Why): Since 1982, surrounding property owners have shared the operating expenses of the loft area in Town Square Park. The lower 3 levels were sold in January 1997 and the use has changed from retail to office space. The City has limited programming on the fourth level or loft portion resulting in less public gathering in the Park. (attach copy of CF97-599). ADVANTAGESIFAPPFOVED: Because the loft or park area will have a corresponding reduction in benefit to the downtown properties, Council Resolution CF97-599 proposed the charge be phased out over 2 years and cut in half for 1997-1998 and again in half for 1998-1999. DISADVANTAGES IF APPROVEQ. Hearing will be held at a later date to ratify the charges to property owners who can then pay their amount or have the charge certified to their 1998 property taxes. Why): Since 1982, surrounding property owners have shared the operating expenses of the loft area in Town Square Park. The lower 3 levels were sold in January 1997 and the use has changed from retail to office space. The City has limited programming on the fourth level or loft portion resulting in less public gathering in the Park. (attach copy of CF97-599). ADVANTAGESIFAPPFOVED: Because the loft or park area will have a corresponding reduction in benefit to the downtown properties, Council Resolution CF97-599 proposed the charge be phased out over 2 years and cut in half for 1997-1998 and again in half for 1998-1999. DISADVANTAGES IF APPROVEQ. Hearing will be held at a later date to ratify the charges to property owners who can then pay their amount or have the charge certified to their 1998 property taxes.
