I have vetoed the final order for the improvement of the following brick streets: Kenwood
Parkway, Maiden L,ane, and Virginia Street. I take this action not to jeopardize the
improvements of those roadways, but in opposition to the Council action which added the
"dogleg" off Maiden Iane to be funded primarily with public tax dollars.
Whale I strongly support other investments the community has made in restoring or
maintaining our historic azeas--such as public investment in brick paving and restoring
granite curbing after our sewer sepuation projects--I cannot support publac financing of the
brick paving on the "dogleg" for the following reasons:

The "dogleg" off Maiden Lane does not require reconstruction at this time.
The 75% of public funds needed to accomplish this project if included as a street
(versus alley) improvement was not idendfied or budgeted.
3. The "dogleg" is not cunently paved with brick, but is a combination of asphalt.and
gravel. The City's policy on brick streets clearly states that it applies only to existin
brick streets. Further, it is the City policy that 100% of the costs of fust time
improvements (e.g., from gravel to paving) be assessed to the homeowners benefiting
from the improvement.

4. Those property owners who pay an assessment for the "dogleg" pay an alley
assessment. Given the nature of this "dogleg", I believe that it is appropriately
classified as an alley. By City policy, reconstruction of alleys is 100% assessed to
the benefiting property owners. The Council acrion on this resolution sets an
uncomfortable and unaffordable precedent of reclassifying alleys to take advantage of
lower assessment rates on improvements classified as street improvements.
5. Even for those who believe the classification of this "dogleg" as a street is somehow
appropriate despite the fact that traffic is overwhelmingly limited to that of the
sunounding property owners, I would still not support the investment of public funds
in this project because there aze other needs in the community--and even that
neighborhood--where the public benefit from the investment would be much greater.
6. Finally, by treating the "dogleg" as a street for this project, the City could also
become subject to a commitment to annual snowplowing--increasing the City's
obligation at a 6me with both capital and operating funds aze limited.
It is true that brick alleys throughout the historic district are in desperate need of
reconstruction. I have asked staff in the Public Works Department to continue to work with
the neighborhood to identify reconstruction needs and to develop options for both the
reconstruction and maintenance of brick alleys.
I recommend that reconstruction and brick paving of the "dogleg" off Maiden Lane be
considered in that planning process, or be assessed 100% to the property owners, consistent
with the City policy on alley improvements.
In order to continue with the other improvements authorized in the final order, I have
attached another copy of the original final order. I would encourage you to add it for
consideration and passage at the next City Council meeting.

PROJECT
This project is to repave a section of each of the following Saint Paul streets with
historic brick: Kenwood Parkway, around the circle and to St. Albans Street; Maiden
Lane, from Selby Avenue to Nina Street; and Virginia Street, from Summit Avenue to
Selby Avenue. (See Attachment 1.) These existing brick surfaced streets wiil ba
reconstructed after having storm sewers constructed in them as part of the effort to
separate ali of the City's combined sewers. in addition, the project wi11 incfude sanitary
sewer service connections and reconnections, and sanitary sewer replacement and
repair where necessary on these three streets.
EXISTING CONDITIONS
The streets in this project area are paved with historic bricks or cobbiestones, and have
curb as indicated below. Also listed is the type of existing street lighting system.
KENWOOD PARKWAY---AROUND CiRCLE, AND TO ST. ALBANS STREET: has concrete curb
and integrai walk around the outside of the circle, and on both sides of the length to St.
Albans; has concrete curb around the inside of the circle; has old style lantern lighting.
MAIDEN LANE---SELBY AVENUE TO NINA STREET: has some curb on the private side of the
property line; has no lighting.
VIRGINIA STREET---SUMMITAVENUE TO SELBY AVENUE: has granite curb; has a combination of
wood pofe and old style lantern lighifng.
The streets in this project are presently served by a combined sewer system. During
periods of moderate to heavy raintail, stormwater and sanitary sewage flow together
through the combined sewer system, through the overtlow diversion structures, and
outlet directly to the Mississippi River.
PROPOSED IMPROVEMENTS
fCenwood Parkway
Construction of a brick surtaced roadway, using historic brick, is proposed for Kenwood
Parkway, around the circle and from the circle to St. Aibans. The existing brick on
Kenwood wiil be salvaged, and reused in this reconstruction. Supplemental brick will
be purchased to replace brick ihat are no longer usable. The proposed street width of
24' is ihe same as the existing width. No changes are proposed in the existing ofd style
lantern lighting system.

