Summary of Engineering Recommendations
Report Prepared September 8, 1994
Public Works Committee -
Public Hearing -

. ..

Realign and construct Prosperity Avenue from Maryland Avenue to Rose Avenue; and Rose
Avenue from Prosperity Avenue fo Barciay Street (City Project 95-P-1119) by constructing a
bituminous pavement, concrete curb and gutter, driveway aprons, walks, placing topsoil and
sodding boulevards, constructing storm sewer and sanitary sewer, placing water mains, street
lighting, and reconstructing the traffic signai system and doing all other work necessary to
complete said improvement.
Also, obtain the right-of-way and easements necessary for this project, as described on the
attachment.
INITIATING ACTtON
For the past several years, the area around the Phalen Shopping Center has been the subject
of the development of a Small Area Development Plan. The realignment of Prosperity Avenue
at Maryland to line up with Prosperity to the north of Maryland is an essential part of the Plan
as devefoped by the District 2 Community Council.
A key factor in the timing
group to construct a new
realigned Prosperity.
of this project is the decision ofi the Heaith EastiUniversitylSt. Johns
Family Health Clinic at the southwest corner of Maryland and the
The City Council has funded this project in its 1994 Capital Improvement Program Budget.
EXISTING CONDITIONS
The proposed right-of-way has one house on it that will have to be acquired. Rose Avenue is
a 36' wide residential street.
TRAFFIC COUNTS:
The realigned Prosperity has a projected future traffic count of 12,000 VPD.
PROPOSEDIMPROVEMENTS
Construct a new Prosperity Avenue from Maryland to Rose on a new right-of-way that
lines up with the existing Prosperity North of Maryland (see attachment). This will create a
new regular 4-way intersection that wiil alleviate existing turning problems at Maryland and
wiil also, in the words of the Phalen Village Smali Area Plan, "... provide better access,
visibility, and focus for new devefopment.. °
_ '
Rose Avenue, from Prosperity to Barclay will also be realigned and reconstructed as aS -
necessary part of this project . The roadway will be widened to 38' in anticipation of increased
traffic resulting from future development in the arsa.
The right-of-way to be acquired is shown on the attached drawing.
TIME SCHEDULE
Work wili begin in early to mid-summer of 1995 and be completed by in the fall of 1995.
