INITIATING ACTION For the past several years, the area around the Phalen Shopping Center has been the subject of the development of a Small Area Development Pian. The realignment of Prosperity Avenue at Maryland to line up with Prosperity to the north of Maryland is an essential part of the Plan as developed by the District 2 Community Council. A key factor in the timing of this project is the decision of the Nealth EasUUnivers+tyfSt. Johns group to construct a new Family Heaith Clinic at the southwest corner of Maryland and the realigned Prosperity. The City Council has funded this project in its 1994 Capital Improvement Program Budget. EXISTING CONDITIONS The proposed right-of-way has one house on it that will have to be acquired. Rose Avenue is a 36' wide residential street. TRAFFIC COUNTS: The realigned Prosperity has a projected future traffic count of 12,000 VPD. PROPOSEDIMPROVEMENTS Construct a new Prosperity Avenue from Maryland to Rose on a new right-of-way that lines up with the existing Prosperity North of Maryland (see attachment). This wi(I create a new regular 4-way intersection that will alleviate existing turning problems at Maryland and will also, in the words of the Phalen Village Small Area Plan, "... provide better access, visibility, and focus for new development..." �- . � s -� `7 Rose Avenue, from Prosperity to Barclay will also be realigned and reconstructed as a necessary part of this project . The roadway will be widened to 38' in anticipation of increased traffic resulting from future development in the area. The right-of-way to be acquired is shown on the attached drawing.