Around the circle of Kenwood Parkway it will be necessary to remove the existing
concrete curb and wa4k to construct the storm sewer. The walk wili be replaced with
new curb and integrai walk all the way around the outside of the circle. New concrete
driveway aprons wiil afso be constructed. The inside of the circle (around the park) wifl
have the existing straight curb replaced with new straight concrete curb.
On Kenwood Parkway from the circle to St. Albans Street, it is proposed to leave the
existing integral curb and walk in piace. The existing curb and walk is in good condition
and does not need to be repiaced.
Maiden Lane
Construction of a brick surfaced roadway, using historic brick, is proposed for Maiden
Lane between Selby Avenue and Nina Street. The existing brick on Maiden Lane wiil
be salvaged, and reused in reconstruction. Supplemental brick wili be purchased to
replace brick that are no longer usable. The proposed street width of 16' is the same as
the existing width.
Property owners on Maiden Lane have requested that curb and lantern style lighting
also be constructed on their street as part of this project. Granite curb will be instailed
where there is not already curb on the private side of the property line. This curb will be
i{ush with the street, and wiA be a means of keeping the brick in place. Lighting will be
added where Public Works is able to receive the necessary easements along Maiden
Lane, as part ot a separate project constructed at the same time as this one.
Property owners on Maiden Lane have afso requested that the alley from Maiden tane
to Nina Street (the southern branch) be reconstructed with historic brick as part of this
project. Following City poficy regarding ailey reconstruction, the property owners have
been sent a petition. If the petition is returned in favor of reconstructing the aliey at a
100% assessment rate to the property owners, the branch could be added to this
project. A separate Final Order will be processed if this petition is received.
Virginia Street
Genstruc; cn of a bric: su�ac�d road�r�ay USi�^ historic brick, is pro;?osed fer Virgiria
Street between Summit Avenue and Selby Avenue. The existing brick on Virginia
Street will not be salvaged for reuse in reconstruction of the street, as they are very
deteriorated. Brick pavers salvaged from a 1994 paving project, and supplemented
with brick purchased by the Contractor to match as closely as possible, will be used for
paving Virginia Street. The proposed street width of 32' is the same as the existing
width.
The existing granite curb will be salvaged and reset as part of this project. New
concrete driveway aprons wi!! be construeted where there is not an existing brick
driveway apron. These concrete driveway aprons will have a scoring pattern in them,
similar to the existing aprons. Existing brick aprons will have the brick relaid to the
sidewaik. No lighting work wiil be done on Virginia Street as part of this project.

