The Counci3 of the City of Saint Paul has conducted a ublic hearing
upon Che above improvement, due notic,e thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining Co said proposed improoement and has fully
considered.the same; now, therefore, be it
RESOLPED, That the Conncil of the City of Saint Paul does hereby order
that the above—described improvement be made, and the proper City officers
are hereby directed and authorized to proceed pith the improvement; and be it
FIIRTHER RESOLVED, That upon the completion of said improvemenE, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

The Council of the Gity of Saint Paul having received the regort of
the Mayor upon the above improvement, and having considered said report,
hereby resolves:
1. That the said report and the same is hereby approved with no
alternatives, and that the estimated cost thereof is per
connection assessed at the cost in effect at the time of
installaCion.
2. That a public hearing be had on said improvement on the 19th
day of_July, 1995 , at 3:30 o'clock P.M., in the Council
Chambers of the City Hall and Court House Building in the City of
Saint Paul.

PROJECT
Improve HOY7 AVENUE between Victoria Street and Avon Street by grading, paving with
bi#uminous, constructing concrete curb and gutter driveway apro�s walks, placing topsoii
and sodding boulsvards, constructing storm sewsr, installing lantern styis street lighting a�d
cioing all other work necessary to compfete said improvement.
EXISTING CONDfTiONS
Hoyt Avenue is an oi{ed strest with a 50 foot right-of-way between Victoria and Fisk and a 55
foot right-of-way befween Fisk and Avon. There is very littfe curbing a{ong this street. The
driving surface is in poor condition, being very rough and uneven. This is a bus route.
Existing overhead lighting is mounted on wood poles. Parking is currentiy aflowed on both
sides of the street.
According to MSA standards, Hoyt Avenue is classified as a low density coifector street.
INITIATING ACTlON:
Hoyt Avenue between Hamiine and Grotto is a bus route. Hoyt Avenue between Hamfine and
Vicioria wii� be reconstructed in 1995 with MSA Funds. lt is proposed to add Hoyt Avenue
between Victoria and Grotto to the MSA Sysiem. Hoyt between Avon and Grotto is already
paved. Hoyt between Victoria and Avon is an oiled street which is in poor condition.
It is proposed to pave Hoyt between Victoria and Avon to compiete the paving of the bus
route.
PftOPOSEDIMPROVEMENTS
This seciion of Hoyt is being added to the MSA system. The MSA width standard for a iow
density collector street with one side parking is 32'.
{t is proposed to reconstruct Hoyt Avenue to a 32' width and ban parking on the north side of
the sireet between Victoria and Avon. Some trees wili be iost due to the construction to a 32'
width. This wiii be discussed further at the neighborhood information meeting.
The entire driving length of ths project wili be regraded and reconstructed with a full depth
bituminous pavement. New concrefe curb and gutter, driveway aprons, and outwalks wiil be
constructed. Within the boulevard area, topsoil and sod wilf be placed. After consiruction
completion, trees wifi be pianted in the bouievards where needed.
The proposed lighting system wili consist of lantern {fght standards.
TIME SCHEDULE
Work wiii begin in faif of 1995 and be completed by freeze up in the fafl of 1995.
