D002407Authorizing the proper city officials to contract with an independent appraiser to determine the
market value of the diversion of Wheelock Parkway for driveway purposes, and to remit payment for

10.Resolution - 04 -524 - Approving the appointment of John Harrington as the Chief of the Saint Paul
Police Department to fill the present vacancy.
I l Resolution - 04 -525 - Approving the appointment of Lisa Agrimonti, by Mayor Kelly, to the Police
Civilian Internal Affairs Commission.
12.Resolution - 04 -526 - Approving the Memorandum of Agreement between the City of Saint Paul and
District Lodge No. 77 International Association of Machinists and Aerospace Workers AFL -CIO. (To be
laid over one week for adoption)
13.Resolution - 04 -527 - Approving payment of $32,000 to Eszter Varga, Steve Porter and the Ocel Law
Office in full settlement of their claim against the City of Saint Paul.
14.Resolution - 04 -528 - Amending the conditions for the Parking Ramp License by Katie Childs,
Property Manager, dba 2145 LLP, 2145 Ford Parkway.
15.Resolution - 04 -529 - Requesting the Administration to provide quarterly reports on the status of
expenditures and encumbrances for all Capital Improvement projects and all Neighborhood Sales Tax
Revitalization (STAR) projects.
16.Resolution - 04 -530 - Adopting the 2004 Neighborhood STAR Small Grant Program.

17.Resolution - 04 -531 - Authorizing the Police Department to enter into an agreement with Qwest
Government Services, Inc. for maintenance of 911 telephone equipment.
18.Resolution - 04 -532 - Holding the Minnesota Agricultural Society harmless for the Division of Parks
and Recreation's use of their parking lot for soccer practice.
19.Resolution - 04 -533 - Accepting a grant from the Minnesota State Transportation Fund for
construction of the Earl Street Bridge.
20.Resolution - 04 -534 - Naming the private street, east of Hazelwood Street and south of Ames Avenue,
"Germain Landing," and allowing the Department of Public Works to issue addresses along Germain
Landing.
21.Resolution - 04 -535 - Authorizing the proper city officials to purchase from Ramsey County two tax
forfeit parcels adjacent to the city -owned Trillium /Trout Brook site for use as park land.
22.Resolution - 04 -536 - Amending C.F. 03 -815 vacating air rights over East Seventh Street to correct an
error in the legal description.
ORDINANCES
23.Second Reading - 04 -520 - An ordinance prohibiting smoking in bars and restaurants; creating
responsibilities for proprietors; prohibiting retaliation; and providing penalties for violation.
24.Second Reading - 04 -521 - An ordinance exempting off -sale licenses issued to hotels /motels from the
calculation of the half -mile radius in the downtown business district and creating a half -mile radius
around the Xcel Energy Center in which off -sale liquor establishments are prohibited.
25.First Reading - 04 -537 - An ordinance amending Chapter 61 of the restructured Zoning Code, setting
fees to defray costs of reviewing, investigating and administering services, materials and work performed
and furnished to persons making zoning applications to the City, and reducing the period for
administrative appeals and appeals to the City Council.
26.First Reading - 04 -538 - An ordinance memorializing City Council action granting the application of
Headwaters Real Estate to rezone property from RM -2 (Multi - Family Residential) to OS -1 (Office
Service) or TN1 (Traditional Neighborhood - if available) for a consulting firm office at 585 Grand
Avenue, between Oakland Avenue and Dale Street. (Public hearing held April 28, 2004)