Storm Sewer
Storm sewer construction is proposed for the following streets.
KENWOOD PARKWAY---210' AROUND THE WESTERN HALF OF THE CIRCLE, and 100' ACROSS
7HE NORTHERN SIDE OF THE CIRCLE
MAIDEN LANE---320' SOUTHWEST FROM SELBY AVENUE, and 200' EAST FROM NINA STREET
VIRGINfASTREET---t80' NORTH FROM SUMMITAVENUE, and 220' NORTH and 140' SOUTH FROM
LAUREL AVENUE
This storm sewer construction is designed to connect to sewers previously instalied as
part of the Grand/St. Albans Combined Street and Sewer Program (CSSP) Project.
In addition to this storm sewer construction, there will be some sanitary sewer main
replaced on Kenwood Parkway. Approximately 5d0' of sanitary main, with new service
connections, will be installed around the circle of Kenwood.
DESIGN ISSUES
These three streets were originally included in the Grand/St. Albans CSSP project.
They were removed from that project due to the delay required for the change in the
City policy regarding the assessments for brick paving. Throughout the design process
for the Grand/St. Albans project, Public Works staff inet with various groups of
neighborhood properly owners: a meeting tor residents to discuss aff the historic
features in the area; meeti�gs with the owners on each of the 4 brick streets (Osceola
Avenue remained part ot the Grand/St. Albans pro}ect); and the general public
information meeting. Since these three streets became a separate project, meetings
have been held with property owners on each of these streets, and one more meeting
will be held for each street to confirm the final plans for the brick paving. In addition,
staff made presentations to the Heritage Preservation Commission (HPCj Design
Review Committee and to the full Heritage Preservation Commission. The HPC made
several recommendations to the City Council regarding the Grand/St. Albans project
and the brick street reconstruction. This separated project will also be presented to the
Heritage Preservation Commission again for their review.
Summarized below are the issues that were discussed during these meetings for
Grand/St. Albans that are rcv� reievani �o �his project.
Brick Streets
The restoration of the brick streets is the primary feature of this project. Previously
Public Works proposed to reconstruct these three streets using new brick. The property
owners expressed the desire to use old brick instead. On Kenwood Parkway and
Maiden Lane it is feasible to salvage the existing brick and suppiement with other oid
brick: for Kenwood Parkway by purchasing from a supplier the same brand of brick,
and for Maiden Lane by using the brick from an alley that was repfaced with asphaft as
part of the Grand/St. Albans project in 1994. On Virginia Street it is not feasible to reuse
the existing brick. So many of those brick are broken and chipped, and more wou{d be
destroyed during the removal process, that it is proposed to use completely different
historic brick to pave Virgin+a Street. This was discussed with the property owners at a

meeting, and they were satisfied with Pubfic Works' pian. At this meeting the option of
using new brick versus old brick was presented, along with the cost estimates for each.
Granite Curb
Of the three sireets in this project, only Virginia Street has existing granite curb. It is
planned to sa{vage this curb and reset it as part of the project. This wil( a41ow the curb to
be straightened and aligned, and any broken pieces to be replaced.
In the area of the quadrants the granite curb will be reset to allow for the construction of
pedestrian ramps meeting the requirements of the Americans with Disabilities Act.
Granite Manhole Cover Siabs
These are cover siabs on manholes that will be removed as part of the sewer
separation, and not repiaced. It is proposed to resellhese cover slabs as decoration, if
they are made of granite or sandstone, in the same area as they now exist.
Lighting
Proposed lighting changes have been noted eariier in this report. The lighting work on
Maiden Lane wi11 be done at the same time as tha paving project, but under a separate
contract.
ALTERNATES
This projeci began as part of a 10-year program to separate ali the combin�d sewers in
Saint Paul by the end of 1995. These three streets were removed from that project, and
therefore stiil need to have the new storm sewers constructed to put the City in
compliance of its National Pollutant Discharge Elimination System (NPDES) permit.
Violation of this permiYs requirements could result in the state of Wisconsin renewing
their fawsuil against 1he City. Even without this legal incentive, to not do this project
would be inconsistent with the City's commitment to improve water quality and reduce
pollution, in addition to improving the quality of our streets as the sewers are
constructed.
POSITIVE BENEFITS
Compieting the repaving of these three streets will significantly improve the Iivability of
each of these neighborhoods. These streets have had limited maintenance over the
years, and are in desperate need of reconstruction. Now, with the requirement to
construct the storm sewers, it is iime to do the street reconstruction and general
improvement of the public right-of-way.
With the completion of this project, the area will have compietely separated storm and
sanitary sewers. This will prevent the diversion of sanitary sewage from the area's
sewers into the Mississippi R+ver.

