WHEREAS, the ICAC Task Force's mission is to form a multi-jurisdictional operation that investigates
crimes involving child pornography and exploitation of children online, and
WHEREAS, this training is specifically designed to assist task force members in working these
investigations, and the specialized nature of computer crimes makes this training a necessary
component of the ICAC Task Force, and
WHEREAS, computers are changing daily and specific initial and ongoing training in this area is critical
for a successful operation, and
WHEREAS, the public purpose of this training is to train two ICAC task force members to analyze the
structure of computers and the data contained therein, which is essential for the investigators in order to
examine computers for evidence, and
BE IT ORDERED, that the proper city officials are hereby ordered to pay for the above mentioned
travel expenses related to this training for two non-city employees, not to exceed $3,500 from account
code 436-34056-025x,

Approval of the attached adminis[rative order authorizing funds to send rivo Intemet Crimes Against Children (ICAC) task force
participanis, who aze not city employees, to attend Encase training in Buffalo, MN, May 25-28, 2004. Encase soflwaze is a forensic tool
used by the task force to exaadne computers used in child pomogaphy and child eaploitation cases. The course is taught by Guidance
Softwaze, the designer of the product. The attendees are investigators with the Minneapolis Police Department and Crow Wing County
Sheriffs Department and are members of the ICAC Task Force. Flmds will cwer the registration for both, lodging, and per diem eacpenses
for one person.

CAC Task Force's mission is to form a mulriyurisdicfional operation that investigates crimes involving child pornography and
itation of children via the internet. Outside agencies parkicipafing in the task force aze not compensated for their staffs time by
the task force. This training is essenrial for the investigators to have a working knowledge in the use of this softwaze. This is specialized
softwaze and there is no locat source of uaining in its use. Both agencies have signed a memoiandum of understanding with the
police department rela6ng to the ICAC Task Force. The ICAC grant has funds set aside to cover this type of training.
ADVAN7AGESIFAPPROVED
Approval of the administra6ve order will allow the task force to send ICAC task force participants who aze not ciry employees to receive
training on sofiwate that is used in the task force. This training will increase the pariicipant's capabilities in the use of the forensic tools
used and thereby increase the capabilities of the task force. Their ability to perform these computer exams e l�,force's
