The Council of the City of Saint Paul has conduc d a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

driveway aprons, waiks, placing topsoii and sodding boulevards, storm water drainage
structures, sanitary sewer repair, instailing a lantern style street lighting system, and doing ail
other work necessary to compiete said improvement.
fNITiATfNG ACTION
This project was initiated by a West Side citizen group and funded through the 1996-1997
Capital Improvement Budget Process.
EXISTING CONDITIONS
Wabasha Street is a paved street, It is 50' wide in a 66' R.O.W. The existing roadway is an
asphaft on concrete base pavement, construeted in 1930. 1t has since gone through a sewer
trench restoration and asphalt overlays.. Existing overhead lighting is mounted on a bent
straw style standard. Narrow boulevards {8'} have precluded improvements being made in
the existing lighting system. Wabasha, south of Congress, was recently reconstructed at 38'
with lantem style lighting standards.
EXISTING TRAFFIC COUNTS:
Concord St. to Congress St. - 4592 A.D.T.
According to MSA standards,Wabasha Street is classified as a High Density Collector street.
PROPOSEDIMPROVEMENTS
Following M.S.A. standards, it is proposed to construct Wabasha Avenue at 38' with two side
parking.This wil{ create a boulevard width making 4antern style street lighting construction
possible, in accordance with the Concord Robert Smali Area Plan. The Wabasha-Concord
intersection safety issue will be studied which may resuit in a reconfigured road.
The entire length wiil be regraded and constructed with a bituminous pavement, concrete
curb and gutter, driveway aprons, sidewalks and lantern style lights. Topsoi4 and sod wfl4 be
placed over regraded boulevards. Following bouievard work, irees wili be pianted.
TIME SCHEDULE
Work wili begin in the spring of 1996 and be completed by middie to late summer of 1996

topsoil and sodding boulevards, storm water drainage structures� installing
a lantern style street lighting system� and doing all other work necessary to
complete said improvement.
The Council of the City of Saint Paul having received the report of the
Mayor upon the above improvement, and having considered said report, hereby
resolves:
1. That the said report and the same is hereby approved with no
alternatives, and that the estimated cost thereof is $285,000
financed by Municipal State Aid $245,000 and Capital Improvement
Bonds $40,000.
2. That a public hearing be had on said improvement on the 13th
day of March, 1946, at 3:30 o`clock P.M., in the Council
Chambers of the City Hall and Court Aouse Building in the City of
Saint Paul.
3. That notice of said public hearing be given to the persons and in
the manner provided by the Charter, stating the time and place of
hearing, the nature of the improvement and the total cost thereof
as estimated.