ADVERSE EFFECTS

Normal problems associated with construction such as noise, dust, and general
disruption wiii be present. In the case of this project, costs to both the City and the
property owners wiii be higher than the typicai street project due to the use of old brick
for the paving surface.
EFFECTS ON TREES
It is not anticipated that this project will have a detrimental effect on the trees in the area.
These three streets are being rebuilt at the existing widths so that street construction
should have littie impact on the trees. The storm sewer alignments will be seiected to
minimize any impact on the trees.
At the request of the Kenwood Parkway property owners, Public Works plans to shave
off a smalf amount of the park in order to make 1he street wider going around the
corners at the south end of the park. This loss of park would be only at these two
corners, with maximum widths of 3.4 feet and 4.1 feet, and a total area lost of 67 square
feet. A letter from the Superintendent of the Ciiy of Saint Paui Division of Parks and
Recreation, who has jurisdiction over the above referenced park, approving this change
for the benefit of those using the street is attached. (See Attachment 2.)
The following measures will be taken to minimize harm from taking this parkland. Any
trees or bushes removed due to taking this land in the park would be replaced at the
reasonabie request of the Division of Parks and Recreation. Any impact on street lights
by this project would be mitigated by working with the Public Works Lighting Division.
They wilf not be doing work on the lighting on this street, but we would ensure that any
negative impact would be corrected. The area of the park disturbed by this project will
be restored in kind, and by working with the Parks and Recreation Division. This
informat+on is aA confirmed in the attached letter.
TIME SCHEDULE
The cer�ract fcr this prcject will be awarded in the fall of ? 9�5, svi+.h cor:stn.�tion to
begin in the spring of 1996. Awarding the contract this far in advance wili allow the
contractor time to locate and purchase the brick required to supplement those to be
salvaged. With construction starting in the spring of 1996, it will be completed by
November of 1996. There wili be restrictions on the length of time allowed for work on
each of the streets.

I am writing in response to your request for information regarding the use of a
small portion of Kenwood Park to widen Kenwood Parkway going around the park.
The Division of Parks and Recreation has no objection to this project. The 67
square feet to be taken is such a small portion of the whole park that we do not see
any detrimentai effeMs concerning the usability or aesthetics of the park. We
agree with your statement that the loss of this small area is worch the benefits to
the residents living around the park. In fact, we feel that the park will be improved
by the reconstrvction of the sYreet and curb around the park.
The Division of Parks and Recreation has used no federal money for this park.
Concerning the Measures to Minimize Harm, the Division of Parks and Recreation
requests that any trees or bushes damaged or removed due to this project be
mitigated as part of the project. Parks des:gners will work with Public Works in
planning what plantings should be used, and the best locations for them in the

MAIDSN LAHB - From Selby Avenue to Nina Street by reconstructing Che roadway

cur6 where there is not already curb on the private side of the property
line; install a lantern style lighting system; constructing a storm sewer and
do all other work necessary to complete said improvement.
VIRGINIA STBEET - From Summit Avenue Yo Selby Avenue by reconstructing the
roadway surface with salvaged and supplemental brick; reset the existing
granite curb; construct concrete driveway aprons where there is not an
existing brick apron; relay existing brick aprons; construct concrete
outwalks; sod boulevards; constructing a storm sewer and do all other work
necessary to complete said improvement.

