The Council of the City of Saint Paul has conducted a public hearing
upon the above improvement, due notice thereof having beenf given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining Co said proposed improvement and has fully
considered the same; now, therefore, be it
RESOLVEA, That the Council of the City of Saint Paul does hereby order
that the above-described improvement be made, and the proper City officers
are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the
proper City officers shall calculate all expenses incurred therein and shall
report the same to the City Council in accordance with Chapter 14 of the City
Charter.

This lmprovement had been envisioned for several years by the City of West St. Paul. In t993 they approached the other
governmental bodies that have jurisdiction of this street in order to obtain design approval and agreementp n cost sharing.
This has now been accompiished through the cooperation of the City of Wesi St. Paui, Dakoia County, R�amsey County and
the City of Saint Paul.
l'he Project will be advertised and the Contract witl be let by the City of West St. Paui. The City of SaiM Paui will pay its share of
the costs ihrough an agreement with Ramsey County.
A newly rebuift roadway will improve the drivability of this street and continue our efforts to improve the street system in
Saint Paul. The new street lighting will also improve safety in the area.

and/or water service connections, if requested by the property owner, in
conjunction with improving Annapolis Street between Robert Street and Kansas
SCreet.
The Council of the City of Saint Paul having received the report of
the Mayor upon the above improvement, and having considered said report,
hereby resolves:
1. That the said report and the same is hereby approved with no
alternatives, and that the estimated cost thereof is per
connection assessed at the cost in effect at the time of
installation.
2. That a public hearing be had on said improvement on the Sth
day of_April, 1995 , at 3:30 o'clock P.M., in the Council
Chambers of the City Hall and Court House Building in the City of
Saint Paul.
3. That notice of said public hearing be given to the persons and in
the manner provided by the Charter, stating the time and place of
hearing, the nature of the improvement and the total cost thereof
as estimated.

Summary of Engineering Recommendations

Public Hearing -
PROJECT
Improve ANNAPOLIS STREET between Robert Street and Kansas Street (City Project
95-P-1106) by grading, paving wiih bituminous, constructing concrete curb and gutter,
driveway aprons, walks, placing topsoif and sodding boulevards, constructing storm sewer,
instaliing lantern style street lighting and doing a�l other work necessary to complete said
improvement.
INITIATING ACTION
7his improvement had been envisioned for several years by the City of West St. Paul. in 1993
they approached the other governmental bodies that have jurisdiction of this street in order to
obtain design approval and agreement on cost sharing. This has now been accompiished
through the cooperation of the City of West St. Paul, Dakota County, Ramsey Couniy and the
C+ty of Saint Paul.
The Project will be advertised and the Contract will be let by the City of West St. Paui. The

EXISTING CONDITIONS
Annapolis Street, from Ftobert to Oakdale, is a paved street of bituminous surfacing on a
concrete base with concrete curbs. From Oakdale to Kansas is merely oiled. 7he driving
surface is in poor condition. The entire length is a 60 foot right-of-way. Existing overhead
fighting is mounted on wood poles.
EXISTING TRAFFIC COUNTS:
Robert to Oakdale - 2125 ADT
Oakda4e to Kansas - 1025 ADT
According to Municipai State Aid (MSA) standards, Annapolis Street is classified as a low
density collector street.
PROPOSEDiMPROVEMENTS
The MSA standards for a low density collector street are 32' wide with one side parking or 38'
wide with two side parking.
It is proposed to mill and overlay Annapolis to its existing 40' width from Robert to Oakdale; to
completely reconstruct to a width of 38' from Oakdale to Brown; to completeiy reconstruct to a
width of 32' from Brown to Fefix with parking on the south side only; and to compietely
reconstruct to a width of 26' from Felix to Kansas with no parking.

The length of the project from Oakdaie to Kansas wiil be regraded and reconstructed with a
full depth bituminous pavement. New concrete curb and gutter, driveway aprons, and
outwaiks wifl be constructed. Within the boulevard area, topsoii and sad w+ll be placed.
After construction completion, trees will be pianted in the boulevards where needed.
The proposed iighting system wii4 cons;st of the lantern light standards on the Saint Pau4 side
of the street. The City of West St. Paul does not Iight their streets and is not interested in
doing so on Annapolis.

In order to meet the MSA width standards, it is proposed to remove trees at the following
locations:

Harvard to Woodbury
Woodbury to Brown
Brown to Kansas
