The Council of the Ciey of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEBEAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all egpenses incurred Cherein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

The problem "defective sidewalk" was created because of trse roots, deleterious subgrade mater[al, aHernating freefthaw cycles,
service I'rfe IimRs, chemical additives, extreme temperature variations, etc. These problems occur on a citywide level and must be
addressed and cnrrected on an annual basis. Left uncorreaed, the sidewalk condition would worsen to a state where it would be
re�ered unusable and subjec[ to increased pedestrian in}uries from falfs and Qossible litigations.
ADVANTAGES IF APPAOVED:
The community will benefR from this project because it will provide safe detect free sidewalks for its many citizens. The sidewalk
contracts are exee�ted by private contradors, so it follows that private sedor jobs are created as a result of this activity.

DISAOYANTAGES IF APPROYED:
Historically, the sidewalk reconstructions have created negative feedback in the area of construction procedure an��"�d a essment.
Simply stated, property owners detest assessments, and despite the fad up to one-haK the assessment is City subsidized, it still
remains controversial.
DISADVANTAGES IF NOT APPROVEp:
This option would allow the infrastrudure of sidewalk stock to deteriorate, which in turn, will generate more personal injury suits,
uttimately resuRing in the expenditure of larger dotlar amounts in eventual tepairs andlar seplacement, as wetl as claim payouts.

That a public hearing be had on said improvement on the 3rd, day

the City Hall and Gourt House Building in the City of Saint Paul.
That notice of said public hearing be given to the persons and in
the manner provided by the Chartet, stating the time and place of
hearing, the nature of the improvement and the total cost thereof

Works will reconstruct some existing sidewalk that is 6 feet wide
down to 5 feet wide in all cases where this is practical. This
smaller width (5 feet) is to keep the assessment at the lowest
rate. If your walk is 6 feet wide and you and your neighbors
prefer that width and are willing to accept the higher assessment
rate, please contact the Sidewalk Division at 266-6120 to request

Sidewalk reconstruction may consist of replacing from one panel to
all of the panels in front of your property. The ESTIMATED