SUMMARY OF ENGINEERING RECOMMENDATIONS

PROJECT
This project is to repave a section of each of the following Saint Paul streets with
historic brick: Kenwood Parkway, around the circle and to St. Albans Street; Maiden
Lane, from Selby Avenue to Nina Street; and Virginia Street, from Summit Avenue to
Selby Avenue. (See Attachment 1.) These existing bricfc surfacsd streets will be
reconstructed after having storm sewers constructed in them as part of the effort to
separate all of the City's combined sewers. In addition, the project will include sanitary
sewer service connecfions and reconnections, and sanitary sewer replacement and
repair where necessary on these three streets.
EXISTING CONDITIONS
The streets in this projeci area are paved with historic bricks or cobblestones, and have
curb as indicated below. Also listed is the type of existing street lighting system.
KENWOOD PARKWAY---AROUND ClRCLE, AND TO ST. ALBANS STREET: has concrete curb
and integra! walk around the outside of the circie, and on both sides of the length to St.
Albans; has concrete curb around the inside of the circle; has old style lantern lighting.
MAIDEN tP.tVE--SELBY AVENUE TO NINA STREET: has some curb on the private side of the
property iine; has no lighting.
VIRG1NiA STREET--SUMMiT AVENUE TO SELBY AVENUE: has granite curb; has a combinatio� of
wood pole and old style iantern IigMing.
The streets in this project are presently served by a combined sewer system. During
periods of moderate to heavy rainfall, stormwater and sanitary sewage flow together
through the combined sewer system, through the overflow diversion structures, and
outiei directly to the Mississippi River.
PROPOSED IMPROVE3NENTS
Kenwood Parkway
Construction of a brick surfaced roadway, using historic brick, is proposed for Kenwood
Parkway, around the circle and from the ci�cle to St. Aibans. The existing brick on
Kenwood wiii be salvaged, and reused in this reconstruction. Suppiementai brick will
be purchased to repiace bricic that are no longer usable. The proposed street width of
24' is the same as the existing width. No changes are proposed in the existing old styie
lantem lighti�g system.

Around the circle of Kenwood Parkway it wili be necessary to remove the existing
concrete curb and walk to construct the storm sewer. The walk will be repiaced with
new curb and integral walk all the way around the outside of the circle. New concrete
driveway aprons wiil aiso be constructed. The inside of the circfe (around the park} wi14
have the existing straight curb replaced with new straight concrete curb.
On Kenwood Parkway from the circle to St. Albans Street, it is proposed to leave the
existing integral curb and walk in place. The existing curb and walk is in good condition
and does not need to be repfaced.
Maiden Lane
Construction of a brick surfaced roadway, using historic brick, is proposed for Maiden
Lane between Seiby Avenue and Nina Street. The existing brick on Maiden Lane will
be saivaged, and reused in reconstruction. Supplemental brick will be purchased to
replace brick that are no longer usabie. The proposed street width of 16' is the same as
the existing width.
Property owners on Maiden Lane have requested that curb and lantern style lighting
afso be constructed on their strest as part of this project. Granite curb will be installed
where there is not already curb on the private side of the property line. This curb will be
fiush with the street, and wili be a means of keeping the brick in place. Lighting wili be
added where Public Works is able to receive the necessary easements along Maiden
Lane, as part of a separate project consiructed at the same time as this one.
Property owners on Maiden Lane have also requested that the alley from Maiden Lane
to Nina Street (the southern branch) be reconstructed with historic brick as part of this
project. Following City policy regarding alley reconstruction, the property owners have
been sent a petition. If the petition is returned in favor of reconstructing the alley at a
100% assessment rate to the praperty owners, the branch could be added to this
project. A separate Final Order will be process2d if this petition is received.
Virginia Street
Construction of a brick surtaced roadway, using historic brick, is proposed for Virginia
Street between Summit Avenue and Se4by Avenue. The existing brick on Virginia
Street wili not be salvaged for reuse in reconstruction of the street, as they are very
deteriorated. Brick pavers salvaged from a 1994 paving project, and supplemented
with brick purchased by the Contractor to match as ciosely as possible, wili be used fior
paving Virginia Street. The proposed street width of 32' is the same as the existing
width.
The existing granite curb will be salvaged and reset as part of this project. New
concrete driveway aprons will be constructed where there is not an existing brick
driveway apron. These concrete driveway aprons wili have a scoring pattern in them,
simifar to the existing aprans. Existing brick aprons wiil have the brick relaid to the
sidewalk. No lighting work wiil be done on Virginia Street as part of this project.

