above improvement, due notice thereof having been given as prescribed by the City

WHEREAS, The Council has heard all persons, objections and recommendations
pertaining to said proposed improvement and has fully considered the same; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the
above-described improvement be made, and the proper City officers are hereby directed
and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion o£ said improvement, the proper City
officers shall calculate all e;cpenses incurred therein and shall report the same to
the City Council in accordance with Chapter 14 of the City Charter.

REPORT PREPARED June 3D, 1997
Project
The purpose of this project is to expand the decorative, historic lighting and tree landscaping
around Landmark Center and ihereby benefit the pedestrian environment.
Initiating Action
The project was initiated by Minnesota Landmarks, successfully acquiring funding in the 1996
Culturai STAR program cycie (project #550-96CG).
Existing Conditions
At present there are 9 green ash trees and six globe-style (ight units at vacious locations around
the building. There are sidewalk areas around the building, particularly on the northem half of
the area that would benefit Srom plantings and more lighting.
Proposed Improvements
It is proposed to piant at least nine trees in the project area. Lighting will be either three- or
five-globes units on decoraiive lantern type poles. Lighting design and iree species wiii be
consistent wiih nearby areas.
Two informational kiosks will be reiocated to this area as part of this project.
Positive Benefits
These improvements will provide a more uniform, pedestrian-friendly streetscape around the
entire building.
Adverse Effects
None known.

The Council of the City of Saint Paul having received the report of the Mayor
upon the above improvement, and having considered said report, hereby resolves:

That the said report and the same is hereby approved with no alternatives, and
that the estimated cost thereof is $2,800.00 financed by Assessments only.
That a public hearing be had on said improvement on the 24th day of September,
1997,at 4:30 o'clock P.M., in the Council Chambers of the City Ha11 and Court
House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in the manner
provided by the Charter, stating the time and place of hearing, the nature of
the improvement and the total cost thereof as estimated.
