11. Resolution - 04 -292 - Approving the decisions of the Legislative Hearing Officer on Appeals of
Letters of Deficiency, Correction Notices and Correction Orders for 1140 Supornick Lane, 468 Wheeler
Street North, 162 York Avenue, and 665 Fry Street.
12. Resolution - 04 -293 - Accepting a donation from 3M Corporation and approving spending for the
Delegation to travel to Thailand.
13. Resolution - 04 -294 - Authorizing execution of an agreement between the University of Minnesota
and the City of Saint Paul for the development of technology research and development facilities and
Minnesota biosciences program subzone designation.
14. Resolution - 04 -295 - Approving settlement of a property damage claim by MetLife Auto & Home
Insurance Company against the City of Saint Paul.
15. Resolution - 04 -296 - Authorizing the proper City officials to apply for and, upon approval of the
application, enter into an agreement with the Minnesota DNR for an Outdoor Recreation Grant Program
for the Highland Park Picnic Area Renovation Project.

16. Resolution - 04 -297 - Reallocating CDBG Funds to provide additional funding for the Neighborhood
Revitalization Acquisition Fund and the Wilder Cooperative Housing Project.
17. Resolution - 04 -298 - Authorizing the Department of Fire and Safety Services to accept a donation of
$1,000.00 from Saint Paul Fire Station 8 for the Risk Watch Program.
18. Resolution - 04 -299 - Approving a $50,000 Cultural STAR grant to the Friends of the Library's
efforts regarding the Ruminator's Author Series and a $250,000 grant to the RiverCentre Authority for
structural improvements to the ballroom floor.
19. Resolution - 04 -300 - Approving the transfer of surplus CIB project balances from completed 1996
projects to the General Debt Service Fund.
20. Resolution - 04 -301 - Changing the payback period from 10 years to 20 years for a sanitary sewer
repair assessment in the amount of $20,433.69 for property at 1023 Topping Street.
21. Resolution - 04 -302 - Establishing a spending and financing plan in the Department of Public Works
for the Above Standard Lighting on West 7th Street from Madison to Munster.
22. Resolution - 04 -303 - Amending the spending and financing plans of the Restoration of the Rivoli
Dump Site, the Road Salt Storage and Heavy Snow Dump projects in the Department of Public Works.
23. Resolution - 04 -304 - Amending the spending and financing plans of various Public Works Capital
Projects.
24. Resolution - 04 -305 - Establishing a spending and financing plan in the Department of Public Works
for the Concord /Wabasha Bike /Ped /Transit Improvements - Annapolis to Plato.
25. Resolution - 04 -306 - Approving transfer of spending authority from the Public Works Street Repair
and Cleaning Fund to the Neighborhood Housing and Property Inspection Office to reflect organizational
changes recommended since the 2004 budget was proposed and adopted.
26. Resolution - 04 -307 - Memorializing City Council action taken January 7, 2004, denying the appeal
of Judith Essling to a decision of the Board of Zoning Appeals denying an appeal of the Zoning
Administrator's order to remove the second dwelling unit from the house at 2187 Bonnie Lane.
27. Resolution - 04 -308 - Suspending the City Contractor - General Installation License held by Antonio
Dominguez, dba Westside Design Landscape, 58 King Street East, pending submission of current
insurance verification.
28. Resolution - 04 -309 - Suspending the Solid Waste Hauler & Vehicle License held by Daniel
Theobald, d /b /a Dan's Container Service, located in the City of Newport, pending submission of current
auto insurance verification.
29. Resolution - 04 -310 - Accepting a grant from the Minnesota Department of Public Safety and
authorizing the City to enter into, and Chief William Finney to implement, a grant agreement with the
Minnesota Department of Public Safety for coordination of alcohol saturation from January 17, 2004
through March 18, 2004.
30. Resolution - 04 -311 - Accepting an East Consolidated (ECON) Crime Prevention grant from the

Minnesota Department of Public Safety and authorizing the City to enter into, and Chief William Finney

the East Consolidated (ECON) Crime Prevention Grant to expand community policing on the East Side

agreement and Memorandum of Understanding with the Minnesota Financial Crimes Task Force to
investigate major financial crimes.

the Minnesota Financial Crimes Task Force.
34. Resolution Approving Assessment - 04 -315 - In the matter of the assessment of benefits, cost and

36. Final Adoption - 03 -1028 - An ordinance amending Chapters 60 through 69
of the Saint Paul Legislative Code pertaining to zoning code reformatting and streamlining, adding
Traditional Neighborhood zoning districts, and related amendments. (Substitute introduced and laid over
from February 18)
37. Final Adoption - 04 -112 - An ordinance establishing an Examining Committee for the position of
Police Chief pursuant to the provisions of Section 12.12.1 of the Saint Paul City Charter. (Amended and
laid over from March 10)
38. Second Reading - 04 -289- An ordinance amending Chapter 33 of the Saint Paul Legislative Code
concerning Building Code and Inspection to prohibit the installation or use of barbed wire fencing
abutting residentially zoned property or property that is used for residential purposes.