Storm Sewer
Storm sewer construction is proposed for the foliowing streets.
KENWOOD PARKWAY--2�0' AROUND THE WESTERN HALF OF THE CIRCLE, and 100' ACROSS
THE NORTHERN SIDE OF THE CIRC�E
MAiDEN LANE--320' SOUTHWEST FROM SELBY AVENUE, and 200' EAST FROM NINA STREET
VIRGINIA STREET--180' NORTH FROM SUMMIT AVENUE, and 220' NORTH and 140' SOUTH FROM
LAURELAVENUE
This storm sewer construction is designed to connect to sewers previously installed as
part of the Grand/St. Albans Combined Street and Sewer Program (CSSP) Project.
In addition to this storm sewer construction, there wiil be some sanitary sewer main
replaced on Kenwood Parkway. Approximately 500' of sanitary main, with new service
connections, wiil be installed around the circle of Kenwood.
DESiGN 1SSUES
These three streets were originally included in the Grand/St. Albans CSSP project.
They were removed from that project due to the delay required for the change in the
City policy regarding the assessments for brick paving. Throughout the design process
for the Grand/St. Albans project, Public Works staff met with various groups of
neighborhood property owners: a meeting for residents to discuss a11 the historic
features in the area; meetings with the owners on each of the 4 brick streets (Osceola
Avenue remained part of the Grand/St. Albans project); and the general public
information meeting. Since these three streets became a separate project, meetings
have been held with property owners on each of these streets, and one more meeting
will be held for each street to confirm the final plans for the brick paving. In addition,
staff made presentations to the Heritage Preservation Commission (HPC) Design
Review Committee and to the full Heritage Preservation Commission. The HPC made
several recommendations to ihe City Council regarding the Grand/St. Albans project
and the brick street reconstruction. This separated project will also be presented to the
Heritage Preservation Commission again for their review.
Summarized below are the issues that were discussed during these meetings for
Grand/St. Aibans that are now refevant to this project.
Brick Streets
The restoration of the brick streets is the primary feature of this project. Previousiy
Pubiic Works proposed to reconstruct these three streets using new brick. The property
owners expressed the desire to use old brick instead. On Kenwood Parkway and
Maiden Lane it is feasible to salvage the existing brick and supplement with other oid
brick: for Kenwood Parkway by purchasing from a supplier the same brand of brick,
and fior Maiden Lane by using the brick from an afley that was repfaced with asphalt as
part of the Grand/St. Aibans project in 1994. On Virginia Street it is not feasible to reuse
the existing brick. So many of those brick are broken and chipped, and more would be
destroyed during the removal process, that it is proposed to use completely different
historic brick to pave Virginia Street. This was discussed with the property owners at a

meeting, and they were satisfied with Public Works' pian. At this meeting the option of
using new brick versus old brick was presented, along with the cost estimates for each.
Granite Curb -
Of the three streets in this project, only Virginia Strest has existing granite curb. it is
planned to saivage this curb and reset it as part of the project. This will allow the curb to
be straightened and aligned, and any broken pieces to be replaced.
in the area of the quadrants, the granite curb will be reset to allow fior the construction of
pedestrian ramps meeting the requirements of the Americans with Disabilities Act.
Granite Manhole Cover Siabs
These are cover siabs on manholes that wiil be removed as part of the sewer
separation, and not replaced. It is proposed to reset these cover sfabs as decoration, if
they are made of granite or sandstone, in the same area as they now exist.
Lighting
Proposed lighting changes have been noted eariier in this report. The lighting work on
Maiden Lane will be done at the same time as the paving project, but under a separate
contract.
ALTERNATES
This project began as part of a 10-year program to separate a1{ the combined sewers in
Saint Paul by the end of 1995. These three streets were removed from that project, and
therefore still need to have the new storm sewers constructed to put the City in
compliance of its National Pollutant Discharge Elimination System (NPDES) permit.
Violation of this permiYs requirements couid result in the state of Wisconsin renewing
their lawsuit against the City. Even without this legal incentive, to not do this project
wouid be inconsistent with the City's commitment to improve water quality and reduce
pollution, in addition to improving the quality of our streets as the sewers are
constructed.
POSI7IVE BENEFITS
Completing the repaving of these three streets will signifiicantiy improve the livability of
each of these neighborhoods. These streets have had limited maintenance over the
years, and are in desperate need of reconstruction. Now, with the requirement to
construct the storm sewers, it is time to do the strest reconstruction and general
improvement of the public right-of-way.
With the completion of this project, the area will have completely separated storm and
sanitary sewers. This wiil prevent the diversion of sanitary sewage from the area's
sewers into the Mississippi River.

