1 WI�REAS, the St. Paul Police Department is seeking authority to pay for related travel expenses which
2 include meals for one Internet Crimes Against Children (ICAC) Task Force participant (non-city employee)
3 to attend ICAC training for prosecutors to 6e held in Santa Fe, New Mesico, November 15-14, 2004; and
WIIEREAS, the ICAC Task Force`s mission is to form a multi-jnrisdictional operation that investigates
crimes invoiving child pornography and exploitation of children online; and
8 WHEREAS, this training is specifically designed to assist task force members in the proper prosecution
9 of crimes involving child pornography and exploitation of children online; and

11 WHEREAS, the public purpose of this training is to train one TCAC Task Force member on current
12 legal issues and investigative techniques in order to properly prosecute online child pornography and
13 child exploitation cases; and

15 SE IT ORDEREA, that the proper city of£cials are hereby ordered to pay for the above mentioned
16 travel expenses related to this training for one non-city employee, not to exceed $250.00 from account
17 code 436-34056-025x.

: ICAC Task Force s mission is to form a multi jurisdictional operation that invesfigates crimes involving child pornography and
loitation of children via the internet. Outside agencies participating in the task force are not compensated for their staffs time by
task force. This is specialized investigauve training. The training provides an opportuniry for the prosecutor to discuss cases
n offier attorneys from azound the country that specialize in ICAC cases.
Approval of the administrative order will allow a participant of the ICAC Task Force, who is not a city employee, to receive training
on prosecuting ICAC cases at a minimal cost. The travel, registration, and lodging is to be paid by the ICAC Training Committee and
the American Prosecufors Research Institute.
