The Council of the City of Saint Paul has eondnct a public ,hearing
upon the above improvement, due notice thereof having been gi'ven as
prescribed by the City Charter; and
WAEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Gouncil of the City of Saint Paul does, hereby order
that the above-described imptovement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City' officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

ihe street system in Sairn Pauf. This wili compiete the reconstruction of Humboidt Ave. north of George St. The new street

Improve HUMBOLDT AVENUE between George Street and Robie Street (City Project
96-P-1143) by grading, paving with bituminous, constructing concrete curb and gutter,
driveway aprons, walks, placing topsoil and sodding boulevards, construciing storm water
drainage structures, instaifing lantern style street lighting and doing all other work necessary
to comQlete said improvement.
INITIATING AGTION
This project was initiated by a West Side citizen group funded by the 1996-1997 Capital
improvemeni Budget Process.
�XISTING CONDITIONS
Humboldt Avenue is a paved street. It is 40' wide in a 80' R.O.W. This is the only biock north of
George St. that has not been recently reconstructed. The south end of this block connects to
a reconstructed George St. The existing roadway was constructed in 1931 as a concrete
pavement. ft has since gone through a sewer trench restoration and asphalt overiays.
Existing overhead lighting is mounted on wood poles.

According to MSA standards, Humboldt Avenue is classified as a Low Density Coliector
street.
PROPOSEDfMPROVEMENTS
Following M.S.A. standards, it is proposed to construct Humbofdt Avenue at 38' with two side
parking. This matches improved Humboidt to the north of Robie.
The eniire lengih wili be regraded and constructed with a bituminous pavement, concrete
curb and gutter, driveway aprons and outwalks. Topsoil and sod wil! be placed over regraded
boulevards. Foliowing boulevard work, irees wilf be planted as needed.
The proposed lighting system will consist of lantern style lighi standards.
TIME SGHEDULE
Work will begin in the spring of 1996 and be completed by middle to late summer of 1996

The Council of the City o£ Saint Paul having received the report of the
Mayor upon the above improvement, and having considered said report, hereby
resolves:
i. That the said report and the same is herehy approved with no
alternat3ves, and that the estimated cost thereof is $11U,000
financed by Municipal State Aid $112,�00 and Assessment $2,000.
2. That a public hearing be had on said improvement on the 13th�
day of March, 1996, at 3:30 o'clock P.M., in the Council
Chambers of the City Hall and Court Hause Building in the Citp of
Saint Paul.
