Summary of Engineering Recommendations
Repost Prepared - March 1, 1995
PROJECT:
Grade and pave and construct sanitary sewer on HOWARD STREET from the end of
the existing paved roadway which is located approximately 400' southwest of
Oakridge Street, to 457' southwest of Oakridge Street. Also, construct water and
sanitary sewer connections.
INITIATING ACTION:
This project was initiated by a petition signed by 1 of the 2 abutting property owners.
The other abutting property is Taylor Park which is owned by the City of Saint Paui.
PROPOSEDIMPROVEMENT:
The street will be constructed 20' wide with bituminous surface and mountable
concrete curb and gutter. This width will match the rest of Howard Street which was
improved in 1988. The boulevards will be regraded and sodded.
The existing sanitary sewer in Howard Street will be extended.
No lighting is proposed. There is no lighting on the rest of Howard Street.
Sanitary sewer connections would be stubbed to the property line as necessary.
Water connections would be sfubbed from the existing water main to the property line
as necessary.
EX{STiNG COND{TIONS
There is one existing house that faces the improvement. The parcel which the house
is on is to be divided into three parcels. Two of the proposed parcels aiready abut an
improved street. The third parcel does not abut an improved street. It is necessary the
improved st�'eet be extended to allow a building permit to be issued for the third parcel.
H I STORY:
Howard Street was improved in 1988. The project originaliy included construction of
this section of the street. The property owner at that time was opposed to construction
of this section of Howard Street, so the extent of the 1988 project was reduced. Now,
the new property wants to extend the street as originally proposed.

In the Matter of Constructing long water service connections from the
existing water main in Howard Street in conjunction with improving

The Council of the City of Saint Paul having received the report of
the Mayor upon the above improvement, and having considered said report,
hereby resolves:
1. That the said report and the same is hereby approved with no
alternatives, and that the estimated cost thereof is $3,000
financed by Assessments.
2. That a public hearing be had on said improvement on the 24th
day of_May, 1995 , at 3:30 o'clock P.M., in the Council
Chambers of the City Hall and Court House Building in the City of
Saint Paul.
3. That notice of said public hearing be given to the persons and in
the manner provided by the Charter, stating the time and place of
hearing, the nature of the improvement and the total cost thereof
as estimated.
