The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard a11 persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FIIRTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

This Project is being completed under the Residentiai Street Paving Program. This is one of seven RSP projects selected by
the Department of Pubiic Works, approved by the Long Range Cap'Ral improvement Budget Committee , and the City Council
( Council Resolution 95-302�. This Project is one of two Projects that was given a Third priority for construction

A newiy rebuitt roadway, with new curb and gutter, will restore the drivebility of this street and continue our efforts to improve
the street system in Saint Paui. The new street tigMing wiii also improve safety in the area.
Normal probiems associated with construction, such as noise, dust, and general disruption will occur.

PROJECT:
Construction of concrete curb and gutter, a new bituminous surfaced roadway,
concrete driveway aprons, boulevard sodding, tree planting, water and sewer service
connections and reconnections, sanitary sewer repairs, and construct a lantern style
lighting system in the area called Ivy / Birmingham RSP (Area 91 generally bounded by
English, Arlington, Hazeiwood, and Maryland. (sse attached map).
EXISTING CONDITIONS:
Most of the streets in the project area are paved with a full depth bituminous pavement
and concrete curb and gutter and have ornamentai street lighting. This was done over
the past several years as part of the sewer separation work. The remaining oiled
streets, some of which also have sections of concrete curb, are in generally poor
condition. The oiled streets within the project area have NSP wood pole lighting.

financed by 1996 Capital Improvement Bonds $633,376 and
Assessments $221,192.
2. That a public hearing be had on said improvement on the l�th_
day of January, 1996, at 3:30 o'clock P.M., in the Council
Chambers of the City Hall and Court House Building in the City of
Saint Paul.
3. That notice of said public hearing he given to the persons and in
the manner provided by the Charter, stating the time and place of
hearing, the nature of the improvement and the total cosC thereof
as estimated.