ADVERSE EFFECTS
Norma! problems associated with construction such as noise, dust, and general
disruption will be present. In the case of this project, costs to both the City and the
property owners will be higher than the typical street project due to the use of old brick
for the paving surtace.
EFFECTS ON TREES
it is not anticipatad that this project wi1{ have a detrimental effect an the trees in the area.
These three streets are being rebuiit at the existing widths so that street construction
shouid have little impact on the trees. The storm sewer alignments will be selected to
minimize any impact on the trees.
At the request of the Kenwood Parkway property owners, Pubiic Works pians to shave
off a small amount of the park in order to make the street wider going around the
corners at the south end of the park. This loss of park would be only at these two
corners, with maximum widths of 3.4 feet and 4.1 feet, and a total area lost of 67 square
feet. A letter from the Superintendent of the City of Saint Paul Division of Parks and
Recreation, who has jurisdiction over the above referenced park, approving this change
for the benefit of those using the street is attached. (See Attachment 2.)
The following measures will be taken to minimize harm from taking this parkland. Any
trees or bushes removed due to taking this land in the park wouid be replaced at the
reasonable request of the Division of Parks and Recreation. Any impact on street lights
by this project wouid be mitigated by working with the Public Works Lighting Division.
They wiil not be doing work on the lighting on this street, but we would ensure that any
negative impact wouid be corrected. The area of the park disturbed by this project will
be restored in kind, and by working with the Parks and Recreation Division. This
information is all confirmed in the attached letter.
T1ME SCHEDULE
The contract for this project will be awarded in the faii of 1995, with construction to
begin in the spring of 1996. Awarding the contract this far in advance wili allow the
contractor time to locate and purchase the brick required to suppiement those to be
salvaged. With construction starting in the spring of 1996, it will be completed by
November of 1996. There wifl be restrietians on the length of time allowed for work on
each of the streets.

I am writing in response to your request for information regarding the use of a
small portion of Kenwood Park to widen Kenwood Parkway going around the paric.
The Division of Parks and Recreation has no objection to this project. The 67
square feef to be taken is such a small portion of the whole park that we do not see
any de*rimental effects concarning the usability or aesihetics of the parlt We
agree with your statement that the loss of this small area is worth the benefits to
the residents living around the park. In fact, we feel that the park will be improved
by the reconstruciion of the street and curb around the park.
The Division of Parks and Recreation has used no federal money for this park.
Concerning the Measures to Minimize Harm, the Division of Parks and Recreation
requests that any trees or bushes damaged or removed due to this project be
mitigated as part of the projeM. Parks desie ers will work with Public Works in
planning what pianiings should be used, and the best locations for them in the
park.

Construction of storm sewers, in accordance with the Ciry's plan to separate all combined sewers, requfres the rewnstmcuon of the streeu.
AOYANTAGESIF 0.PPROYEO:
The consttuction of the storm sewers will reduce combined sewage overflow to the Mississippi River during rains.
Reconsaucting the streets at ihe same dme saves money and inconvenience to [he property owners. All three of these streets are in poor
condition and need reconstiuciion. These neighborhoods will be enhanced by the improvemen[ of the streets.
This proje: t will maintain the hisioric character of the neighborhood.
DISADVANTAGES IF APPROVEO:
The costs to both the property owners and the City will be higher than if the s�eeu were zeconstructed with asphalt surfaces.
