1 WHEREAS, the St. Paul Police Department is seeking authority to pay for related expenses which
2 include registration fees, travel, per diem, and lodging for up to six Internet Crimes Against Children
3(ICAC) task force participants (non-city employees) to attend the Aigh Tech Crimes Investigators
4 Association Spring Conference, April 12-15, 2005, in Brookiyn Park, MN; and

WAEREAS, the ICAC Task Force's mission is to form a multi-jurisdictional operation that
investigates crimes involving child pomograghy and exploitafion of children online; and
WHEREAS, this Yraining is specifically designed to assist task force members in working these
invesfigations, and the specialized nature of computer crimes makes this training a necessary
component of the ICAC Task Force; and
WHEI2EAS, the pubtic purpose of this training is to train up to six ICAC Task Force members on
current computer forensic examinations, investigative trends, and new equipment and software which is
essentiai for tbe investigator in order to prosecute child pornography and child exploitation cases; and
BE IT dRDERED, that the proper city officials are hereby ordered to pay for t6e above mentioned travel
expenses related to this training for one non-city employee, not to exceed $4,000.00 from
account code 436-34056-025X.

The ICAC Task Force's mission is to form a multi jurisdictional operation that investigates crimes involving child pomography, and
exploitation of children via the Intemet. Outside agencies particigating aze not compensated for their staffs time by the task force. The
agencies that will attend all have gigned a Joint Powers Ageement with the Police Department relating to the ICAC task force. The
ICAC grant has funds set as'rde to cover this type of training.
