at 9:30 o'clock P.M., in the Council Chambers of the City Hall and Court
House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.
