5.Resolution - 04 -1112 - Appointing Councilmember Daniel Bostrom to the Transportation Advisory
Board and the Saint Paul Transportation Management Organization Board.
6.Resolution - 04 -1113 - Approving the appointment of Jose Gonzalez, by Mayor Kelly, to the Cultural
STAR Board.
7.Resolution - 04 -1114 - Accepting donations in the amount of $10,000 from the 3M Foundation and
$80,000 from St. Paul Travelers Foundation to help fund the Capital City Education Initiative.
8.Resolution - 04 -1115 - Establishing the rate of pay for the new classification titled Public Works
Accounting Coordinator in Grade 17 of the Saint Paul Supervisors Association (SPSO) Bargaining Unit
09 Salary Schedule in the Salary Plan and Rates of Compensation.
9.Resolution - 04 -1116 - Approving the issuance of $2,800,00 of conduit tax exempt 501(c)(3) revenue
notes for St. Pascal Baylon School to refinance an addition and improvements to the facility 1757
Conway Street.
10.Resolution - 04 -1117 - Accepting the donation of the design, construction, installation and ongoing
maintenance of a labyrinth from the Saint Paul - Nagasaki Sister City Committee to be installed southwest
of the pedestrian bridge over Lexington Parkway in Como Regional Park.
I l Resolution - 04 -1118 - Entering into an agreement with the Burlington Northern and Santa Fe Railway
Company and the Commissioner of Transportation for installation and maintenance of a four - quadrant
railroad flashing light signal gate system with pedestrian gates at the intersection of Como Avenue with
the track of BNSF on Como Avenue southeast of Lake Como.
12.Resolution - 04 -1119 - Denying the application for a New Dance or Rental Hall Business License
submitted by Grand Lodge of Minnesota, 2380 Hampden Avenue.
13.Resolution - 04 -1120 - Indemnifying and holding harmless Culture Inc. for its sponsorship of the
outdoor skating rink at Landmark Plaza from December 2004 through February 2005.

14.Confirming City Council action taken November 17, 2004 denying the application of Chris Kusch for
a Combined Plat to create two single - family lots at 1602 Maryland Avenue.
15.Resolution Ratifying Assessment - 04 -972 - In the matter of the assessment of benefits, cost and
expenses for the demolition of a vacant building (garage) at 1854 Benson Avenue during July 2004. (File

16.Resolution - 04 -1016 - Approving the Memorandum of Agreement between the City of St. Paul and

17.Report from Bob Sandquist, Director of the Department of Public Work, on the latest enhancements to
the snow emergency notification process; improved snow and ice removal plans; and the plans for extra
towing ahead of the snow plows for improved winter street maintenance.

18.Second Reading - 04 -1111 - An ordinance amending Saint Paul Legislative Code §61.302 entitled
"Application forms and fees" by adding new language which changes the fees charged by the
Departments of License, Inspection and Environmental Protection and Planning and Economic
Development for certain zoning applications and collected for the purpose of defraying the costs
associated with processing, preparing and presenting zoning applications to City agencies.
19.First Reading - 04 -1121 - An ordinance memorializing City Council action granting the application of
Island Station LLC to rezone property from I2 (General Industrial) to TN2 (Traditional Neighborhood)
for a residential mixed -use development at 436 Shepard Road (380 Randolph Avenue), SE of the
intersection of new Shepard Road and Randolph Avenue. (Public hearing held November 3, 2004)

20.Third Reading - 04 -1093 - An ordinance amending Chapter 310.19 of the Saint Paul Legislative Code
to eliminate the dollar amounts and simply replace them with a discount percentage for those liquor
licensees who provide alcohol awareness training to their staff.
21.Resolution - 04 -1122 - Establishing both sides of Summit Avenue from Prior Avenue to Howell Street
as "No Parking 8:00 a.m. to 8:00 p.m. Monday through Friday Except by Permit."
22.Resolution - 04 -1123- Revising "No Parking 8:00 a.m. to 4:00 p.m. Monday- Friday; "No Parking 8:00
a.m. to Noon Saturdays, Except Holidays, Except by Permit" Area 12 to "No Parking 8:00 a.m. to 7:00
p.m. Except Holidays, Except by Permit" Area 12 on both sides of Howell, Prior and Kenneth (excluding
the east side of Prior from Randolph to James) between Randolph and Palace. And, install "No Parking

23.Resolution - 04 -1124- Approving adverse action against all licenses held by Diamond Dewey's, Inc.
d/b /a Pub East, 1180 7th Street East.
24.Public hearing to consider the report of the Administrative Law Judge concerning all licenses held by
M. Reaney, Inc., d/b /a Reaney's Bar, 870 Payne Avenue.
25.Resolution - 04 -1125 - Ordering the owner to remove or repair the building(s) at 475 Beaumont Street
within fifteen (15) days from adoption of resolution. (Legislative Hearing Officer recommends laying
over to the December 14 Legislative Hearing and the December 22City Council Hearing provided: 1) the
vacant building fees are paid; and 2) a code compliance inspection report is obtained)

36.Public hearing to consider the appeal of Kurt and Maggie Schwichtenberg to a Board of Zoning
Appeals decision denying three variances in order to construct a garage addition with a dwelling unit to
