WHEREAS, the ICAC Task Force's mission is to form a multi-jurisdictional operation that investigates
crimes involving child pornography and exploitation of children online, and
WHEREAS, this training is specifically designed to assist task force members in working these
investigations, and the specialized nature of computer crimes makes this training a necessary
component of the ICAC Task Force, and
WHEREAS, the public purpose of this training is to train up to four ICAC Task Force members on current
legal issues, investigative trends, and new equipment and software which is essential for the investigators
in orde►• to prosecute child pornography and child exploitation cases; and
BE TT ORDERED, that the proper city officials are hereby ordered to pay for the above mentioned
travel expenses related to this training for two non-city employees, not to exceed $10,000 from account
code 436-34056-425x.

Approval of the attached adminisharive order authorizing funds to send up to four Intemet Crimes Against ChIldren (ICAC) Task Force
participants, who are not city employees, to attend the annual ICAC training in Dallas, TX, August 23-26, 2004. The training xeceived
at the conference will assist task force members in the examination of computers used in child pornography and child exploitation cases.
Current legal issues relating to the investigation and prosecution of these crimes will be covered. Investigative h�ends, new equipment
and software will be displayed, and training presented on the tools needed for successful case completion. The attendees aze members of
the ICAC Task Force and theu agencies have signed memorandums of understanding with the St. Paul Police Deparhnent. ICAC gant
funds aze set aside for this rype of training for non-St. Paul participants to cover travel, lodging, per diem, and registrarion.

INITIATING PROBLEM ISSUE, OPPORTUNITY (WHO, WHA7, WHEN, WHERE, WHI�
ICAC Task Force's mission is to form a multi jurisdictional operation that invesrigates crimes involving child pomography and
e loitation of children via the intemet. Outside agencies participating in the task force aze not compensated for their staffs time by
the task force. This training is essential for the investigators to have a working lrnowledge in these investigations. Tlus is specialized
investigarion training. The agencies that will attend have signed memorandums of understanding with ffie St. Paul Police Deparknent
for the ICAC Task Force. The ICAC grant has funds set aside to cover this rype of training. The conference is an opportwuty for the
investigators to sit down with the other task force members from azound the country and discuss the cases they have been working
on together.
